Background

Since 1993 UNDP has been assisting the government of Ukraine in developing solutions for the transition from a planned to a market economy and for establishing democratic systems.  UNDP’s engagement and partnership with national and sub-national institutions has been a catalyst for laws and policies as well as strengthening institutions in preparing the country for deeper global integration.  One of the key areas that UNDP Ukraine has been assisting the Government of Ukraine has been in the area of environment and sustainable energy. Sustainable Energy means the provision of energy such that it meets the needs of present generations without compromising the ability of future generations to meet their own needs. Different renewable energy technologies such as wind, solar, hydro, geothermal, and biomass can all be considered as technologies that promote sustainable energy.

UNDP has developed a new strategy on sustainable energy for 2017-2021 entitled “Delivering Sustainable Energy in a Changing Climate”. This strategy articulates – for the first time - UNDP’s role, guiding principles, added value and priorities in supporting countries advance their SDG #7. UNDP’s new strategy on sustainable energy focuses on three main action areas:

  • Increasing access to affordable, reliable and sustainable energy;
  • Increasing the global rate of improvements in energy efficiency; and
  • Increasing the share of renewable energy in the global energy mix.

UNDP Ukraine is seeking an expert to carry out a mapping exercise that will describe and analyze Renewable Energy Development landscape in Ukraine (e.g. challenges, priorities, needs, stakeholders’ activities in Ukraine; potential entry points for new/scale up interventions etc.).

Duties and Responsibilities

MAIN OBJECTIVES OF THE ASSIGNMENT

The main objective of the assignment is to carry out a mapping exercise that will analyze Renewable Energy Development landscape in Ukraine.

Specific objectives:

  • To identify needs, challenges and priorities of Renewable Energy Development in Ukraine;
  • To compare Ukrainian trends in Renewable Energy Development with the international experience aiming at identifying areas, which require a special attention;
  • To identify all possible actors directly or indirectly engaged in the field of Renewable Energy Development in Ukraine, grouping them by the roles and influence;
  • To collect detailed information on the nature, scope, terms and level of engagement of the identified actors in the current renewable energy development related initiatives;
  • To draft a mapping report that will serve as a reliable reference tool for the UNDP to strengthen future interventions, collaboration and dialogue with identified actors along with produce recommendations for promoting renewable energy development;
  • To identify potential entry points for new/scale up interventions in Renewable Energy Development in Ukraine to boost reforms for further environmentally sustainable and inclusive human development;
  • To develop a brief concept note for the programme on Renewable Energy Development, outlining expected outcomes/outputs and priority interventions to be implemented by UNDP in Ukraine in the next 5-10 years.

DESCRIPTION OF RESPONSIBILITIES / SCOPE OF WORK

Under the direct supervision of the Programme Analyst on Business Development and Innovations and the Team Lead o BDIU, the Consultant will draft a mapping report on Renewable Energy Development landscape in Ukraine.

Methodology

The consultant will be required to propose a methodology for attaining the above stated objectives as well as draft a detailed work plan.

•  Undertake a desk review including an analysis of existing legislation, analytical documents, research papers, studies, articles, publicly available documents of Renewable Energy Industry, national surveys and reports that have been produced in connection with the Renewable Energy and related thematic area.

•  Organize consultations with government/non-government, donors, IFIs, CSOs, private sector entities as well as all relevant public stakeholders to map out existing initiatives undertaken by different actors with regard to Renewable Energy Development landscape in Ukraine.

Key responsibilities of the consultant will include:

  • Review and analyze the documents provided by UNDP including project documents, reports, publications, results frameworks, budgets, relevant legislation etc.;
  • Conduct interviews, consultations and meetings with different actors (relevant government bodies at the national and sub-national levels, international organizations, IFIs, national and international NGOs, CSOs, business community, etc.) regarding Renewable Energy Development in Ukraine;
  • Identify needs, challenges and priorities of Renewable Energy Development in Ukraine;
  • Clearly map out all possible actors directly or indirectly engaged in Renewable Energy Development in Ukraine detailing the information on the nature, scope, geographic area, terms and level of engagement in the current renewable energy development related initiatives;
  • Identify potential entry points for new/scale up interventions in Renewable Energy Development to boost reforms for further environmentally sustainable and inclusive human development;
  • Develop a brief concept note for the programme on Renewable Energy Development, outlining expected outcomes/outputs and priority interventions to be implemented by UNDP in Ukraine
  • Collect, analyze and integrate the feedback and inputs of the respective CO team into the draft mapping report;
  • Prepare and submit a final of mapping report of mapping exercise, incorporating the feedback from the stakeholders.?

DELIVERABLES AND ACTIVITY PLAN

The key deliverable of this consultancy will be a top-quality mapping report on Renewable Energy Development landscape in Ukraine.

The total duration of the consultancy will be a maximum of 20 working days from the start date of the assignment.

PROPOSED payment Schedule

UNDP will pay the negotiated amount in two (2) tranches according to the following payment schedule:

  • the first payment (50% of the contract amount) upon successful completion of Deliverable 1;
  • the second payment (50% of the contract amount) upon successful completion of
    Deliverable 2.

 MANAGEMENT ARRANGEMENTS

The consultant shall be responsible for managing the process of the work implementation, its resources, logistics and expenditures related to the tasks in timely and accurate manner.

monitoring/REPORTING requirements

The Consultant will work under the overall guidance of the Programme Analyst on Business Development and Innovations and the Team Lead o BDIU. The contractor is required to provide a final draft of mapping report on Renewable Energy Development landscape in Ukraine upon the completion of assignment by the end the contract’s duration. The Consultant will duly inform UNDP of any problems, issues or delays arising in the course of implementation of assignment and take necessary steps to address them.

Required Skills and Experience

EXPERIENCE AND QUALIFICATIONS REQUIREMENTS

  • Advanced university degree in Economics, International Development, International relations, Business Administration, Public Administration, Finance, Law, Social Science or other related fields.
  • At least 7 years of professional experience of programme development, monitoring, evaluation and/or management in the field relevant to promoting sustainable energy including both energy efficiency and renewable energy;  
  • Proven experience (at least 3 years) managing or providing technical advisory services on sustainable energy (inc. Renewable Energy Development) for UNDP or another international organization;
  • Strong analytical, presentation and writing skills, ability to present the subject in a clear and consistent manner proved by similar experience and assignments;
  • Fluency in English (both verbal and written). Knowledge of Russian or Ukrainian language would be considered as an advantage.

FINANCIAL PROPOSAL

 Lump sum contract

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including professional fees, travel, per diems, and number of anticipated working days).

 Contracts based on daily fee

The financial proposal will specify the daily fee, travel expenses and per diems quoted in separate line items, and payments are made to the Individual Consultant based on the number of days worked.

Travel costs

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel.  In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the case of unforeseeable/additional travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

Evaluation method

Cumulative analysis

Contract award shall be made to the incumbent whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) having received the cumulative highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight: 70%

* Financial Criteria weight: 30%

Only candidates obtaining a minimum 70% from the maximum available technical score (49 points) would be considered for the Financial Evaluation

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:

30 points [max points available for financial part] x [lowest of all evaluated offered prices among responsive offers] / [evaluated price].

The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal will be considered as the most compliant offer and will be awarded a contract.
