Background

The Government of Uganda through the Ministry of Water and Environment under the department of Climate Change with the support from United Nations Development Programme (UNDP) is implementing? Nationally Determined Contributions (NDC) Uganda to the Paris Agreement. The NDC seeks to help the country reduce vulnerability to climate change in priority sectors as well as contribute to greenhouse gas (GHG) emissions reductions in forestry, wetlands, energy, transport and agriculture sectors. Under the Paris Agreement, Uganda committed 22% GHG emissions reduction by 2030 compared to the Business As Usual (BAU), contingent upon receipt of ongoing and planned international support to complement domestic efforts set out in the 2015 National Climate Change Policy.

Despite previous efforts to build technical and institutional capacity for low emission development path, investments are required to develop sector specific NDC plans and targets; improving inter-agency collaboration on NDC implementation; access to climate finance and involvement of both men, women, boys and girls in both the public and private sector in climate investments.

The government of Uganda through the Ministry of Water and Environment is implementing? Nationally Determined contribution (NDC) Support programme with technical support from the United Nations Development Programme (UNDP).? The programme is supported by the governments of Germany and Spain, and the European Union as a contribution to the NDC Partnership.?

The project will strengthen and harmonize policies, institutional frameworks and establish a national Measurement, Reporting and Verification (MRV) system to mainstream national mitigation policies and targets in the context of NDC implementation; enhance the institutional, technical and financial feasibility of Uganda’s Green Growth Development Strategy (UGGDS) and Nationally Appropriate Mitigation Actions and align them with NDCs; and apply innovative financial de-risking activities to attract private sector? investment in mitigation actions. The NDC support programme for Uganda will emphasize gender mainstreaming in all planned activities.

United Nations Development Program is committed to achieving gender equality in line with the gender equality targets of the Sustainable Development Goals.? It is important to ensure that men, women, girls and boys benefit and participate from the NDC plans and investments, there must be a deliberate process to mainstream gender in all planned activities under NDC for Uganda. This process will lead to equal participation of women, men, girls and boys for NDC processes and equitable reduction in climate change and increased reduction on the emissions hence sustainable development.

Objective:

The objective of this assignment is to conduct analysis of the gender responsiveness of measures /strategies for NDC implementation in the areas described in the scope of this assignment.? It is hoped that the findings of the gender analysis and the ensuing action plan will inform implementation of the project to completion in a gender responsive manner.

The consultant will review policies, legal frameworks, programmes and institutional arrangements especially coordination of all the climate change actions to establish their gender responsiveness. Establish the systems in place for gender mainstreaming, assess the gaps and bottlenecks in mainstreaming gender, establish the financial and capacity for gender responsive NDC. Assess gender responsive measures in the implementation, plans and identify gender gaps in the implementation and propose measures to mainstream gender in the key sectors. The consultant will be expected to undergo a desk review and conduct interviews, surveys and multi-stakeholder consultative process with stakeholders as the methodology for the tasks.

Duties and Responsibilities

Scope of services:

The consultancy has a National and District level scope.

At the National level the assignment will include;

The Energy, Agriculture and Waste sectors, and the line the Ministries of Gender, Labour and Social Development, Ministry of Finance and Economic Development and Water and Environment and 2 Private Sector Companies.At the district level the assignment will be carried out in 2 districts of Moroto and Mbale.

The time scope of the assignment is 35 working days spread in a period of 3 months.

The consultant will be expected to perform the following specific tasks;

Undertake situation analysis of the gender issues in the sectors and agencies specified in the scope;
Assess the existing policy and legal frameworks of the sectors and agencies in the scope focusing on the extent to which gender is mainstreamed for NDC implementation;
Establish the extent to which national policies, plans or commitments on gender equality and women’s empowerment are implemented in the scope area considering climate impacts to their policy frameworks;
Analyze the integration of gender into national climate change policy, Environment Bill, National Climate Change Communication Strategy, NDC implementation plan and other planning instruments relevant to NDC implementation;
Assess institutional arrangements especially coordination mechanisms for climate change and gender and examine if there are systems in place to integrate these into NDC implementation frameworks. Recommend how to strengthen the institutional arrangements for gender responsive coordination mechanisms;
Conduct capacity (financial, human and other) needs assessment and propose the focus of capacity building programmes for gender-responsive NDC implementation;
Identify gender gaps in the implementation plan of NDC in the 3 sectors and agencies specified in the scope of assignment and propose strategies to address the gaps;
Document the commonly gender stereotypes related to gender and climate change including differences relating to rights, resources distribution/allocation, participation, and gender-related values and customs, particularly highlighting how they affect climate change adaption and mitigation and provide recommendations for overcoming these beliefs that this project can help address;
Highlight the key roles definitions for different stakeholders in the sectors and agencies mentioned in the assignment scope;
Identify the challenges and opportunities for women, girls and grassroot women’s organizations to participate in decision making, planning and coordination of NDC implementation processes and propose strategies to enhance women’s, girls and women organizations participation at all levels;
Document the gender relations regarding decision making on access to and control over resources, benefit sharing at different stages of the NDC implementation, benefit sharing from opportunities to access project services and the barriers;
Identify and recommend appropriate gender responsive indicators, targets and activities as well as appropriate gender budgeting framework in the implementation of the project;
Recommend appropriate reporting mechanisms and tracking gender related results packaged in a manner that shows NDC implementation;
Prepare a comprehensive Gender Analysis report including a gender Action Plan for the project detailing concrete actions or recommendations for the project to consider delivering gender responsive NDC implementation in Uganda.

?Deliverables:

The consultant shall be responsible for delivering the following:

Preparation of inception report with detailed approach, methodology, schedules of the detailed activities and expected time of delivery of the assignment presented – 3 days;
A draft Gender analysis report and Gender action plan for approval by the Technical committee constituted by CCD/MWE. – 25 days;
A Comprehensive Gender analysis report and a gender Action plan – 7 days (incorporating feedback from the technical committee).

Competencies

Technical and personal competencies:

Excellent communication (spoken and written) skills including the ability to convey complex information on gender and climate change at all levels, both orally and in writing, in a clear, concise style that can be readily;
Demonstrated problem-solving skills and ability to use sound judgment to ensure the effective and timely completion of complex tasks;
Places team agenda before personal agenda; supports and acts in accordance with final group decision;
Excellent report writing skills;
Positive, constructive attitude to work;
Ability to act professionally and flexibility to engage with government officials, companies, development partners, associations, CSOs among others;

Required Skills and Experience

Education:

An advanced Degree in social sciences, social works/administration, Gender? or Development Studies, environment, natural resources management, climate change studies;
Qualifications post graduate diploma in gender studies is an added advantage.

Experience:

At least 7years of experience in the field of climate change programming/ project implementation;
Demonstrated knowledge of Gender and climate change issues and specifically the importance of gender mainstreaming in climate action in the context of the Paris Agreement and in the Kyoto protocol period;
Demonstrated experience working with Government and private sector in the development and implementation of mitigation projects such as NAMAs, LEDs;
Experience in conducting research and analysis in the area of gender equality and at least one other related theme, including climate change, NDC, environment and/or sustainable development.

Language:

Fluency in both written and spoken English.

Working Arrangements:

The consultant shall report to the Commissioner Climate Change Department(CCD),Ministry of Water and Environment? on technical issues and will work closely with the Project Staff who shall monitor progress against planned activities/deliverables. On contractual obligations, the consultant will. report to UNDP. Disbursement of funds from UNDP to the consultant shall be made upon receipt of certification from CCD.

Duration of the Work:

The assignment is planned to take 35 days effective 15th January 2019.

The assignment is to be accomplished between 15th January 2019 to 15th March 2019

Schedule of Payments and Proposal Evaluation Criteria:

Payment to the Consultant will be made in three instalments upon satisfactory completion of the following deliverables;

Payment Schedule:

20% upon approval of the inception report;
40% upon completion of the draft report;
40% upon submission of Final comprehensive report.

Cumulative analysis:

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

responsive/compliant/acceptable, and;
Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to this solicitation.

* Technical Criteria weight; 70%;

* Financial Criteria weight; 30%.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Technical Criteria – Maximum 70 points:

Criteria A Relevance of Education – Max 10 points;
Criteria B. Relevance of experience – Max 30 points;
Criteria C. Description of approach/methodology to assignment. (if applicable) – Max 30 Points.

Lowest price and technically compliant offer:

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as both:

responsive/compliant/acceptable, and;
offering the lowest price/cost “responsive/compliant/acceptable” can be defined as fully meeting the TOR provided.
