Background

Financed by the Global Environment Facility (GEF) Least Developed Countries Fund (LDCF), the joint UNDP-UNEP NAP-Global Support Programme (NAP-GSP)? and its partners and collaborators are assisting LDCs to identify technical, institutional and financial needs to integrate climate change adaptation into ongoing medium and long-term national planning. The partner agencies of the NAPGSP are the FAO, GIZ, GWP, IFAD, PROVIA, WHO, UNFCCC, UNISDR and UNITAR. The GSP is one of a number of initiatives in place to support countries to advance their NAP process.?

Within this overall background, UNDP is supporting countries with one-on-one technical assistance to identify specific needs, capacity gaps, provide training and suggest next steps with regards to advancing their National Adaptation Plan (NAP) processes. This also includes the development of programmes and initiatives for mobilizing resources for countries to undertake the NAP process. This tailored support complements NAP-GSPs activities that are focused on region-based technical training, awareness-raising, and knowledge sharing and exchange.?

In this context, UNDP is seeking a Technical Consultant to support a set of initiatives that are underway which focus on supporting LDCs and developing countries, with the National Adaptation Plans process. The support through this consultancy focuses both on Anglophone countries and Francophone countries.

Duties and Responsibilities

Objective

The Consultant will assist with technical activities, as well as providing support for NAPs project development. In addition, the Technical Consultant will be expected to coordinate the support requested from an array of countries assigned to him/her, by defining the scope of technical assistance, identifying national and regional experts and find synergies with other NAP projects, such as the BMUB-funded Integrating Agriculture in the NAPs process initiative, initiatives supported by GCF etc.

 

Scope of Work

Under the supervision of the Lead Technical Specialist, the consultant will be responsible for the following tasks:

 

A. General Policy analysis and Project Support

  1. Provide technical and strategic input into the overall planning and reporting of the NAP and associated projects;

  2. Provide technical inputs on other NAP-related activities, incl. climate negotiations and UNFCCC processes and outreach opportunities;

  3. Provide technical support to the organization of NAP regional workshops;

  4. Provide technical input for the drafting and review of presentations, notes, publications and other related technical documents;

  5. Provide and/or supervise translations in French for technical documents, guidelines, papers, power- points and other NAP materials;

  6. Research and draft policy/technical notes on NAP-relevant topics such as monitoring, reporting and verification of adaptation, and linkages with other global climate and development-related processes to assist countries with the NAP process.

 

B. Country support ?

  1. Support the identification of technical expertise and resources to support countries.

  2. Convene strategic dialogues with Ministries including Climate Change Departments and Ministries of Environment, Finance and Planning, on NAPs, provide direct training, conduct stock-taking exercises and identify areas for resource mobilization to advance NAPs (including GCF);

  3. Prepare NAP technical support terms of reference in consultation with UNFCCC focal points and related national institutions in coordination with NAP GSP team and UNDP country offices;

  4. Undertake policy analysis of appropriate climate and development frameworks of countries in order to the identify entry points for the NAP Process;

  5. Find linkages between NAP technical support and climate finance readiness activities, to be reflected in the NAP proposals;

  6. Facilitate and provide training sessions in NAP support missions in cooperation with UNDP COs and Governments in English- speaking and French-speaking countries;

  7. Provide technical guidance for the launch of NAP-support projects in countries.

 

C. Project development

  1. Support programme and project identification and development

  2. Identify entry points and opportunities for UNDP assistance in French-speaking and other countries;

  3. Facilitate the process of preparation, design, submission and approval of programme/project concepts and full-fledged proposals for financing;

  4. Conduct background research and provide technical input into project concept notes and documents.

D. Learning, knowledge management and communication??

  • Support the evaluation, the capturing and the synthesis of lessons learnt and best practice and knowledge, including the development of toolkits and other knowledge material;

  • Prepare case studies to inform outreach for the NAP and associated projects based on country missions;

  • Identify potential areas of regional cooperation between the NAPs portfolio and regional scientific and training institutions and networks with a focus on supporting countries with NAP relevant components such as forging cross-border collaboration, using climate information, use of cost-benefit analysis for adaptation analysis, monitoring and evaluation, improving vulnerability assessments;

  • Support the organization of side events and other related outreach events in the frame of the UNFCCC and other related processes;

  • Contribute to the English version of the e-news-letter, in coordination with the Knowledge Management consultant.

