Background

Objectives:

The overall objective of the assignment will be the following:

  • Support to develop implementation methodology and plan for implementing e-services including e-file
  • Co-ordination  with the relevant government agencies to provide support for the implementation of e-file and relevant e-services
  • Establishing regular and sustainable monitoring mechanism for e-services.
  • Support in developing a mechanism for including Ministries, Directorates and field level offices into e-filing system
  • Support to develop training and workshop plan regarding sensitization of Ministries and field offices for the efficient management of e-file

Background:

A fundamental government responsibility is providing information and services aimed at improving the social and economic welfare of its citizens. During the first phase of the A2I project, fundamental progress has been made in improving access to public services. However, it is critical to expand the breadth and width of such simplified services and improve the service delivery model to counter the impact of widespread outdated manual processes, resistance to change by civil service staff and a lack of transparency that still frustrates citizens in their attempts to avail of government information and services.

The objective of the project is to increase transparency, improve governance, and reduce the time, difficulty and costs of obtaining government services for under-served communities of Bangladesh. This is to be achieved by the following 4 components of the project:

Component 1: Strengthening existing e-services and launching a second generation of integrated, inter-operable e-government applications; (e-Service)

Component 2: Sensitizing government officials, training for service providers and expanding digital literacy among the general public; (Capacity and Awareness)

Component 3: Forging strong policy and strategy links to ensure implementation of needed legal and regulatory changes in support of the project; (Enabling Environment) and

Component 4: Promoting innovation in the delivery of e-services. (Innovation)

The project is funded by the Government of Bangladesh, UNDP and other development partners, and is implemented by ICT Department and Cabinet Division.

‘Access to Information II is looking to recruit National Consultant e-file Implementation for 220  working days over 11 months, who will support in proper implementation and efficient management of e-filing and other relevant e-services in different levels of the government agencies.

Duties and Responsibilities

Scope of work

E-file system of Bangladeshi has commented 3000 government offices across the country and this is a combination of Upazila to Ministry level offices. It’s a huge challenge to provide technical/ non-technical support on regular basis for proper materialization of the system. To do that continuation of persuasion and monitoring is required. a2i has to provide continuous support/ suggestion for implementation to run the system smoothly. Furthermore, to make e-file system more user friendly and efficient, we need to receive feedback from all walk of users. To cover the whole country a2i need to assign some dedicate individuals who will engine in following activities related-file: 

  • Develop implementation methodology and plan for implementing e-file at both Field Administration and Ministries-Directorates and field offices.
  • Establishing regular and sustainable support mechanism for implementing E-file
  • Support the development of mobile / electronic service (with particular focus on mobile platforms) related initiatives for citizen and businesses at Upazila, District and Division level offices
  • Coordinate with relevant government agencies to provide assistance for UAT, POC piloting & necessary implementation support for mobile / electronic services at Upazila, District and Division level offices especially citizen service providing organization.
  • Function as an effective team member of e-Service component of the project.
  • Any relevant tasks to be assigned by the National Project Director or Project Director.

 The e-file Implementation consultant will be working with the Enabling Environment Specialist of Access to Information – II Project.

Timeframe and deadlines:

The assignment will be for 220 days over 11 months.

Reports:

The activities done by the incumbent will be regularly monitored by the Director (e-service) of Access to Information-II Project. The incumbent will be paid on deliverables basis.

Required Skills and Experience

Academic Qualifications:

  • Masters in English, Sociology, Social welfare, Development Studies, Public Administration, Business Administration, any other relevant discipline.

Years of experience:

  • At least 6 years’ experience in civil service
  • At least 04 years’  working experience in field administration
  • Experience in e-service Implementation

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

Only candidates obtaining a minimum 70% mark in technical evaluation will be considered eligible for financial evaluation.

All technical qualified proposals will be scored out 30 based on the formula provided below.

The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:

Travel

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.
