Background

UNDP Guinea Bissau is a major actor in the procurement of drugs and other supplies for Global Fund covered diseases. In 2013, UNDP became Principal Recipient for the Global Fund TB and malaria grants, where procurement represents a significant component.  Currently, UNDP is PR for the NFC-Malaria grant and Procurement Agent for the NFC-HIV/TB/HSS grant which represents close to 50% of the total NFC funds.

UNDP established a Project Management Unit (PMU) to manage GF funds and support the Ministry of Health in procurement of TB and HIV products, as there is insufficient capacity to conduct procurement up to international standards.

The Global Fund Project Management Unit (PMU-GF) requires an individual contractor to serve as a Procurement Specialist. The PMU-GF has nine national procurement GS staff that are in charge of monitoring stocks for Malaria, Tuberculosis and HIV at the health facility level.

Objective of the assignment:

The consultant will manage, implement and oversee key procurement activities for GF Grants (UNDP serves as Principal Recipient and Procurement Agent) for a period of 6 months. 

Duties and Responsibilities

Under the overall supervision of the Senior Procurement Specialist, the Consultant will be responsible for:

 

  • Define specifications of goods to be procured (in coordination with the PSM Specialist for procurement of GF project’s health products and commodities);
  • Elaborate a procurement plan, and share it with the relevant corporate bodies
  • Elaborate and keep updated standard procurement documents;
  • Execute GF project’s procurement for health products (according to specific Global Fund procurement procedures) and non-health products (according to UNDP standard procedures);
  • Assist when needed the procurement for the UNDP Country Office projects, according to UNDP standard procedures;
  • Analyze procurement process results for value for money, based on quality, price, delivery times and other relevant factors;
  • Prepare documentation required for the review and approval of contracts by the Contracts, Assets and Procurement Committee (CAP) and the Advisory Committee on Procurement (ACP), when applicable;
  • Participate in the CAP Committee for all UNDP CO procurement as needed;
  • Advice and support the programmes units in the correct application of regulations relating to procurement and provide training when needed;
  • Manage agreements with SR (sub-recipients): proceed with the procurement process, prepare contracts; prepare Value For Money (VFM) submissions and follow-up and provide oversight of SRs on all procurement and assets management;
  • Manage procurement of GF services, including logistic services;
  • Manage and oversee selection, contracting and performance assessment of clearing and forwarding agents;
  • Support PSM Specialist to register and control the PMU-GF goods and products received in ATLAS and other databases;
  • Assist in tracking of the quality of all PMU-GF suppliers´ products and generate reports on this issue, in support to the PSM expert for health products;
  • Supervise recruitment of PMU-GF consultants, create, where applicable, roster and facilitate recruitment processes and contracting with consultants (in coordination with HR staff);
  • Assist the CO in developing a plan for purchases for the UN Dispensary and assist in the system of quantification, consumption and stock management;
  • Represent the PMU-GF Procurement Unit in negotiations, meetings and review of procurement and contractual processes, assisting various units in the preparation or revision of offers;
  • Support in the different operational activities that are assigned by the Project Manager PMU-GF;
  • Manage ATLAS tools, including creation-tracking-closing of POs, creation of vendors, payment to suppliers reporting tools on procurement;
  • Build capacity of the PMU-GF national counterparts in Procurement, through the implementation of the Capacity Development Plan in Procurement (in collaboration with the PSM Specialist);
  • Train PMU-GF staff in UNDP and International Standards procurement, ATLAS and CAP members on Procurement Rules and Regulations;
  • Ensure that the system of proper management of UNDP PMU-GF assets and inventories are in place. Oversight of facilities and logistical services, including full compliance with IPSAS in the accounting for the assets and inventories. Assist the PMU Project Manager and CO to manage all assets and report on this (Including disposal of assets);
  • Ensure efficient functioning of the general administration system of the PMU, including travel and transport management;

Competencies

Functional Competencies:

  • Excellent knowledge of tools, procedures and international standards for the purchase of goods and services within the context of developmental support programs.
  • Knowledge of the UNDP administrative and financial management procedures is highly desirable
  • Familiarity with UNDP programme execution modalities, rules and regulations.
  • Computer literate especially, in calculus sheets, Excel, Access is required, and advanced knowledge of the UNDP ERP (ATLAS) is highly desirable.
  • Effective communication skills and ability to establish good working relationships with a multi-cultural team, national authorities and international interlocutors.
  • High moral integrity, as well as diplomacy, impartiality and discretion with proven ability to work and act under pressure and with discretion in a politically sensitive and challenging environment.

Required Skills and Experience

Education:

  • Advanced Degree in Social Science, Public Health, Law, Economics, International Development or other related field.
  • In lieu of an advanced degree in the above fields, a Bachelor and five years of experience in international procurement of health products.

Experience:

  • Minimum of three years of national/international professional experience in international procurement of health products
  • Work experience in West Africa is highly desirable;
  • Ability and experience of procurement in UN system’
  • Good command of Microsoft Excel and other productivity tools
  • Excellent writing, research, analysis and presentation skills
  • Knowledge of UN and/or UNDP procedures, grant applications and program implementation is highly desirable
  • Knowledge of UNDP’s ERP, Atlas, is an asset
  • Work experience of Global Fund grants is an asset.
  • Experience with Global Fund procurement, and in post conflict countries is highly desirable.
  • Preference will be given to candidates with a wide experience in UNDP field operations
  • Preference will be given to candidates who are certified in Procurement by UNDP HQ.

Language:

  • Fluent in Englishand French;
  • Portuguese is desirable.
