Background

Sudan, the third largest and one of the most geographically diverse states in Africa, has long been beset by challenges. South Sudan’s secession in 2011 induced a number of economic shocks, including the loss of over half of government revenues and 95% of exports. External debt continues to represent a considerable burden on the economy, which is further aggravated by insufficient of external assistance. Furthermore, while conflict in Darfur, Southern Kordofan and Blue Nile states has decreased, the root causes of the conflicts remain to be addressed. The challenges in Sudan are complex and involve multiple factors and actors at various levels. 

The Peace and Development Consultant will assist the Resident and Humanitarian Coordinator and the UN Country Team (UNCT) in identifying gaps and opportunities for UN-system wide support to the Government’s efforts to build national capacities for dialogue around strategies for building peace, promoting governance and advancing sustainable development. The Peace and Development Consultant will support national counterparts working on peacebuilding programming in Sudan, including through existing programming to stabilize conflict-affected areas in the southern states and Darfur through the creation of sustainable and alternative livelihoods and support to local conflict prevention and resolution mechanisms. 

In this context, the role of the Peace and Development Consultant will be to provide analysis and strategic advice to the UN Resident and Humanitarian Coordinator and to the UNCT and UN Headquarters in New York (DPA and UNDP) on how to take forward the socio-economic as well as the political side of peacebuilding efforts through actor and context specific analysis and provide recommendations for strategic initiatives and programming. Further to this, s/he will also advise on mainstreaming conflict-sensitive approaches to recovery and development interventions as well as assist other key stakeholders. S/he will closely monitor the political situation in the country and provide periodic reports. 

The incumbent works under the overall supervision of the UN RC/HC and will discharge his/her day-to-day functions as a member of the Office of the Resident and Humanitarian Coordinator, working in close collaboration with DPA and UNDP HQ, and providing weekly reports to HQ. The Peace and Development Consultant will provide weekly reports to the HQ either in writing or by phone based on agreement with DPA and UNDP desk-officers. 

Duties and Responsibilities

In concrete terms, the Peace and Development Consultant will: 

  • Provide strategic and analytical support to the UNCT, to UN Headquarters (DPA and UNDP), and to the RC/HC in his/her relations with high-level government officials, academia, civil society, and with the wider political and civic leadership; this will include wide consultations and information gathering and analysis to determine trends, and monthly reporting to the RC/HC, DPA and UNDP, and bi-monthly reports to the UNCT;
  • Identify areas of programmatic engagement with national stakeholders and the UNCT, and support to RC/HC in the preparation of the UN response to government requests, related to social cohesion, dialogue, conflict prevention, peacebuilding or other relevant field;
  • Establish and strengthen strategic partnerships with key national stakeholders, regional and international actors and development partners;
  • Strengthen capacity of UNDP and UNCT to undertake conflict analysis, mainstream conflict sensitivity approaches to recovery, resilience and development interventions.

Required Skills and Experience

Education

  • Master’s Degree in political science, sociology, international relations, international economics, law, public administration, or other related social sciences.

 Experience

  • Minimum 5 years of progressively responsible experience in conflict analysis, policy, and strategy development, development and/or conflict prevention in a governmental, multilateral or civil society organization;
  • Experience in research and project development;
  • A proven policy, advisory and advocacy experience and track record of engagement with government, United Nations, and donors.
