Background

Sudan seeks to strengthen its capacities to access GCF resources in the short, medium and long-term to enhance climate resilient and low-carbon development in line with the country’s climate change obligations, development priorities and objectives and the Fund’s Initial Investment Framework.

The objective of the Green Climate Fund (GCF) Readiness and Preparatory Support Project is to support the Government of Sudan through its GCF National Designated Authority (NDA) in strenghening national capacities of effectively and efficiently plan fro, access, manage, deploy and monitor climate financing through the GCF. The readiness activities will be planned and implemented in line with national policies and priorities. In addition, the project will target two important aspects of the GCF approach, direct access to funds and private sector engagement, both of which will require significant preparatory work before GCF financing.

UNDP is seeking a qualified international consultant experienced in the implementation of the GCF Readiness and capacity development to enable enhancing climate change resilience in the Sudan. The International Consultant will work under the direct supervision of the Country Office in Sudan and under the guidance of the UNDP-GEF Global Coordinator of the GCF Readiness Programme. In addition to the specific tasks highlighted below, she/he will provide overall technical support and guidance to the implementation of the project, ensuring that the project's benefit from best practices and experiences of GCF readiness projects in other similar countries.

Duties and Responsibilities

Objective: To provide technical support and guidance to the overall project's implementation and lead while also lead the activities designed to strengthen the capacity of the National Designated Agency (NDA), stakeholder’s consolations, development of the GCF programme, and establishment of the no objection procedure.

Scope of Work:

Some of the duties to be undertaken by the Consultant are the following (note: Some of the below mentioned workshops and meetings might be held jointly in case of thematic synergies):

  • In close collaboration with the NDA and the members of the coordination mechanism, design guidelines and a process for a periodic structured dialogue between the NDA and national stakeholders. Support the NDA and the members of the coordination mechanism in holding two structured dialogues with national stakeholders potentially interested in developing or benefitting from GCF funding proposals.
  • Hold individual consultations with national stakeholders to identify the most appropriate option for a non-objection procedure that matches national circumstances. Based on this, develop a process for the NDA to evaluate, select and prioritize GCF project proposals and to issue the corresponding letters of no-objection. Present the no-objection procedure at a workshop.
  • In close collaboration with the NDA, develop a report serving as an analytic basis for a gender inclusive strategic GCF country programme and action plan. The report will take stock of

(i) Sudan’s obligations, development objectives and circumstances, strategies, plans, programmes and policies; (ii) ongoing and planned climate change initiatives in Sudan, including of GCF accredited entities; and (iii) how to build on /scale up the ongoing work of other development partners in the country for complementarity, in line with the investment priorities of the GCF.

  • Conduct stakeholder consultations for development of the GCF country programme in sectors with high importance to the country's climate and development policies.
  • Based on this, develop a gender-inclusive GCF Country Programme, including short-, medium- and long-term projects and programmes, identifying priorities that best meet Sudan’s obligations under the Paris Agreement and the GCF Investment Framework, including public-private projects and programmes.
  • Based on the GCF country programme, develop country strategic investment frameworks for the highest priority GCF projects. The frameworks will describe the strategy to access financing, including from the GCF’s PPF where relevant, how to mobilize co-financing, as well as arrangements and time lines to elaborate GCF concept notes for the prioritized projects.
  • Prepare and hold two workshops to train project developers on climate finance generally and on access to the GCF, presenting GCF policies and processes.
  • Provide general technical support and advice to the project implementation ensuring that the project benefit from similar experiences and best practices in other countries.

  • Proved strong interpersonal skills and the ability to initiate discussions about climate change adaptation and reliance issues specifically in the water and agricultural sectors.

Required Skills and Experience

Education:

  • Master’s degree in environmental/climate change policy, climate change/environment finance; natural resource management, public administration, or other closely related field (Max: 10 points).

    Experience:

  • At least 10 years of work experience on climate change policy and/or finance (Max 15 points);

  • At least 2 years of specific working experience in GCF readiness, GCF proposal preparation, or GCF accreditation processes (Max 15 points);

  • At least 6 years of demonstrated project management and guidance experience on development of national GCF programmes (Max 10 points);

  • At least 5 years of demonstrated experience providing policy advice to Governments in developing countries on environmental/climate change matters (Maximum 10 points);

  • Working experience in African Least Developed Countries is desirable (Max 10 points).

  • Language Requirements:

  • Excellent oral and written communication skills in English and Arabic languages (Max 10 points).
