Background

Within the past decade, Maldives has made substantial progress on the economic front which is evidenced by its movement to the upper middle-income country status. In addition to the tourism sector, the construction industry continues to expand with an 8.5% contribution to GDP in 2015[1]. With the developmental progress, the construction industry has seen a huge influx of migrant workers and the 2014 census shows that for five resident Maldivians there is one migrant community member living in the country[2]. As the industry continues to establish itself as the key driver of the country’s GDP growth with the large investment and infrastructure loans being secured to finance these projects; it is expected that more migrant workers will be employed to accommodate this expansion.

As such, UNDP through the Integrated Governance Programme (IGP) is working to strengthen social cohesion within the migrant workers and Maldivian communities and increase their understanding and knowledge on peace and tolerance. The Programme will work with both community leaders in the Bangladeshi migrant community as well as Maldivians to disseminate peaceful and tolerant messages using traditional and digital platforms. Hence, UNDP is seeking the services of a local consultant to develop materials for a social media campaign.

Duties and Responsibilities

Under the guidance of UNDP, the consultant will undertake the following tasks:

  1. Based on the messages provided by UNDP, develop creative concepts and designs for posters and testimonial videos.
  2. Develop 6 posters that will be disseminated through social media and submit the editable files to UNDP
  3. Produce 3 testimonial videos of migrant workers in Maldives of 60 seconds per video

Please note:

Messages will be finalized by UNDP in consultation with stakeholders and the consultant will be responsible for developing concept and design as stated above. All the videos must include English subtitles. All the material developed must be available in print and online version once draft concept is cleared from UNDP.

UNDP must be involved at each stage of the development process, including the concept development stage and the draft version of all material must be endorsed by UNDP prior to finalization.

 

Expected Outputs and Deliverables

The consultant will be responsible for the following deliverables;

  1. Draft concept and design for 6 posters and 3 testimonial videos
  2. Develop 6 posters and submit editable files
  3. Produce 3 testimonial videos of 60 seconds per video

Institutional Arrangement

The consultant will work under the guidance of UNDP and will be accountable to the assigned Programme Officer, IGP, for each deliverable as stipulated in the proposal. Meetings with UNDP senior management will be held as and when needed.

 

Duration: 21 working days during October – November 2018.

Required Skills and Experience

The consultant is expected to fulfill the following criteria in terms of the expertise and qualifications;

Education

  • Diploma in graphics design, film, videography or a relevant technical field.

Experience

  • Minimum 1-year experience in graphic designing and developing audio and video communication material
  • Experience in developing materials for development related issues preferred
  • Demonstrated ability of timely completion of assignments

Language Requirement

  • Fluent in Dhivehi and English.
