Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality are translated into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts while building effective partnerships with civil society and other relevant actors.

UN Women Uganda, Commonwealth Parliamentary Association UK Branch (CPA UK) and Institute of Parliamentary Studies (IPS) are organizing a joint workshop for parliamentary committee chair persons and selected committees to strengthen their committee management and leadership skills.

The training programme is part of UN Women Uganda’s programme with the Parliament of Uganda under the capacity building programme for leadership skills development for elected and appointed women at national and sub national level. The programme will also build on the long-term engagement of CPA UK with the Parliament of Uganda and the Uganda Women’s Parliamentary Association (UWOPA), through peer-to-peer learning and exchange.

Duties and Responsibilities

  • Make a Presentation on “fostering a good working relationship with colleagues and staff on a committee”;
  • Share practical experiences of how this has been done in the Ugandan Parliament and what lessons the current committee chairpersons can draw from this;
  • Provide a soft copy presentation to the workshop rapporteur for end of workshop reporting.

Deliverables:

  • A clear presentation and strategies on fostering a good working relationship with colleagues and staff on a committee outlining the key principles and functions of maintaining effective committees;
  • A short report detailing the session discussions and recommendations to UN WOMEN and other stakeholders.

Required Skills and Experience

Education:

  • Masters degree or equivalent in political science, public administration, Development Studies, Law, Sociology or a related field.

Experience:

  • At least 5 years of experience in public sector management with specific focus on Governance and accountability;
  • Extensive knowledge on Parliamentary functions and roles;
  • Experience in working with parliamentary committees in Uganda.

Language:

  • Fluency in written and spoken English is essential;
  • Knowledge of any local language is an asset.

  • Financial Proposal - Specifying a total lump sum amount in Uganda Shillings for the tasks specified in this Terms of Reference. The financial proposal should include a breakdown of the lump sum amount, including various expenses incurred by the consultant/contractor during the contract period (e.g. fee, health insurance, vaccination and any other relevant expenses related to the performance of services, in-country travel costs etc.).

Candidates should have the ability to quickly submit degree certificates and medical certification (of good health) should they be short-listed in consideration of the consultancy post.

Evaluation of applicants:

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer receives the highest score out of below defined technical and financial criteria. Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

Technical Evaluation (70%) – max. 70 points:

  • Only candidates who have received 49 points or higher in the technical evaluation will be considered for the Financial Evaluation.

Technical Evaluation Criteria:

  • Masters degree or equivalent in political science, public administration, Development Studies, Law, Sociology or a related field- 20 points;
  • At least 5 years of experience in public sector management with specific focus on Governance and accountability- 20 points;
  • Extensive knowledge on Parliamentary functions and roles- 15 points;
  • Experience in working with parliamentary committees in Uganda- 10 points;
  • Excellent analytical, documentation and presentation skills in English are essential- 5 points.

Financial Evaluation (30%) – max. 30 points:

  • The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion.
