Background

In September 2015, governments united behind the ambitious 2030 Agenda for Sustainable Development, which features 17 new Sustainable Development Goals (SDGs) and 169 targets that aim to end poverty, combat inequalities and promote prosperity by 2030 while protecting the environment.

The 2030 Agenda sets out a historic and unprecedented level of ambition to “Achieve gender equality and empower all women and girls by 2030” (SDG 5) as well as including 37 gender-related targets in 10 other SDGs. It commits to addressing core issues of gender equality such as increasing women’s participation in decision-making, eliminating all forms of violence against women and girls, eradicating discriminatory laws and constraints on sexual and reproductive health and reproductive rights, recognizing and valuing unpaid care and domestic work.

 

To successfully track the implementation of the 2030 Agenda, a robust and equally ambitious monitoring framework is needed.

Significant investments in gender statistics are necessary to ensure that evidence-based policies are devised, the impacts of these policies are assessed and the accountability of policymakers and governments to deliver on these commitments is promoted. Robust indicators and quality data are of critical importance and will determine whether policy efforts are marshalled and whether the goals and targets are achieved or missed.

 

UN Women, is the United Nations’ agency for Gender Equality and Women Empowerment. It supports the UN member states to implement the 2030 Agenda.

 

As part of this support, UN Women’s Flagship Programme Initiative “Making Every Woman and Girl Count” aims to effect a radical shift in the production, availability, accessibility and use of quality data and statistics on key aspects of gender equality and women’s empowerment.

 

In Morocco, UN Women has concluded a 2-years partnership with the High Commissioner for Statistics on three areas:

i.             Putting in place an enabling environment for gender-responsive localization and effective monitoring of national and international policy commitments;

ii.            Filling gender data gaps by ensuring that quality and comparable gender statistics are produced regularly; and

iii.           Ensuring that data is accessible and used to plan, monitor and evaluate gender sensitive and responsive public policies and budgets.

 

Under the overall guidance of the MCO Representative and the direct supervision of the Programme Management Specialist, the Programme manager  ensures effective and efficient management, implementation, monitoring and evaluation of the “Making Every Woman and Girl Count” Programme in Morocco.

Duties and Responsibilities

  1. Monitoring, and evaluation of the “Making Every Woman and Girl Count” Programme in Morocco (40% of dedicated time):
  • Develop an accurate and impactful action plan based on a deep diagnosis of the Moroccan statistics system
  • Implement effectively the action plan
  • Manage external experts and Conduct specific activities with high standards of quality
  • Monitor regularly the action plan
  • Develop monitoring tools and prepare donor reports
  • Communicate regularly with the programme donors and partners, through rigorous and high-quality reports and meetings
  • Conduct the evaluation process of the programme according to UN Women’s standards of quality

 

  1. Enhancement of UN-Women Morocco’s expertise and knowledge on Gender Sensitive Statistics production, dissemination and use (40% of dedicated time):
  • Conduct regular research and analysis on the Moroccan Statistics System key features, strengths and areas of improvement
  • Identify and disseminate international best practices in producing, disseminating and using Gender Sensitive Statistics
  • Review rigorously and analytically every document produced by external experts
  • Organize national and international events to share UN Women MCO analysis on the production, dissemination and use of Gender Sensitive Statistics production

 

  1. Mobilisation of Funds on Gender Sensitive Statistics production, dissemination and use (20% of dedicated time)
  • Identify potential donors interested in Statistics Systems and/or SDGs implementation and monitoring are identified
  • Analyse the donor strategies
  • Design and implement new/innovative partnerships
  • Ensure the financial monitoring if the funds

Required Skills and Experience

 

Education and certification:

 

  • Master’s degree (or equivalent) in economics, public administration, business administration or other related fields is mandatory

 

Experience:

 

  • A minimum of two years of experience in development/public policies and/or economic and/or strategies field
  • An experience in a Global Management & Strategy would be an asset

 

 

Language Requirements:

 

  • Fluency in French and English is required
  • Knowledge of Arabic is an asset
  • Working knowledge of another official UN language is an asset
