Background

A fundamental government responsibility is providing information and services aimed at improving the social and economic welfare of its citizens. During the first phase of the Access to Information (A2I) Programme, fundamental progress was made in improving access to public services through electronic means. However, it is critical to expand the breadth and width of such simplified services and improve the service delivery model to counter the impact of widespread outdated manual processes, resistance to change by civil service staff and a lack of transparency that still frustrates citizens in their attempts to avail of government information and services.

The objective of the 2nd phase of the project is to increase transparency, improve governance, and reduce the time, difficulty and costs of obtaining government services for under-served communities of Bangladesh. This is to be achieved by the following 4 components of the project:

Component 1: Strengthening existing e-services and launching a second generation of integrated, inter-operable e-government applications; (e-Service)

Component 2: Sensitizing government officials, training for service providers and expanding digital literacy among the general public; (Capacity and Awareness)

Component 3: Forging strong policy and strategy links to ensure implementation of needed legal and regulatory changes in support of the project; (Enabling Environment) and

Component 4: Promoting innovation in the delivery of e-services. (Innovation)

The project is funded by the Government of Bangladesh, UNDP and other development partners, and is implemented by ICT Division and Cabinet Division.

“Access to Information (a2i) Programme” is going to recruit three National Consultant: SIF Project Monitoring who will develop technological solutions working under Innovation Team. S/he will conduct a thorough study to identify the best technological options for the target population and ensure that the technological reality of the target population is properly incorporated in the plan, design, develop and implemented of the technology solutions.

Objectives:

The incumbent will act as focal person to ensure the technical and administrative support of the Service Innovation Fund (SIF) software related projects of a2i. The primary objective for the incumbent is as follows:

  • Mentoring and monitoring Software related project under Service Innovation Fund
  • Perform Requirement Study, System Analysis, Scope Define and Architecture Design.
  • Supervise and Provide Technical Assistance to SIF software related projects
  • Review and finalize URS, SRS, SDD, Mock & ToR

Duties and Responsibilities

The assignment will focus on the following areas and activities:

  • Mentoring and monitoring Software related project under Service Innovation Fund
    • Monitor the Software related project under Service Innovation Fund for successful piloting.
    • Manage the projects and fund disbursement process according to budget.
  • Perform Requirement Study, System Analysis, Scope Define and Architecture Design
    • Coordinate with different innovators and implementing organizations to perform Requirement Study, System Analysis and Architecture Design for the Software based initiatives of SIF
    • Visit & interview different organizations to understand the existing system.
  • Supervise and Provide Technical Assistance to SIF software related projects
    • Coordinate with different stakeholders of SIF projects for the successful implementation of piloting.
    • Provide proper guideline to the innovators for implementing the project in a right track
    • Estimate budget for the identified scope of the SIF projects.
    • Prepare promotional plan to reach highest number of beneficiary for the service launched by SIF initiative
  • Review Technical Scopes & Design of various ICT initiatives taken by the Innovation Component
    • Prepare technical specification, presentation, mock and prototype for new prospective innovative projects for service innovation fund
    • Review various documents prepared during project lifecycle like BRD, URS, TOR, SRS, SDD etc.
    • Carry out the technical evaluation for vendor selection

The activities done by the incumbent will be regularly monitored by the Programme Coordinator (Innovation) of Access to Information-II Programme.

The assignment will be for 180 working days over 9 months.

The activities done by the incumbent will be regularly monitored by the Programme Coordinator (Innovation) of Access to Information-II Project. The incumbent will be paid monthly after completing each of the deliverables.

Required Skills and Experience

Academic Qualifications:

  • Bachelors’ Degree in Computer/ Electronics/ Telecommunication Science/ Engineering or any other discipline, with professional certification in PHP-MYSQL Web Application Development.

Years of experience:

  • At least 4 years’ experience of working in ICT field with national or international organization / IT Industries
  • Minimum 2 years’ experience in Requirement Study, System Analysis, System Design, URS and Development in PHP, PHP Framework.
  • Minimum 01 years’ experience designing object-oriented software system.

Evaluation of the Candidates:

Individual consultants will be evaluated based on the following methodology.

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;
  • Technical Criteria weight; 70 marks.Only candidates obtaining a minimum 49% mark in technical evaluation will be considered eligible for financial evaluation.

Financial Evaluation (Total 30 marks)

All technical qualified proposals will be scored out 30 based on the formula provided below.

The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:

Travel

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.
