Background

A fundamental government responsibility is providing information and services aimed at improving the social and economic welfare of its citizens. During the first phase of the Access to Information (A2I) Project, fundamental progress was made in improving access to public services through electronic means. However, it is critical to expand the breadth and width of such simplified services and improve the service delivery model to counter the impact of widespread outdated manual processes, resistance to change by civil service staff and a lack of transparency that still frustrates citizens in their attempts to avail of government information and services.

The objective of the 2nd phase of the project is to increase transparency, improve governance, and reduce the time, difficulty and costs of obtaining government services for under-served communities of Bangladesh. This is to be achieved by the following five components of the project:

Component 1: Business communities have easy access to simplified G2B services through electronic means.

Component 2: Civil servants and service providers and citizens are aware and capable of facilitating easy access to transparent and responsive services.

Component 3: Enabling legal and policy framework and partnership are in place to facilitate responsive and transparent G2B service delivery.

Component 4: Institutional and incentive frameworks are in place to promote G2B service delivery mechanism.

Component 5: Establishing linkages with public and private sectors and creating awareness among citizens.

‘Access to Information II is planning to recruit a National Consultant, Domain Expert (G2B service digitalization) who will support the initiatives for the simplified G2B service digitalization including planning, analyzing, designing, developing and monitoring of the G2B service delivery systems that will be implemented nationwide.

The a2i project is funded by the Government of Bangladesh, UNDP and other development partners, and is implemented by Cabinet Division and ICT Division.

Objectives:

The overall objective of the assignment will be the following:

  • Domain support in developing and implementing Business Information and Service Framework, G2B portal and other e-service related initiatives.
  • Assist the Director (e-Service) to coordinate simplification of G2B services and collaborating with the relevant government agencies to provide implementation support for G2B services at local and central administration.
  • Perform other related duties and responsibilities as and when required assigned by project management

Duties and Responsibilities

  • Support simplification of G2B services
  • Domain support in developing and implementing Business Information and Service Framework, G2B portal and other new e-service related initiatives.

  • Assist the Director (e-Service) and support simplification of G2B services and collaborating with the relevant government agencies to provide implementation support for G2B services at local and central administration.

Deliverables 

  • Draft inception report mentioning the work list with time frame - 20 days of Contract Signing
  • Identify the stakeholders and taking requirement from them for G2B service digitalization - 40 days of contract signing
  • Identify the G2B Services and provide a list of services to be integrated to online platform in priority basis - 60 days of contract signing
  • Providing support for Service Process Simplification of G2B services - 80 days of Contract signing
  • Integration of several G2B services into a single platform - 100 days of Contract signing
  • A plan for the implementation of G2B service platform in Ministries, Directorates, and field offices - 120 days of Contract signing
  • A plan for the promotion of integrated G2B service delivery platform - 140 days of contract signing
  • Capacity development of relevant officials by conducting workshops, orientations and other necessary initiatives - 160 days of Contract Signing
  • Capacity development of relevant officials at Ministries and Directorates by conducting workshops, orientations and other necessary initiatives - 180 days of Contract Signing
  • A plan for the promotion of integrated G2B service delivery platform - 200 days of Contract Signing
  • Develop provision for receiving feedback from service recipients and incorporate necessary changes to fulfil expectations - 220 days of Contract Signing

Supervision and Performance Evaluation:

The National Consultant, Domain Expert (G2B service digitalization) will be working with the Director (E-Service) of Access to Information – II Project.

Timeframe and deadlines:

The assignment will be for 220 days over 11 months.

Reports:

The activities done by the incumbent will be regularly monitored by the Director (E-Service) of Access to Information-II Project. The incumbent will be paid on deliverables basis.

Required Skills and Experience

Academic Qualifications:

  • Graduation in Computer Science & Engineering, Business Administration, Social Science, Natural Science or any other relevant discipline.

Years of experience:

  • At least 5 years’ experience in civil service
  • Experiences in project implementation

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

Only candidates obtaining a minimum 70% mark in technical evaluation will be considered eligible for financial evaluation.

Technical Evaluation Criteria (Total 70 marks)

  • Year of experience in Civil service, filed administration - 20 Marks;
  • Experience in implementing e-services Experience in organizing different workshops, trainings etc - 20 Marks;
  • Experience in Project Implementation - 15 Marks;
  • Experience in writing strategic documents / developing different training manuals - 15 Marks.

Financial Evaluation (Total 30 marks)

All technical qualified proposals will be scored out 30 based on the formula provided below.

The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:

  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.

Travel

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.
