Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women in Turkey is working to strengthen refugee women and girls and their access to opportunities, rights and services, as required by international treaties and national legislation. “Strengthening the Resilience of Syrian Women and Girls and Host Communities in Iraq, Jordan and Turkey”, referred as Refugee and Response Programme (RRP), is an integrated programme that targets both displaced Syrian women and girls and host-country nationals across Iraq, Jordan and Turkey. The programme works through a multi-dimensional strategy that will: i) enable women’s empowerment through addressing issues of economic vulnerability and violence by increased access to recovery and livelihood opportunities, paired with comprehensive protection services and support to national justice structures to promote accountability for violence against women, and ii) promote a culture of peace and co-existence through supporting women to lead and engage in peacebuilding, reconciliation and conflict prevention. Bearing in mind the importance of involving men in work on gender equality and women’s empowerment, the programme will engage men as partners, champions and advocates for women’s increased empowerment, including their engagement in the labour market. Under the leadership of UN Women and in close collaboration with the Gaziantep Municipality, ILO and ASAM will continue to strengthen the “SADA Women’s Development and Solidarity Center”, which was established in November 2017 to support Syrian women and girls and other refugee women in the area, together with women from the host community.

Reporting to the Programme Management Specialist and working in close coordination with the Gender and Refugee Response Specialist, the Gender Analyst contributes to the effective implementation of UN Women’s RRP in Turkey by providing technical inputs to programme design, formulation, implementation and evaluation. S/he guides, facilitates and contributes to the delivery of UN Women RRP.

Specifically, he/she is responsible for ensuring that UN Women’s refugee response takes into account the importance of gender mainstreaming and gender equality. He/she advises and provides guidance to the programme team for the gender- sensitive design, implementation, monitoring and evaluation of UN Women’s refugee response throughout the whole programme cycle. He/she also contributes to increasing the technical capacity of the implementation partners, as well as the national and local public service providers to deliver gender-responsive services to the refugees. She/he works in close collaboration with the programme team, UN Women ECA RO staff, Government officials, multi and bi- lateral donors, civil society and with other partners for ensuring successful implementation of the UN Women RRP.

Duties and Responsibilities

•         Provide substantive support to the implementation of the programme;

•         Provide technical inputs to the development of annual workplan and budget;

•         Prepare call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;

•         Prepare terms of reference, review and provide feedback on programme consultants’ work plans/reports etc;

•         Prepare relevant documentation such as project summaries, conference papers, policy briefs, briefing notes, and donor profiles;

•         Participate in donor meetings and public information events, as delegated;

•         Provide technical assistance for capacity development of programme staff and partners for gender sensitization and gender mainstreaming in refugee response in consultation with the Gender and Refugee Response Specialist;

•         Identify opportunities and put in place actions for the capacity building of programme staff, partners and service providers for ensuring a gender-sensitive refugee response;

•         Provide technical and substantive programming support and trainings to partners, as needed;

•         Establish and maintain relationships with the (potential) national and local partners to support the effective implementation and expansion of the RRP;

•         Provide technical inputs to the monitoring and reporting of the programme/ projects;

•         Work in coordination with the monitoring and evaluation focal point to arrange and carry out monitoring missions, followed by reports, using a gender-sensitive results-based approach;

•         Provide substantive inputs to the preparation of donor, government and UN Women reports;

•         Provide substantive inputs to advocacy, knowledge building and communication efforts;

•         Coordinate with the communications focal point to design and organize advocacy campaigns, events, trainings, workshops and knowledge products;  

•         Prepare communication materials such as talking points, speeches, social media content and press statements in coordination with the communications focal point.

Required Skills and Experience

Education and certification:

•         Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required.

Experience:

•        At least 1 year of work experience in policy analysis, institutional capacity building, and multi-stakeholder coordination;

•           At least 1 year of experience working in gender issues;

•          Experience in refugee response is an asset;

•        Experience coordinating and liaising with government agencies and/or donors is an asset;

•          Previous UN experience is an asset.

Language Requirements:

•         Fluency in English and Turkish are required.

•           Knowledge of the other UN official working language is an asset.

•          Knowledge of Arabic is an asset.
