Background
The purpose of this consultancy is to work with the Government of Kyrgyzstan and other stakeholders, with the support of UNDP, to scope and then develop a project proposal that would be eligible for funding by the Global Environment Facility (GEF-7), and is technically feasible/attractive according to GEF criteria and UNDP experience.
The consultant will identify potential work areas of interest to the Government and UNDP in terms of generating a Global Environmental Benefit (GEB) as related to the GEF-7 Programming Document for Chemicals and then draft and fully develop a Project Identification Form (PIF) document. The range of focus areas would be covering a number of activities that would be discussed along with the Government and private sector stakeholders and as mentioned in the background section would include, not be limited to plastic waste and e-waste and green economy concepts as could be applicable in the industry. Any integrated approaches with other focal areas (such as climate change in waste management, pollution of water basins or biodiversity in remediation of landscapes) where linkages can be demonstrated and joint work with chemicals management can be reinforced, would be welcome in consideration and further elaboration in partnership with other GEF and UNDP focal areas.
In particular, the PIF must demonstrate consistency with the emerging GEF POPs strategy for GEF-7 and with GEF eligibility criteria (e.g. incrementality, mobilization of co-financing, cost-effective greenhouse gas mitigation, etc).
The proposed project will also demonstrate that it contributes to the implementation of Kyrgyzstan's priorities mentioned in NIP and related national policy strategies and action plans, including gender related issues.

Competencies
Interested individual consultants must submit the following documents/information to demonstrate their qualifications:
- Proposal: Providing a methodology on how he/she will approach and conduct the work (up to 2 pages)
- Signed personal history form P.11 (including past experience in similar projects);
- 2 recommendation letters
- Confirmation of interest and submission of financial proposal form (the form is attached);
- Copy of Diploma
- Copy of ID/Passport
Required Skills and Experience
- Education: Master degree related to chemical and waste management, and/or environmental management, environment engineering, natural sciences. PhD degree in the above-mentioned areas is an asset;
- Minimum two years of working experience in the field of POPs management;
- Proven experience in developing project documents or project concepts, confirmed by minimum one project idea-PIF on POPs management submitted to GEF;
- Fluency in English. Knowledge of Russian is an advantage
