Background

The General Secretariat of the National Council for Sustainable Development (GSSD) and academia from different national universities, have agreed to step up their efforts to strengthen policy relevant research in the field of climate change (CC).

In 2017, GSSD formalized this collaboration through the establishment of memoranda of understanding with four universities in Cambodia, extending this collaboration to two other universities in 2018. Programmes of work agreed with the six universities to stimulate climate change related research vary according to the profile of each university, areas of expertise and needs and interests of their academia. However, as all institutions expressed the desire to increase their capacity to mobilize resources for policy relevant climate change research, a hands-on training on research proposal writing and resource mobilization to finance climate change related research has been included as part of the activities scheduled for the first stage of the collaboration with GSSD. The expectation is that such training and coaching activities (now targeting policy relevant climate change research) will help researchers from partner universities/institutions to consolidate knowledge acquired in previous trainings on research methods and grant proposal development, and to understand potential resources available to researchers who want to focus on climate change issues.

DCC/CCCA, with the active participation of universities/institutions and interested representatives from government agencies working on climate change, is engaging the support of an international consultant to deliver a training and coaching programme on development of research grant proposals in the area of climate change. It is expected that the training and coaching program will increase capacity of academia to mobilize resources in this area, facilitating the successful submission of grant proposals for funding as well as expanding collaboration with international research institutions in the region.

Duties and Responsibilities

The international consultant assignment, working in collaboration with academia from partner universities/institutions and the CCCA team, will be responsible for the following tasks:

  1. Propose a detailed training and coaching program, in consultation with researchers from leading universities (including ITC, RUA, RUPP, UHST, PNCA, and MCU),
  2. Deliver an initial training
  3. Coach participants
  4. Deliver a second training

Competencies

  • Strong research methods, and project development and management skills;
  • Strong background on research in climate change and environment with major publications in top rank journals in the last five years;
  • Knowledge of a wide range of climate financing mechanisms for R&D;
  • Knowledge of regional and international research networks
  • Ability to interact effectively with academia and senior government officials, and to participate in international R&D networks relevant to CC;
  • Team leadership experience with strong communication skills, preferably in the context of Cambodia;
  • Strong mentoring skills;
  • Excellent written and oral communication skills.

Required Skills and Experience

Education: 

Masters or PhD degree in climate change, development studies, natural resource management, environment, or related field demonstrably relevant to the position.

Experience:

  • At least 10 years’ experience in conducting environment or climate change policy, strategy and planning relevant CC research and outreach;
  • Proven experience in leading research teams in the development of CC related research grant proposals;
  • Experience in resource mobilization for environment and/or climate change related policy and applied research;
  • Experience in developing countries strongly desired, experience in the region (at the national and international levels) will be an advantage;
  • Familiarity with international best practices for climate change evidence-based policy

Language Requirement:

  • Proven higher level of English proficiency.
  • Knowledge of Khmer would be an advantage
