The United Nations Development Programme (UNDP) hereby invites Individual Consultants to submit a Proposal to the consultant Recruitment Notice (RSC/IC/2018/006) for Consultancy to develop the Africa State of Adaptation Report. Detailed Terms of Reference (ToR) as well as other requirements are listed in the IC available on UNDP ATLAS e-Tendering system” (https://etendering.partneragencies.org) UNDP/ETH10/Event ID: 0000002522.

Your offer, comprising of a Brief Technical Proposal and Financial offer, should be submitted in accordance with IC requirements, through UNDP ATLAS e-Tendering system and by the deadline indicated in https://etendering.partneragencies.org

In the course of preparing and submitting your Proposal, it shall remain your responsibility to ensure that it is submitted into the system by the deadline. The system will automatically block and not accept any bid after the deadline. In case of any discrepancies deadline indicated in the system shall prevail.

Kindly ensure that supporting documents required are in the .pdf format, and free from any virus or corrupted files and Quotations. NOTE!: The File name should contain only Latin characters (No Cyrillic or other alphabets).

Please note that ATLAS has following minimum requirements for password:

  • Minimum length of 8 characters;
  • At least on capital letter;
  • At least one number.

New bidder registering for first time, system will not accept any password that does not meet the above requirements and thus registration cannot be completed.

For already existing bidders whose current password does not meet the criteria, when signing in, system will prompt you to change the password, and it will not accept a new password that does not meet requirement.

Duties and Responsibilities

The Lead Consultant will prepare the Africa State of Adaptation Report.  Expected deliverables, include:

An extended outline- include broad orientations, initial findings and advocacy messages will be prepared on time for a Steering Committee meeting, in Bonn, Germany;

A 1st draft draft

A validation workshop to allow for inputs from African adaptation experts 

Final report, printed in English and French 

A 2-pager brochure in English and French presenting the key points from the SoAR in attractive and digestible form (supported by infographic).

Competencies

Functional Competencies:

  • Solid understanding of climate change challenges in Africa and the Paris Agreement on Climate Change;
  • Solid understanding of climate finance architecture and traditional and innovative sources of climate finance;
  • Good understanding of development issues in Africa;
  • Knowledge and experience in global climate change negotiation processes;
  • Solid ability to understand complex issues, and synthesize relevant data and findings for the preparation of quality analysis;
  • Outstanding writing skills, including ability to translate complex issues (including those related to statistics, financial flows and climate investments) into a language that can be easily understood by decision-makers at the highest political level;
  • Good understanding of strategies and advocacy approaches for effective resource mobilization;
  • Ability to plan, organize, implement, and report on work;
  • Ability to work independently under minimal supervision;
  • Client orientation;
  • Ethics and integrity and teamwork.

Required Skills and Experience

Academic Qualifications:

  • Masters or PhD level degree Development and Economics, Finance, Climate change or any other relevant field.

Experience:

  • A minimum of 10 solid years of experience in conducting research on topical Africa development issues, in particular climate change (climate finance and climate change adaptation);
  • Computer skills: full command of Microsoft applications (word, excel, PowerPoint) and common internet applications will be required.

Language and other skills:          

  • Excellent knowledge of English;
  • Knowledge of French is an advantage.

In consideration of your qualifications, we are hereby inviting you to submit an offer for this particular assignment.  To assist you in understanding the requirements of this assignment, we have attached hereto the following: 

  • The Terms of Reference for the assignment described above;
  • The standard Letter of Confirmation of Interest and Availability, which you must accomplish and submit to UNDP; and
  • The Individual Contract and its General Terms and Conditions, which you would be expected to sign in the event you are the selected Offeror in this procurement process.