Institutional Arrangement

The consultant will report directly to the Lead Technical Specialist and will effectively work with the NAP-GSP team on a routine basis and coordinate his/her efforts to match the timelines of the assignments throughout the consultancy.

Duration of the Work

1 September 2018 – 30 April 2019 (up to 120 working days).

Duty Station

Home based with possible travels to DR Congo, Benin, Djibouti, Ethiopia, Guinea Conakry and/or Madagascar. Travel will be approved by project manager and reimbursed according to UNDP rules. Destination shall be assigned and approved prior to travel, based on clear requests from the countries supported. For all international travel expected of this consultancy, return air-tickets on least-cost, economy fares will be arranged and paid separately. Once a mission plan is drafted, the consultant will submit the request for travel to the supervisor of this contract at least 3 weeks prior to the travel dates. The consultant is required to arrange for his/her own travel. The travel cost shall be reimbursed at actual but not exceeding the amount quoted by UNDP travel agent.

Required Skills and Experience

Education

  • Bachelor’s degree with equivalent experience in environmental management, environmental policy analysis, climate change adaptation, climate change finance other closely related field

Experience

  • A minimum of 7 years relevant experience. Relevant experience can include areas such as designing programme on climate change adaptation, climate finance, working on multi-sectoral initiatives, institutional capacity-building, development planning and budgeting, development management, public administration and related initiatives;
  • Demonstrated knowledge of the NAP process;

  • Experience working with and supporting Governments in developing and/or Least Developed Countries, especially in Asia and Africa, including in capacity building, organization and delivery of trainings related to climate change and development;

  • Work experience in an international organization.

Language

  • Excellent English (proficiency in both at the level of being able to do technical drafting).

  • Working-level French (written and oral).

Price Proposal and Schedule of Payments

The contract will be based on Daily Fee

Consultant shall quote an all-inclusive Daily Fee for the contract period. The term “all-inclusive” implies that all costs (professional fees, communications, consumables, etc.) that could be incurred by the IC in completing the assignment are already factored into the daily fee submitted in the proposal. If applicable, travel or daily allowance cost (if any work is to be done outside the IC’s duty station) should be identified separately. Payments shall be done on a monthly basis based on actual days worked, upon verification of completion of deliverables and approval by the IC’s supervisor of a Time Sheet indicating the days worked in the period.

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.

Travel costs shall be reimbursed at actual but not exceeding the quotation from UNDP approved travel agent.? The provided living allowance will not be exceeding UNDP DSA rates. Repatriation travel cost from home to duty station in Bangkok and return shall not be covered by UNDP.

Evaluation Method and Criteria

Individual consultants will be evaluated based on the following methodology;

Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of set of weighted technical criteria (70%) and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced qualified proposal received by UNDP for the assignment.

  • Only those applications which are responsive and compliant will be evaluated;

  • Technical criteria consist of 2 components; 1) technical assessment (70%) and 2) interview (30%);

  • The technical assessment (education, experience, language and written test) will be worth a maximum 100 points. Only the top 3 candidates that have achieved a minimum of 70 points from the technical assessment will be invited for an interview;

  • The interview will be given a maximum of 30%. When combined with the technical assessment of 70%, the total score is 100%. Thus, only candidates who pass 70% of technical criteria will be passed to evaluation on Financial.

Technical Criteria for Evaluation (Maximum 100 points)

  • Criteria 1: relevant education - ?Max 10 points;

  • Criteria 2: Relevant experience- Max 15 points;

  • Criteria 3: Demonstrated knowledge and experience of the NAP process - Max 15 points;

  • Criteria 4: Experience working with and supporting Governments in developing and/or Least Developed Countries, especially in Asia and Africa, including in experience in capacity building, organization and delivery of trainings related to climate change and development - Max 10 points;

  • Criteria 5: Work experience in an international organization - Max 10 points;

  • Criteria 6: Excellent English (proficiency in both written and oral)- Max 10 points;

  • Criteria 7: Working level of French - Max 10 points;

  • Criteria 8: Written Test (competencies based) - Max 20 points.

Only candidates obtaining a minimum of 70 points (70% of the total technical points) would be considered for interview and Financial Evaluation respectively.

  • Letter of Confirmation of Interest and Availability using the template provided in Annex II.

  • Personal CV or , indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.

  • Financial proposal, as per template provided in Annex II. Note: National consultant must quote price in U.S. Dollar that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided. If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.
