For more than 50 years the UNDP has worked in close partnership with the Turkish Government and numerous national and international institutions, including NGOs, academics and the business community.

UNDP supports Turkey's ambitious reform agenda where EU accession figures prominently.

UNDP Turkey aims to find practical solutions to Turkey's development challenges and manages projects together with the Turkish Government and other partners to address them. Since 1986 it has implemented over 80 programs across the country. In addition, the UNDP has played a major role in response to crises and disasters in Turkey and the surrounding region.

Climate Change and Environment at UNDP

UNDP Turkey Climate Change and Environment Portfolio (CCE) focuses on strengthening the capacity to prevent and respond to environmental degradation, particularly in relation to biodiversity, forest management and chemical waste prevention and management. It is guided not only by UN values, but also by the 11th National Development Plan’s objectives with regards to integration of biodiversity and ecosystem services into development planning. The purpose of this portfolio is to improve the implementation of more effective policies and practices on sustainable environment, climate change, biodiversity by national and local authorities and stakeholders including resilience of the system/communities to disasters. UNDP is cooperating with various national counterparts in the referred field, such as Ministry of Environment and Urbanization, Ministry of Forestry and Water Affairs, General Directorate of Forestry, etc. CCE Portfolio seeks sustainable solutions for climate change adaption and mitigation action across sectors and initiatives to strengthen systems and tools for risk-centered and integrated disaster management and increase the resilience of society by also taking into account of differentiated gender impacts.

One of the projects in collaboration with the Ministry of Environment and Urbanization (MoEU) is a 4 year long (2015-2019) GEF Full Size Project, namely POPs Legacy Elimination and POPs Release Reduction Project. The objective of the project is to protect human health and the environment globally as well as locally through addressing POPs legacies including elimination of POPs Pesticide and PCB stockpiles, and initiating clean-up of associated POPs and chemical pollutant contaminated sites, as well as dealing with longer term PCB phase out consistent with the country’s Stockholm Convention obligations, reducing U-POPs release in major industrial sectors , and providing targeted institutional, regulatory and technical capacity strengthening, all within a sound chemicals management framework. The project is directed by the Ministry of Environment and Urbanization. It will meet this objective by eliminating a large POPs pesticide stockpile and associated high concentration POPs waste and PCB stockpiles as well as supporting assessment, cleanup and monitoring of priority POPs contaminated sites involving representative range of site contamination situations, remediation approaches and clean-up financing modalities. The project will also demonstrate the sustainable treatment of cross contaminated PCB transformer units by means of de-halogenation technologies, will provide technical assistance for setting up a national plan for treatment of PCB contaminated transformers, and will provide technical assistance for the establishment of BAT/BEPs among priority U-POPs emitting sectors Additionally the project will support the qualification of needed hazardous waste infrastructure and national technical capability for the ongoing management of POPs and other chemical hazardous wastes as well as supporting the strengthening of institutional and regulatory capacity within an overall chemicals management framework.
