Background

Both Adriatic and Ionian Sea have traditionally played an important role in the Albanian history, culture and economic development, with more than half of the Albanian population living in the coastal zone, namely in the most urbanized and industrialized cities such as Durres, Vlora, Saranda, Fier, Lezha, Shkodra etc.).

All these urban development bring a high environment pressure, risks & threats of sea pollution by oil, hazardous & noxious substances, from several activities, inevitably facing serious environmental challenges, especially taking into consideration that it constitutes an important oil transport route to the North-Adriatic ports of other Mediterranean Countries (Italy and Croatia), whereas, the marine area, plays an important role in tourism and recreation.

As a matter of fact, the GoA has addressed these issues through contingency plans, which continue to focus mainly on post-disaster emergency response and recovery, while emergency preparedness mechanisms are less developed and public awareness is relatively low. In the meantime, protecting the natural resources of the sea is one of the strategic objectives of the EU Maritime Policy. Therefore, there are big needs in introducing an interinstitutional coordination platform to the Albanian preparedness and response system, in order to respond to emergencies resulting in the spillage of oil and/or other hazardous substances into the marine environment (which captures improvements need in the national legal and regulatory framework on prevention, preparedness and response in case of accidental maritime pollution).

Hence, the main challenge of this UNDP project is to establish a mutual network for the prevention of risks and management of emergencies, aiming marine environment pollution risk reductions and strengthening the relevant capacities to respond to environmental and technological hazards caused by maritime incidents. This will include improvement of response coordination capacities, enabling adoption of national maritime quality standards and strengthen tools for implementation of the Contingency Plan at local level.

Duties and Responsibilities

The national consultants are expected to be engaged and provide services and local synergies among all concerned actors at national, regional and local level such as Inter-agency Maritime Operational Centre (IMOC) Regional Environmental Agency (REA), Albanian Coast Guard (ACG), Port Authorities, Municipality or Commune Mayors in diverse areas of responsibilities like overall Control and operations on shore, cooperation in case of operations at sea, managers of all other on-shore installations etc.

The consultancies are required to respond to assignments and duties such as:

Task 1 - Analyses and assessment of the legislation and institutional capacities jointly with the international consultancy, targeting mainly:

  • National laws, regulations and rules related to preparedness for and response to accidental spills and marine pollution from ships caused by oil and other hazardous and noxious substances;
  • Binding international treaties and regulations including international conventions and their protocols related to accidental spills from ships of mineral oils and other hazardous and noxious substances
  • An overview of obligations and rights of competent national authorities and local governments, arising from these regulations;
  • An overview of international regulations in the field of preparedness for and response to accidental spills and marine pollution from ships, caused by mineral oils and other hazardous and noxious substances, not yet in force in both countries at the time of preparing the Report.
  • Effective national contingency plans for dealing with accidental spills and marine pollution from ships, by mineral oils and other hazardous and noxious substances, at sea and on shore;
  • Existing multilateral agreements and contingency plans concerning preparedness for and response to accidental marine pollution from ships, by mineral oils and other hazardous and noxious substances, in the Adriatic region.

Tasks 2 – Development of Risk Assessment jointly with the international consultancy targeting mainly

  • National Risk assessment related to accidental spills and marine pollution from ships caused by oil and other hazardous and noxious substances;
  • National response organization to accidental spills and marine pollution from ships, by mineral oils and other hazardous and noxious substances, at sea and on shore
  • Effective national response strategy for accidental marine pollution preparedness and response.

Task 3 – Development of the National Training Program jointly with the international consultancy targeting mainly:

  • National capacities assessment in the field of oil pollution preparedness and response
  • Develop a comprehensive training program with three model training courses as follows:

Level One: Operational staff (First Responders)

Level Two: Supervisors and on-scene commanders

Level Three: Senior management staff (Administrators and Senior Managers)

Duration and deliverables:

The assignment will be 30 days from August 2018 – March 2019.

30 September - first draft report/ outlining main tasks is delivered 

30 November - draft reports on Legislation & Institutional capacities, Contingency Plan, Risk Assessment and Training are delivered 

31 December - Final reports are delivered 

The reports must be submitted in Albanian and English language.

Required Skills and Experience

Education

  • University Degree with focus area maritime transport or related fields

Experience

  • At least 5 years of experience on maritime transport and maritime emergency situation and response 
  • Acquainted with know-how & skills on marine transport infrastructure and management, maritime laws, IMO Conventions, EU Directives, rules & regulations, port management & techniques of transport at ports (shipping operations, chartering, containers transport
  • Excellent knowledge on techniques of transport at ports (shipping operations, chartering, containers transport

Language

  • Excellent report writing and presentation skills, including excellent English knowledge


EVALUATION OF APPLICANTS

UNDP applies a fair and transparent selection process that would consider both the technical qualification of Individual Consultants as well as their financial proposals. The contract will be awarded to the candidate whose offer:
