Background

Bangladesh access to the Montreal Protocol on 2 August 1990 and ratified its London, Copenhagen, Montreal and Beijing amendments on 18 March 1994, 27 November 2000, 27 July 2001, and 24 August 2010 respectively. To fulfil Bangladesh's obligation under the Montreal Protocol, the Government undertook a reconnaissance survey in 1993, based on which the Country Programme was prepared in 1994. The 14th Meeting of the Executive Committee of the Multilateral Fund to the Montreal Protocol approved the Country Programme of Bangladesh in September 1994.  Funds for Institutional Strengthening Project at an amount of US$ 150,000 to assist the National Ozone Unit (“Ozone Cell”) in planning and coordinating all activities related to fulfilling Bangladesh's obligation under the Protocol was also approved. The first phase of the IS project was implemented during March 1996 to February 1999. The second phase was approved in November 1999 at the 29th Meeting of the Executive Committee for an amount of US$ 100,000, and was implemented during March 1999 to March 2002. The third phase of the project was approved at US$ 100,000 by the 35th Meeting of the Executive Committee. in December 2001 and implemented from April 2002 to June 2005. The 44th Meeting of the Executive Committee approved the fourth phase at US$130,000, which was a 30% budget increase.   The fourth phase was implemented from June 2005 to June 2008. The fifth phase of the project was approved at US$ 130,000.00 at the 53rd Meeting held in November 2007, and implemented from July 2008 to June 2011.  The sixth phase of the project was approved at the 61st Meeting at the amount of US$ 130,000. The implementation started in July 2011, and completed in June 2014. The seventh phase of the project was approved at the 71st Meeting at the amount US$ 130,000.00. The implementation started in July 2014 and completed in March 2017. Phase-VIII of the project approval by MLF the tune of US$ 1664,000.

The Ozone Cell, as mentioned earlier, is the national focal agency for coordinating activities under the Montreal Protocol.  The Director General of the Department of Environment is the Chairman of the Ozone Cell. To supervise the activity of the Ozone Cell (National Ozone Unit), the National Technical Committee on Ozone Depleting Substances (NTCODS) is constituted under the Chairmanship of the Secretary of the Ministry of Environment and Forest. The composition of NTCODS helps the Ozone Cell in its access to senior decision-makers.

Institutional Strengthening (Phase - VIII) project will be initiated by the Ozone Cell of the Department of Environment. Departmental Special Project Evaluation Committee (DSPEC) of the Ministry of Environment and Forests will approve the project. The committee includes Ministry of Environment and Forests, Ministry of Planning, Economic Relations Division of the Ministry of Finance, Implementation, Monitoring and Evaluation Division (IMED), Ministry of Commerce, National Board of Revenue (NBR) under Ministry of Finance.

The  proposed Project IS – VIII will facilitate Bangladesh's compliance with the Montreal Protocol control targets for consumption of HCFCs for Stage-II with minimal impacts on the national economy, on environment and occupational health through implementing a combination of interventions covering technology transfer, investments, policy and regulatory actions, technical assistance, training and capacity building, awareness and education and monitoring and management in foam and RAC manufacturing sector, contributing to achieve sustainable reductions in consumption of HCFCs in line with the Montreal Protocol schedule.

Through IS – VIII, an effective institutional framework including appropriate monitoring mechanism has been established, through which various concerned stakeholders are associated in the HCFC phase out process at both the planning and implementing stage. Formulating appropriate regulations and policies in consultation with the stakeholders, particularly relating to technology transfer investments, supplemented by their capacity building through awareness and training activities result in successful implementation of the HPMP Stage-II in line with the Montreal Protocol Schedule.

Since the IS – VIII is aimed at building capacity at national level towards the implementation of the Montreal Protocol and its ODS phase out activities, gender issues are not applicable directly. Even though it will help women in getting involved in employment in RAC industry.

OBJECTIVES:

The Project Technical Specialist will closely work with the National Ozone Unit of Department of Environment (DoE) and Programme Specialist- Environmental Sustainability and Energy, UNDP to support Ozone Cell and UNDP to continue to plan, organize, direct and technical guidance of activities required for the implementation of Bangladesh’s strategy in all areas related to the Phase-out of Ozone Depleting Substances(ODS) under the Montreal Protocol(MP).

