Background

During the past four years UNDP has made a significant improvement in promotion of Energy Efficiency. The focus was the introduction of energy efficiency in public sector across BiH by implementation of replicable energy efficiency projects pilot buildings and introducing EMIS (Energy Management Information System) into more than 4.000 public buildings. 

The UNDP implemented Green Energy Development II (GED II) project is a comprehensive initiative aiming to create a favorable environment for investing in Energy Efficiency (EE) and Renewable Energy Sources (RES) measures in Bosnia and Hercegovina. Building on the achievements of the first phase of the project (GED I), GED II seeks to contribute to BiH’s EU accession, promote the reinvestment of savings in local priorities and infrastructure, and to facilitate the employment of domestic workforce. In line with developed Study on Human Development Benefits and Gender Mainstreaming through Energy Efficiency Effects, the results that would be obtained through the indoor air quality analysis would be the next step of benefit identification over human factor. 

The overall objective of this assignment is to develop an indoor air quality analysis with influence on health, methodology, measurements and impact by conducting one indoor air quality measurement with Report for one retrofitted public building. 

Duties and Responsibilities

The Air Quality Analysis Expert should work in consultation with and under the guidance and supervision of the Project Manager (PM). Specifically, his\her responsibilities are but not limited to the following:

  • Development of Study on benefits of indoor air quality analysis in public buildings on users' health and productivity;
  • Description of impact of indoor air quality in public buildings on users' health and productivity;
  • Development of a methodology for measurement of indoor air quality in public buildings;
  • Measurement of carbon dioxide concentration, air humidity and temperature in a refurbished public building (a building in which energy efficiency measures have been implemented) during different conditions (different level of occupation, diiferent season and outside temperatures etc.);
  • Analysis and presentation of results;
  • Recommendations for  improvement of indoor air quality in public buildings.

Estimated number of consultancy days: up to forty five (45).

Required Skills and Experience

Academic Qualifications/Education

  • BA Degree in mechanical engineering

Experience

  • Minimum 10 years of experience in areas relevant to environmental protection;
  • Proven experience in Air Quality Analysis or similar analysis;
  • Knowledge of the environmental and energy efficiency issues in BiH;
  • Good understanding of climate change and sustainable development issues.

Languages Requirements

  • Excellent writing, editing skills in English is a must.

Other Requirements

  • Prior work experience with UNDP/UN Agencies;
  • Proof of possession of required measuring equipment.

 

Evaluation

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • * Technical Criteria weight-70%
  • * Financial Criteria weight- 30%


Only candidates obtaining a minimum of 60 points would be considered for the Technical Evaluation
Technical   

  • Ratings based on Shortlisting Criteria 30% 30; 
  • Methodology (document which contains brief explanation on approach to conduct the work), 30% 30; 
  • Prior work experience with UNDP/UN Agencies, 10% 10 

Financial 30% 30
