Background

This position is located in the Operations Unit, Office for the Coordination of Humanitarian Affairs (OCHA), which is part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies.

OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.

This Fixed Term position is based in Amman – Jordan and reports to the Head of Operations Unit.

Duties and Responsibilities

Reporting:

  • Monitor, analyze and report on humanitarian developments, disaster relief/management or emergency situations in assigned area;
  • Prepare key messages, background documents and talking points for the HAO and for high level delegations, and leads the coordination of high level visits, including drafting talking points and programs;
  • Act as the translation, interpretation and reporting focal point;
  • Organize follow-up work, including interagency technical review meetings to support policy development work and decision-making on important issues; 
  • Prepare contribute and support the preparation of various written reports, documents communications, background papers, policy guidelines, meeting minutes, notes for the file, summary reports, briefings, case studies, presentations, correspondence; etc as requested.

Coordination:

  • Establish and maintain contact with other UN agencies, non-governmental organizations and, where needed/requested with government authorities;
  • Liaise with humanitarian partners and in particular with national NGOs on the collection of information to effectively map areas of humanitarian needs and response activities in support of coordination efforts; and tracks information required for early warnings of potential conflict and conflict-related vulnerability;
  • Provide support to the Humanitarian Partner Forum (HPF) Secretariat and participate in all related meetings/events/retreats;
  • Support the team on the residual southern Syria portfolio;
  • Provide secretariat and logistical support for inter-agency coordination forums, as well as other internal and external meetings as required;
  • Ensure that substantial support is provided to sector/cluster working groups and task forces as required, and facilitates exchanges on cross-cutting issues;
  • Support and participate in assessments, lessons learned and evaluations;
  • Organize and participate in working groups, meetings, conferences, consultations with other agencies and partners on humanitarian and emergency relief-related matters;
  • Collect and disseminate information to improve coordination and information products, such as who does what where’ database and inter-agency reports;
  • Act as a gender focal point for the Office and liaise with other gender experts;
  • Participate in meetings and circulate, when available, good practice examples of gender mainstreaming;
  • Provide support to those providing technical assistance and other field missions, e.g. participates in field trips to undertake in-depth reviews of specific country work mechanisms.
  • Perform other duties as required

Required Skills and Experience

Education:

An advanced university degree (master’s degree or equivalent) in social policy, public policy, politics, economics, development studies or a related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

A minimum of two years’ relevant experience in humanitarian affairs, emergency relief management or development work, preferably within the UN is required. Knowledge of the Syria crisis and the humanitarian assistance provided to Syria is required. 

Language Requirements: Fluency in both English and Arabic are required for this position