Duties and Responsibilities

Scope of work

The Project Technical Specialist will carry out but not limited to the following tasks

  1. Formulation and finalization of detailed annual work programme for the project
  2. Imposition of control on ODS import through current policy of ODS import permit
  3. Oversee the completion reporting of HPMP Stage-I non-investment component
  4. Co-ordination and monitoring the implementation of the following remaining activities under HPMP Stage-I:
    • Provide training to technician on good practices in refrigeration
    • Provide training to customs and NBR officials
    • Public awareness and sensitization activities
  5. Assist UNDP and National Project Director to implement HFC Conversion Project at Walton Industries Ltd.
  6. Conducting data update survey for the year 2017 and 2018 for ODS Data Reporting under Article 7 to the Ozone Secretariat and Country Programme Implementation Data to the Montreal Protocol Multilateral Fund Secretariat and Implementing Agencies annually.
  7. Organize seminars/workshops/stakeholder consultations/ meetings on ozone layer depletion on its consequences, alternative technologies, implementation of projects and policies etc.
  8. Organize inter-ministerial meeting for formulation and finalization of programme for World Ozone Day
  9. Publication and dissemination of communication materials (e.g. posters, stickers, leaflets brochures, newsletter supplementary, youtube video, video documentary, etc.)
    • Nationwide awareness campaign and celebration of World Environment Day and International Ozone Day (2018 and 2019)
    • Organize nationwide painting competition on the evening of International Ozone Day
    • Bring special supplements on the International Ozone Day
  10. Assist government to ratify Kigali Amendment and to amend existing rules.

The Project Coordinator needs to ensure that the following set of deliverables arc achieved:

  1. Quarterly progress report to be submitted along with Financial Report as per standard procedure of NEX project;
  2. Yearly progress report to be submitted showing progress made in the project activities;
  3. Data Report under Article 7 for the year 2017 and 2018
  4. Inventory of non-expendable equipment purchased indicating description, date of purchase, cost and present condition of each item.

 SUPERVISION AND PERFORMANCE EVALUATION:

The Project Coordinator will work closely with the Programme Specialist of Resilience and Inclusive Growth Cluster and National Ozone Cell of DoE. The Project Coordinator will report directly to Programme Specialist of the UNDP.

Travel and DSA:

No DSA will be paid at the duty station. If unforeseen travel outside the duty station not required by the Terms of Reference is requested by UNDP, and upon prior agreement/approval, such travel shall be UNDP’s expenses and the individual contractor shall receive a per-diem not to exceed United Nations daily subsistence allowance rate in such other location(s).

ELIGIBILITY CRITERIA / REQUIREMENTS

 ACADEMIC QUALIFICATIONS:

M.Sc in Chemistry/ Applied Chemistry or M.S in Chemical/ Mechanical Engineering. Ph.D will be preferred.

REQUIRED EXPERIENCE: 

  • At least 07 years of working experience in in Chemicals, ODS project Implementation and/ or similar type of assignments with Government or UNDP or any Donor Agencies

Language requirements

Fluency of English and Bangla language is required;

Price Proposal and Schedule of Payments

Consultant must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, travel costs, living allowance (if any work is to be done outside the IC´s duty station) and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs and as per below percentages-

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. Lodging, meals and transport cost for field visit related to this assignment will be paid by the project as per UN standard.

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.

Evaluation Method and Criteria:

Individual consultants will be evaluated based on the following methodology.

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as:

  1. Responsive/compliant/acceptable; and
  2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

Only candidates obtaining a minimum 70% mark in technical evaluation will be considered eligible for financial evaluation.

Technical Criteria for Evaluation (Maximum 70 points)

  • Criteria 1 Range and Diversification of Educational Qualification - 20 Marks
  • Criteria 2 Very good understanding of MLF policies and guidelines at an overall level on data requirements under Montreal Protocol. 20 Marks
  • Criteria 3 Year of Working experiences in ODS, HPMP - 20 Marks
  • Criteria 4 Year of Working Experience with UN/Donors/GoB- Max 10 Marks

Financial Evaluation (Total 30 marks)

All technical qualified proposals will be scored out 30 based on the formula provided below.

The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:
