Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, peace and security. The 2018-2022 Strategic Note (SN) for UN Women PNG Country Office (PNG CO) builds on results achieved from previous programming cycles; contributes to priorities identified in UN Women’s Global Strategic Plan (2018-2021); is aligned to UN Development Assistance Framework (UNDAF 2018-2022); to Government of PNG’s Vision 2050’s (on Human Capital Development, Gender, Youth and People Empowerment); and to UN Agenda 2030 promise to “leave no one behind”. The SN supports localization of SDGs 1, 5, 10 11 and 16 and is focused on the following thematic priorities: (1) strengthening and implementation of a comprehensive and dynamic set of global norms, policies and standards on gender equality and the empowerment of all women and girls; (2) Women’s leadership, participation in and equal benefit from governance systems; (3) Women and girls live a life free from all forms of violence; and (4) Women and girls contribution to and greater influence in building sustainable peace and resilience, and equally benefitting from the prevention of natural disasters and conflicts and from humanitarian action.

UN Women stewards public and private donors’ resources to promote gender-responsive sustainable development and through its SN, PNG CO) will continue to support efforts for achieving gender equality and the empowerment of women and girls (GEEW), based on systematic and meaningful feedback about the successes and shortcomings of our work. This will enable UN Women generate evaluative evidence to deliver programmes and initiatives that are more relevant, effective and efficient for greater impact on the lives of the women and girls we serve. To position UN Women as a compelling change agent for improvements in the lives of women and girls, the incumbent will strengthen CO evaluation systems and strategies; and provide technical support for measuring success against results and targets of the CO Strategic Note to promote learning, evidence-based decision-making and accountability.

Reporting to the Deputy Country Representative, the Monitoring and Reporting Officer will provide technical support for the incorporation of monitoring and reporting capability into programme formulation as well tracking against Strategic Plan and other agreed targets; and reporting of results to internal and external audiences.

Duties and Responsibilities

Facilitate and substantively contribute to the incorporation of monitoring and reporting into programme formulation:

  • Facilitate and substantively contribute to the development of monitoring indicators, monitoring calendars, field monitoring plans and quality assurance processes for PNG CO;
  • Include inputs from relevant evaluation findings, conclusions and recommendations into programme formulation;
  • Contribute to annual work plan monitoring, reviews and reporting;
  • Provide technical support to partners in developing Performance Monitoring Frameworks (PMFs), systems and plans, and Baseline Surveys;
  • Facilitate the clearance of donor agreements and Programme Cooperation Agreements with PNG CO management.

Contribute substantively to the monitoring and tracking of results against country/ regional level targets and UN Women Strategic Plan:

  • Coordinate with Programme Team to ensure that data collection and analysis from field visits are coordinated and standardized across programmes;
  • Monitor data from partners on a quarterly basis and provide substantive inputs to regular management briefs to inform decision making;
  • Visit partners, along with the Programme Team, to support monitoring of results and planning processes as required;
  • Monitor the spending of donor funds and other programme expenditures and disbursements;
  • Draft, monitor and maintain the CO Monitoring, Evaluation, and Research Plan as well as Performance Monitoring Frameworks as appropriate.

Facilitate the reporting of results to internal (Senior Management) and external (Executive Board, Donors) audiences:

  • Facilitate the process of CO meeting internal and external reporting requirements and deadlines, including Donor Reporting; UN Women Results Management System (RMS); UN Development Assistance Framework reporting; quarterly, annual and other periodic reporting processes;
  • Draft donor and programme reports (both narrative and financial) for approval by management;
  • Identify relevant evaluation findings, conclusions and recommendations and input them into programme reporting appropriately;
  • Review progress reports submitted by partners and provide feedback to improve quality and timeliness of reporting;
  • Collect and maintain data for country, regional and global corporate reports, mid-term reviews, and final evaluations.

Provide technical support to the CO in the implementation of UN Women Evaluation Policy:

  • Coordinate the implementation of UN Women’s Evaluation plan in the CO;
  • Provide guidance to programme staff on evaluations;
  • Ensure communication between PNG CO and RO regarding Evaluations;
  • Coordinate the completion of management’s response to the UN Women Global Accountability and Tracking of Evaluation Use (GATE).

Contribute to knowledge building and capacity building:

  • Identify and disseminate good practices, lessons and knowledge, as identified through programme implementation, monitoring and evaluation activities;
  • Contribute to the development of capacity development tools, including training materials and packages;
  • Facilitate capacity building opportunities for staff and partners in PNG in the areas of Results Based Management (RBM), Monitoring and Evaluation;
  • Promote the awareness and understanding of the shared responsibility of Monitoring and Evaluation (M&E) among all staff members through communication, training, learning and development activities.

Required Skills and Experience

Education:

  • Master’s degree (or equivalent) in Political or Social Science, Economics, International Development Studies, Gender/Women's Studies is required;
  • And/or: Bachelors’ Degree (or equivalent) in Political or Social Science, Economics, International Development Studies field with the respective years of qualifying experience may be accepted in lieu of the advanced University Degree.

Experience:

  • Masters’ Degree or Higher + years of experience requirement: Up to 2 years of progressively responsible experience at the national or international level in monitoring and reporting of development projects/ programmes;
  • And/or: Bachelors’ Degree + years of experience requirement: Up to 4 years of relevant experience at the national or international level in monitoring and reporting of development projects/ programmes;
  • Experience working in the Pacific Region including developing countries within the United Nations system, Agencies, Funds or Programs is an asset;
  • Field experience is an asset;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems.

Language:

  • Fluency in English and Tok Pisin is required;
  • Knowledge of the other UN official working language is an asset.
