Background

The maritime sector is rapidly increasing in the past years, it is a source for further economic development and international cooperation. The Government of Albania has made progress in maintenance and infrastructure of port facilities in line with the Sector of Maritime Transport, based on the Government Program, the National Transport Plan, the National Strategy for Development and Integration and the Medium-Term Budget Plan.

Supporting data from INSTAT show that in 2017 compared to 2016, the volume of freight loading and unloading in Albanian ports has increasing by 7.1 %, the number of passengers travelling by sea line is increasing by 16.9%, the goods exported by sea represent 62.8 % of the total transport as well as goods imported by sea represent 48.6 %.

Maritime transport is primarily concerned with the transport of freight and passengers by sea. The sector is associated with many other activities such as ship agency, chartering and brokering, maritime labor and education, multimodal and intermodal transport and related services.

Cooperation on various services – notably those linked to the capacity building in the public sector and better coordination of planning activities – is needed for preparing the ground for better marine and maritime governance and services.

A new intervention supported by Norwegian government is promoting the integration of Albanian Maritime Standards in line with the EU requirements, by developing and implementing maritime transport policy framework, improving capacities in the field and encourage the development of Maritime Clusters with the relevant stakeholders, benefiting from the experience of Norway in the sector.

The specific objectives of the new intervention are:

  • To improve the public governance of the maritime sector;
  • To raise institutional capacity and competence to implement policies, standards and regulations;
  • Increase efforts on coordination and competitiveness between four ports and promoting the development of a maritime cluster in Albania with the relevant stakeholders.
  • Improving environmental standards and emergency response capabilities in the maritime sector.

Duties and Responsibilities

These Terms of Reference define the responsibilities, tasks and qualifications required for a national expert to prepare the Terms of reference for the port of Durres master plan review.  

Under this assignment, the National Expert shall provide a the TORs for revised Durres Port Masterplan with a focus on (i) analysis of competitive position of Durres port and preparation of traffic forecast scenarios for short and medium term; (ii) analysis of port capacity and space utilization; (iii) detailed elaboration of preferred port development plan, (iv) the impact on port activities as a result of Albania aspirations and forthcoming opening of negotiations with the EU; and (v) implementation plan, with a focus on short term realization of plans

Task 1: During this Task the Consultant will assess the current situation of the Durres port, focusing on its competitive position. This assessment should and an assessment of the previous Durres port Master Plan, also focus on identifying the key (recent) developments in the port and shipping industry and their potential impact on the competitive position of Durres port in the future. Incorporated into the analysis should be the current economic situation of Albania, the EU prospect and its impact on traffic with EU and non-EU countries.

Task 2: Analysis of port capacity and space utilization After having assessed the traffic potential of Durres port (demand analysis) for each type of cargo, the Consultant will assess the existing port capacity levels, space utilization and operational performance within Durres port, taking into account the current conditions and constraints.

Task 3: Assess the potential of a feasible port development plan

Task 4: Assess the timeline of an implementation Plan for the Durres port Master Plan


EXPECTED DELIVERABLES AND PAYMENT SCHEDULES:

50 % - 10 February 2019 - Gather data and provide an assessment of the current state of art in Durres port and provide an outline of TORs

50 % - 10 March 2019 – Developed and consulted final draft of TORs on Durres Port Master plan review

  • Strong expertise in Environmental Legislation and familiarity with ABS related issues, preferably in the region.
  • Proven expertise with the preparation of environmental legislation in compliance with EU regulations is an advantage;
  • Ability to pick up new terminology and concepts easily;

Required Skills and Experience

Education

  • Advanced University Degree in Maritime with specialization in Port Development.
  • Proven expert knowledge in maritime sector and port infrastructure.

 Work Experience

  • At least 7 years of relevant professional experience in maritime and infrastructure engineering;
  • Proven experience in implementing similar tasks;
  • Good knowledges on policies, rules, regulations related to the maritime sector.

Language

  • Excellent knowledge of both written and spoken English

Evaluation of Applicants

  • Individual consultants will be evaluated based on Combined Scoring method taking into consideration the combination of the applicants’ qualifications and financial proposal;
  • Combined weighted scoring: Technical (70%); Financial (30%).

Criteria B - 20% or 20 points: - Good knowledges on policies, rules, regulations and institutional framework in the maritime sector

Criteria C - 20% or 20 points: - Professional experience
