Background

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mandate of UNIDO is to promote and accelerate inclusive and sustainable industrial development in developing countries and economies in transition.
The Programme Development and Technical Cooperation Division (PTC) of UNIDO is responsible for providing technical cooperation services on technological and economic issues. Within PTC, the AGRI Branch through its technical assistance, links resources and markets in the agribusiness value chains and strengthens forward and backward industrial linkages in order to leg up the economic transformation of countries, improve employment and income opportunities, and reinforce sustainable livelihoods.
Technical cooperation and capacity-building services are provided to agro-based and agro-related businesses and industries, inter alia, in the food, leather, textiles, wood and agricultural equipment sectors.

Duties and Responsibilities

Syria has witnessed continuous civil unrest since the March 2011 popular uprising. As a result of the violent escalation of the conflict, Syrian cities and villages have been severely hit. Destruction is most severe in rural and city suburbs whose population is initially poor. Extensive destruction is apparent in infrastructure, buildings, houses, crops and livestock and has extremely depleted the population’s livelihood. This resulted in residents feeling the intense fighting and seeking refuge in neighboring cities or villages. As a result of the continuous geographical expansion and unpredictability of the conflict, IDPs were forced into multiple relocations and eventually driven to seek refuge in neighboring countries.
The project has been designed to assist the Government of Lebanon to work towards the various national and international commitments for livelihoods stability in the country and the region. The project strongly reflects the Government of Lebanon’s strategy to cope with the presence of Syrian citizens in the medium term. A particular focus is on maintaining resilience capacities of all

communities and to alleviate the economic pressure generated by the refugees.
In Lebanon there is no active program to maintain cultural heritage through attention to the handicraft sector, plus, the sector largest challenges are lack of marketing and retail opportunities, competition with mass produced commercial products and availability of cheaper replicas from neighboring countries. For this reasons, UNIDO through this project selected a number of products from rural value chains from the non-food sector. These value chains will be improved by introducing creative tools and linked with the target markets.
Consequently, the project, will be assisting small producers as well as handicrafts in their operational processes, helping those finding new clients by developing creative concepts and engaging host communities and the refugee population in productive and creative activities.
As a result, more jobs from both communities will be maintained and hopefully created, a number of products from the value chain will be innovated, and definitely we will be preventing micro industries from closing down by preserving and protecting the cultural Lebanese heritage.
Under the overall supervision of the Project Manager (PTC/AGR/RJH) at the UNIDO Headquarter, the National Project Coordinator will be responsible of the tasks mentioned in the Terms of Reference.

Required Skills and Experience

Education:

  • University degree in economics, public policy, international relations, rural development, agricultural engineering or related field. Advanced degree in the same field is preferable.

Technical and Functional Experience:

  • At least three prior relevant particle experience (3+ year) in the implementation of Livelihoods projects.
  • Solid knowledge of project management including project coordination, monitoring and evaluation.
  • Familiarity with the UN mandate and activities in Lebanon as well as with Lebanon’s current socioeconomic context;
  • Prior experience under UN-implemented programmes is an asset.

Languages:

  • Fluency in written and spoken English and Arabic is required. Working knowledge of another official UN language (French) would be an asset.
