Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women in Turkey is working to strengthen refugee women and girls and their access to opportunities, rights and services, as required by international treaties and national legislation. “Strengthening the Resilience of Syrian Women and Girls and Host Communities in Iraq, Jordan and Turkey”, referred as Refugee and Response Programme (RRP), is an integrated programme that targets both displaced Syrian women and girls and host-country nationals across Iraq, Jordan and Turkey. The programme works through a multi-dimensional strategy that will: i) enable women’s empowerment through addressing issues of economic vulnerability and violence by increased access to recovery and livelihood opportunities, paired with comprehensive protection services and support to national justice structures to promote accountability for violence against women, and ii) promote a culture of peace and co-existence through supporting women to lead and engage in peacebuilding, reconciliation and conflict prevention. Bearing in mind the importance of involving men in work on gender equality and women’s empowerment, the programme will engage men as partners, champions and advocates for women’s increased empowerment, including their engagement in the labour market. Under the leadership of UN Women and in close collaboration with the Gaziantep Municipality, ILO and ASAM will continue to strengthen the “SADA Women’s Development and Solidarity Center”, which was established in November 2017 to support Syrian women and girls and other refugee women in the area, together with women from the host community.

Reporting to the Programme Management Specialist, the Monitoring and Reporitng Analyst will be responsible for overall monitoring, evaluation and reporting of the programme, including tracking against programme targets and the reporting of results to internal and external audiences.

Duties and Responsibilities

         1. Ensure compliance to RRP monitoring and reporting requirements

  • Develop and implement Monitoring, Reporting and Evaluation Plan to assess overall project implementation, including monitoring indicators, monitoring calendars, and field monitoring plans and quality assurance processes;
  • Include relevant inputs from monitoring findings, conclusions and recommendations into annual work plan and relevant documents;
  • Provide RRP inputs to CO work plan monitoring, reviews and reporting;
  • Provide technical support to partners in developing Performance Monitoring Frameworks (PMFs), systems and plans, and Baseline Surveys;
  • Facilitate the clearance of donor agreements and Programme Cooperation Agreements;

    2. Provide technical inputs to the monitoring and tracking of results against country/ regional level targets and UN Women Strategic Plan
     
  • Coordinate with partners to ensure data collection and analysis from field visits are coordinated and standardized;
  • Monitor data from partners on a quarterly basis and provide inputs to regular management briefs to inform decision making;
  • Visit partners, along with the programme team, to support monitoring of results and planning processes, as required;
  • Monitor the spending of donor funds and other programme expenditures and disbursements;

    3. Facilitate the reporting of results to internal and external (Government, Donors etc.) audiences
     
  • Lead the process of meeting internal and external reporting requirements and deadlines;
  • Prepare result-oriented donor and programme reports (both narrative and financial);
  • Identify relevant monitoring findings, conclusions and recommendations and input them into programme planning and reporting;
  • Review progress reports submitted by partners and provide feedback to improve quality and timeliness of reporting;
  • Collect and maintain data for country, regional and global corporate reports, mid-term reviews, and final evaluations;

          4. Contribute to knowledge building and capacity building

  • Identify and disseminate good practices, lessons, and knowledge, as identified through programme implementation, monitoring and evaluation activities;
  • Promote the awareness and understanding of the shared responsibility of monitoring and reporting among all partners through communication, training, learning and development activities.

Required Skills and Experience

 

Education and certification:

  • Master’s degree (or equivalent) in Political or Social Science, Economics, International Development Studies, Gender/Women's Studies is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

 

Experience:

  • At least 2 year of relevant experience at the national or international level in monitoring and reporting of development projects/ programmes, preferably gender related programmes and projects.
  • Knowledge of UN Women/EU monitoring and reporting requirements would be an asset.
  • Knowledge of spreadsheets and database packages would be an advantage.
  • UN experience is an asset.

 

Language Requirements:

  • Fluency in English and Turkish is required.
  • Knowledge of the other UN official working language is an asset.
