Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women plays an innovative and catalytic role in the State of Palestine since its inception in 1997 (as UNIFEM). UN Women Palestine focuses its activities on one overarching goal, namely to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities. In line with the Palestinian Government’s commitment to fight Violence Against Women (VAW) as set in the National Strategy to Combat VAW, and in full partnership with the security and justice sectors’ actors, including the Palestinian Civil Police (PCP) and the Attorney General Office (AGO); UN Women in Palestine is currently implementing jointly with UNDP and UNICEF the SAWSAYA II Programme–“ Promoting the Rule of Law in Palestine”. The Programme supports the process of institutionalization and capacity development of the justice and security sectors. Under this Programme, UN Women is working in close cooperation and coordination with the PCP and AGO on organisational development, gender mainstreaming, and the institutionalization of gender responsive services, by targeting relevant departments and units within these institutes, namely the Police Family & Juvenile Protection Unit (FJPU), the One Stop Centre (OSC) and the Specialised Prosecution on Protecting Family from Violence (SPP).

More specifically, UN Women as part of its’ collaboration with these two institutes has supported the PCP in establishing the Family Protection Unit and recently provided support to refurbish an existing building into a OSC in Ramallah.  The OSC is a model for facilitating services to survivors of violence against women and girls in a comprehensive manner, where specialized staff from different sectors are serving together in one facility.  Additionally, UN Women has provided technical support to AGO to establish the SPP, develop Standard Operating Procedures (SOPs) and build the capacity of the Specialized Prosecutors in investigating and litigating VAW cases.

Objectives of the Assignment:

This consultancy aims to target the PCP newly appointed officers at the FPJU, the newly appointed specialised admin staff at the public prosecution district offices on VAW, and the OSC multi sectoral team with capacity and awareness workshops on VAW, to enhance their capacities to respond sensitively and effectively to violence against women and girl’s cases. 

More specifically, this consultancy aims to realize the following two specific objectives:

  1. Raising the awareness of the newly appointed officers at the FPJU and the newly appointed specialised admin staff at the public prosecution district offices on VAW and change their perceptions and attitudes towards prevailed stereotypes towards survivors of violence and perpetrators. It is envisaged that this workshop would contribute to increasing sensitivity, confidentiality and the protection of survivors’ dignity while navigating the justice chain; and
  2. Increasing the knowledge and enhancing the skills of the OSC team in investigating VAW cases and providing gender sensitive consolidated services to women survivors of violence. More specifically the training aims at enhancing OSC team’s skills in utilizing progressive investigating and interviewing techniques and approaches when addressing gender-based violence cases, including protection mechanisms, referral, and coordination among stakeholders. It is envisaged that this training would enable the target groups to effectively collect evidence, manage cases, and prepare court cases and would contribute to enhance protection to women survivors of violence and hold perpetrators accountable to their acts.

Duties and Responsibilities

Under the overall guidance of UN Women Special Representative, the direct supervision of the UN Women Rule of Law programme manager, and working in close cooperation and coordination with the Justice and Security analysts and the gender focal point at PCP and AGO, the consultant will undertake the following tasks:

  • Finalise a detailed work plan including the training methodology and outline of main themes for each of the training workshop, template of pre-and post-assessment and share with UN Women for review and approval.
  • Meet with UN Women, FJPU and AGO Specialised Prosecution to identify expectations, and update on progresses and challenges of the assignment.
  • Work closely with the targeted institutions in developing the training material and co-facilitating some sessions.

Develop training material (slides, case studies, external readings, etc...) and share with UN Women for feedback. The three trainings/workshops need to address the following topics:

  • Introduction to gender-based violence related concepts including definition of violence against women and gender stereotypes re victims and perpetrators.
  • Sexual violence against women and related stereotypes.
  • Gender social norms and its relation to gender-based violence.
  • Circle of violence and victims’ reactions to violence.
  • Women access to justice; obstacles and challenges.
  • National mechanisms and tools to combat VAW (including national referral system and case conferences).
  • Basic principles and ethical issues when interacting with women victims.
  • How to effectively respond to VAW cases by utilizing sensitive and responsive techniques and strategies in the following areas:
  • The interviewing phase of the survivor of violence.
  • The documentation of the interview.
  • The interrogation of the suspect.
  • The protection of the survivor.
  • The risk assessment.
  • The referral.
  • The coordination with stakeholders through OSC model.
  • Deliver the two days sensitization and raising awareness workshops on VAW for the FPJU newly appointed officers in coordination with the unit’s specialised trainers who might lead\co-lead some sessions.
  • Deliver two days’ capacity building training for the OSC staff in coordination with the FPJU on consolidated services to women victims and survivors of violence.
  • Deliver two days’ sensitization and raising awareness workshop on VAW for the newly appointed admin staff at the public prosecution district offices in coordination with AGO Specialised Prosecution.
  • Submit an evaluation summary report for UN Women regarding the 3 sets of trainings based on pre-and post-capacity assessment analysis. Develop and submit a final report to UN Women, summarising the workshops content, analysis of achievements, challenges, gaps and recommendations for further trainings.

Key deliverables:

  • A detailed work plan including the methodology, training workshops outline, training material and pre-and post-assessment templates.
  • The completion of 4 days’ sensitization and awareness workshops on VAW, and 2 days’ capacity building on multi- sectoral services to women victims and survivors of violence. In addition to a final training report that includes a description of the training content, achieved results, challenges and opportunities, and the recommendations for further capacity building interventions.

The assignment is expected to start as soon as possible and to end in January 2019, with a total of approximate 14 working days.

Required Skills and Experience

Education:

  • B. A in Social Science, Gender Studies, Development, Human Rights, Criminology, Law, sociology or related discipline.

Experience:

  • At least 5 years of professional experience in the field of gender, VAW, GBV and women’s access to justice;
  • At least 3 years of professional experience in the field of developing and delivering capacity building and sensitization trainings in the field of GBV, VAW, and women’s access to justice;
  • At least one experience in the field of aligning national protocols, or policies or services with international standards (please make clear reference of this requirement in the CV/P11)
  • At least 2 previous assignments related to capacity enhancement and sensitization of justice and/ or security sector actors (please make clear reference of this requirement in the CV/P11)
  • Experience with the UN system or/and International Organisations is considered a strong asset.

Language:

Fluency in Arabic and English

Evaluation of applicants:

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications mentioned above; and financial proposal. A contract will be awarded to the individual consultant whose offer receives the highest score out of below defined technical and financial criteria. Only candidates obtaining a minimum of 50 points in the technical evaluation will be considered for financial evaluation.

Technical Evaluation (70%) – max. 70 points:

  • Relevant education; max 5 points
  • At least 5 years of professional experience in the field of gender, VAW, GBV and women’s access to justice; max 15 points
  • At least 3 years of professional experience in the field of developing and delivering capacity building and sensitization trainings in the field of GBV, VAW, and women’s access to justice; max 15 points

Financial Evaluation (30%) – max. 30 points:

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows:
