Background

Under the direct supervision of the People& Prosperity Programme Specialist and overall guidance of the Assistant Resident Representative Programme (ARR-P), the Private Sector Innovation Manager acts as a manager of and advisor to Senior Management on UNDP’s partnership-building and fundraising, with particular attention to innovative engagements with the private sector.

S/he serves as a corporate focal point and interface in expanding UNDP’s engagement with the private sector in the context of the post-2015 development agenda. The incumbent will manage projects, develop and implement innovative financing tools and provide policy advice on the Country Office’s work to promote sustainable and inclusive business models, specifically in the context of UNDP’s corporate objective of promoting inclusive markets development. S/he will collaborate with UNDP’s Global Policy Centers to ensure UNDP Brazil advances this thematic area in Brazil in alignment with UNDP’s global strategic priorities, delivering coherence and substantive leadership. The incumbent will specifically follow-up on several UNDP’s private sector engagement projects such as UNDP’s role of hosting the Executive Secretariat of the Local Network Global Compact, projects related to Foundations, Venture Philanthropy, Impact Business and others focused on financing for development.

The incumbent will lead strategic planning of existing and new partnerships as well as identify innovative models of financing, collaboration and projects with various development stakeholders such as multi-sectoral platforms and the engagement of subnational actors in public-private partnerships.    

The incumbent will work closely with all sections in Programme, Management, as well as Operations, to drive a coherent and strategic corporate approach to partnerships management and private sector engagement. External stakeholders will range from other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors, private sector and civil society at local level. The thematic areas of the work of the incumbent will reflect UNDAF/ Country Programme Document priorities, but also creative responses to emerging challenges and opportunities.

S/he is responsible for performing and contributing to the following:

1.       Broaden and diversity financing partners in the public and private sector with focus on innovative partnerships in the post-2015 context;

2.       Ensure the strategic direction of UNDP partnerships and special projects with the private sector and promote inclusive markets;

Policy advice and project management with focus on new partnerships, private sector development and engagement as well as decentralized cooperation.

Duties and Responsibilities

Broaden and diversity financing partners in the public and private sector with focus on innovative partnerships in the post-2015 context

•    Contribute to the management of effective external relations in line with the current UNDP’s Partnerships Strategy and coordinate overall resource mobilization and new partnerships building;

•    Assess external and internal CO opportunities for resource mobilization;

•    Scan the opportunities in the country based on partner-specific intelligence and the competitive landscape; and identify where the CO competency strengths overlap with partner/client needs;

•    Support management to development planning tools to implement a successful resource mobilization strategy, prioritizing activities that will generate sustainable, flexible and predictable revenue;

•    Develop and execute prospecting activities, negotiating partnerships around the overall Partnerships strategy;

•    Develop and implement projects partnering with the financial sector and philanthropy sector;

•    Develop and implement new financial tools and instruments aligned with UNDP strategies to partner with the public and private sector;

•    Work jointly with the Programme Specialist and the ARR for Programme in the designated prospects to develop proposals and negotiate agreements with donors, following the UNDP guidelines and monitoring overall implementation of agreements;

•    Conceptualize, plan and execute partnership-focused communications to generate new partnerships opportunities, in collaboration with the Communications Coordinator;

•    Perform other tasks, as required by the supervisor.

Ensure the strategic direction of UNDP’s partnerships and special projects with the private sector and promote inclusive markets;

•    Development of partnerships with the private sector in alignment with the objective of promoting inclusive/social business and  Corporate Social Responsibility (CSR) aspects into the private sector programming work of the country office;

•    Maintain contacts and relationships with private sector partners / foundations  and related stakeholders and develop working relationships with companies interested in UNDP’s work;

•    Contribute to the programming and design of private sector activities and support the integration of technical advice into programmes and projects of the country office;

•    Act as UNDP’s corporate focal point in Brazil on the coordination of private sector engagement initiatives, including following up on the Local Network of Global Compact in Brazil;

•    Conceptualize, plan, manage and grow a portfolio of several projects focused on Impact/ Inclusive Business, performing actions such as i) advancing UNDP’s ability to promote a better enabling environment for inclusive business; ii) facilitation of public, private and other actors to engage and collaborate to strengthen the broader value chains (or ecosystems) in which inclusive businesses operate; and iii) provision of targeted technical support in areas of UNDP expertise related to inclusive markets,  social entrepreneurship, finance for development and access to markets and investment, among others;

•    Develop and grow the Social Prosperity and Impact Fund, currently under implementation by UNDP Brazil;

•    Prospect and manage a portfolio of NIM and DIM projects;

•    Supervise a team of 4 people, including 3 project analysts and the Executive Secretary of the Brazilian Global Compact;

•    Perform other tasks, as required by the supervisor.

Policy advice and knowledge management with focus on innovative partnerships in the context of the Sustainable Development Goals

• Provide sound contributions to knowledge networks and communities of practice relevant to innovative partnerships and private sector development;

• Enhance the positioning of UNDP in the UN family,  national spaces of dialogue and debate to promote UNDP’s vision and values related to partnerships;

• Conduct training and hand on experiences for programme staff on resource mobilization and networking with the objective of promoting better knowledge related to innovative partnerships and forms of collaboration including multi-sectoral platforms, public-private sector partnerships and engagement of subnational actors etc;

• Monitor KM activities in relevant areas and update the programme staff and senior managers accordingly;

• Identify fora and opportunities for UNDP to showcase its work related to innovative partnerships, solutions and the private sector engagement , including identifying best practices in Brazil that can be shared nationally and internationally through global UNDP initiatives;

• Perform, as requested, risk assessment of UNDP’s and Global Compact’s possible new private sector partners;

• Coordinate the CO’s partnerships management tools, guidance, templates to meet the needs of the Country Office and oversee the management of UNDP’s partnerships and due diligence repository;

Perform other tasks, as required by the supervisor.

The key results of the post are formulation of forward-looking strategies and policies for the CO related to RM and partnerships building, identification of opportunities for building partnerships and their implementation,  as well as ensuring the development of innovative / sustainable funding base for the programme; on the overall success of the country programme and reaching UNDAF/ CPD goals. In particular, the key results have an impact on the design, operation and programming of activities.

Required Skills and Experience

Education: 

Master’s degree in social sciences, political science, public or business administration, or related fields.

Experience:

Minimum of 15 years of experience in relevant and progressive professional and managerial experience in partnerships management and private sector development;

In-depth experience and strong track record in multi-stakeholder partnership building and dealing with both public and private sectors, international or intergovernmental organizations;

Extensive knowledge on social/inclusive business and inclusive markets;

Experience with a proven track record in resource mobilization.

Language: 

Fluent in English and Portuguese;

Knowledge of another UN language an asset.
