Background

A fundamental government responsibility is providing information and services aimed at improving the social and economic welfare of its citizens. During the first phase of the Access to Information (A2I) Project, fundamental progress was made in improving access to public services through electronic means. However, it is critical to expand the breadth and width of such simplified services and improve the service delivery model to counter the impact of widespread outdated manual processes, resistance to change by civil service staff and a lack of transparency that still frustrates citizens in their attempts to avail of government information and services.

The objective of the 2nd phase of the project is to increase transparency, improve governance, and reduce the time, difficulty and costs of obtaining government services for under-served communities of Bangladesh. This is to be achieved by the following five components of the project:

Component 1: Underserved communities have easy access to simplified public administrative services through electronic means.

Component 2: Civil servants and service providers and citizens are aware and capable of facilitating easy access to transparent and responsive services.

Component 3: Enabling legal and policy framework and partnership are in place to facilitate responsive and transparent service delivery.

Component 4: Institutional and incentive frameworks are in place to promote e-service delivery mechanism.

Component 5: Establishing linkages with public and private sectors and creating awareness among citizens.     

‘Access to Information II is planning to recruit a Junior Consultant- System Maintenance and Implementation who will support the initiatives for maintaining and developing existing partnerships, whilst also identifying new G2B service providing organizations to work with.

The project is funded by the Government of Bangladesh, UNDP and other development partners, and is implemented by Cabinet Division and ICT Division.

Objectives:

The overall objective of the assignment will be the following:

  • Support new generation e-filing system maintenance & implementation all across the country as per the scope of work.
  • Perform testing, integration and implementation of all components of e-filing system.
  • Perform R&D tasks to explore new effective features can be included into the system.
  • Provide necessary technical support required in implementation.

Duties and Responsibilities

Scope of work:

  • S/he also be responsible for support to Solution Architect for design, development, and integration of solution with existing solutions (ie. Nothi etc.) & architectures (ie. OISF etc.) along with technical document preparation.
  • Assist solution architect to convert business requirements into technology.
  • Assist in e-filing system development, enhancement and maintenance.
  • Assist in Performing R&D tasks to explore new effective features can be included into the system.
  • Database configuration and staging data population at testing, training and pre-production servers and required checking.
  • Assist in pre-production to go-live.
  • Data archiving and database’s load balancing.
  • Assist Senior Software Engineer in database management, vendor management and co-ordination with data center.
  • Assist implementation team during roll-out period.
  • Maintain version control and issue tracker in change management.
  • Manage Error log management in troubleshooting.
  • Providing technical knowledge to the implementation team members.
  • Assist in infrastructure assessment.
  • S/he also makes sure that the project scope is maintained and solutions implemented.
  • S/he assist to identify existing business risks related to the implementation of software design and ensures that such risks are mitigated.
  • Coordinate with relevant government agencies to provide assistance for EUT, ToT and RT (Refreshers’ Training) and provide necessary implementation support.
  • Working as the part of the e-service team headed by Director e-Service.
  • Assist & provide technological inputs to the e-service team for identifying best e-Service solution architecture.
  • Assist & provide technological guidance to the relevant ministry/agencies for smooth completion of their e-services.

 Supervision and Performance Evaluation:

The Junior Consultant- System Maintenance and Implementation will be working with the Solution Architect under direct supervision of CTO, Technology Team of Access to Information – II Project Inputs (UNDP and Consultant)

 Reports:

The activities done by the incumbent will be regularly monitored by the CTO, Technology Team of Access to Information – II Project. The incumbent will be paid on deliverables basis.

Tentative payment schedule:

  • 1st payment- 11.11% of total contract value will be paid after submission of report on list of activity on converting existing business requirements into technology and accepted by the contract administrator.
  • 2nd payment- 11.11% of total contract value will be paid after submission of implementation plan for roll-out of e-file at 50 offices approx. and accepted by the contract administrator.
  • 3rd payment- 11.11% of total contract value will be paid after submission of a report on new effective features that can be included into the e-file system through R&D and accepted by the contract administrator.
  • 4th payment- 11.11% of total contract value will be paid after submission of a report on Database configuration and staging data population at testing, training and pre-production servers for 50 govt. offices and accepted by the contract administrator.
  • 5th payment- 11.11% of total contract value will be paid after submission of a report on on Data archiving, load balancing of database, Error log management in troubleshooting for 50 offices and accepted by the contract administrator.
  • 6th payment- 11.11% of total contract value will be paid after submission of a report Deployment and maintenance of e-file systems at 50 Government offices and accepted by the contract administrator
  • 7th payment- 11.11% of total contract value will be paid after submission of a report on database management, vendor management and co-ordination with data center and accepted by the contract administrator.
  • 8th payment- 11.11% of total contract value will be paid after submission of a report on version control and issue tracker in change management for e-file systems and accepted by the contract administrator
  • Final payment- 11.12% of total contract value will be paid after submission of a report on capacity development of Govt. official on e-file systems through training and accepted by the contract administrator

Duration

The duration of work will be for 180 working days over a period of 09 months.

Required Skills and Experience

Minimum Eligibility Criteria:

Educational Qualifications

  • Must have minimum Bachelor Degree in Computer Science/Computer Engineering/Information Systems or Master Degree in any discipline with diploma/equivalent certification in ICT Related Subject.

Experience:

  1. At least 4 years working experience Software design/development/integration/ testing/ implementation and maintenance.
  2. Experience of dealing with Software projects

Language:

  • Fluency in English and Bangla is required.

Lump sum contracts:

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

In-country travel (if required) will be met by UNDP and DSA will be paid as per UNDP policy. If unforeseen travel outside the Duty Station not required by the Terms of Reference, is requested by UNDP, and upon prior written agreement, such travel be at the UNDP’s expense and the Individual Contractor shall receive a per diem not to exceed United Nations daily subsistence allowance rate in such other location(s).

 Evaluation of the Candidates:

Individual consultants will be evaluated based on the following methodology.

Cumulative analysis-

  1. The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as:

Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

  • Technical Criteria weight; 70
  • Financial Criteria weight; 30

Only candidates obtaining a minimum 49% mark in technical evaluation will be considered eligible for financial evaluation.

Technical Evaluation Criteria (Total 70 marks):

  • Experience in Web Application development and Implementation -25 marks
  • Experience and Practical working knowledge on MySQL Database -  20 marks
  • Experience in implementing e-services - 25 marks

Financial Evaluation (Total 30 marks)

All technical qualified proposals will be scored out 30 based on the formula provided below.

The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:

Where:

  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.
