The National Forestry and Grassland Administration (NFGA) has requested GEF assistance through UNDP for the preparation of a project entitled: Strengthening the Protected Area Network for Migratory Bird Conservation along the East Asian-Australasian Flyway (EAAF) in China. As described in the project concept (PIF), this project aims to achieve a connected, resilient and ecologically effective wetland PA system across the EAAF in China that supports globally significant species of migratory shorebirds and provides ecosystem services that support resilience, livelihoods and economy.

Project Preparation Grants (PPGs) have been secured by UNDP to formulate the full-size project through situation analyses, identification and documentation of relevant baseline conditions, stakeholder consultations, identification of implementing partners and arrangements, consolidation of cofinancing opportunities, development of results frameworks having an integrated set of SMART (Specific, Measurable, Achievable, Relevant, Time-bound) indicators and targets that monitor outcomes and key outputs, realistic assessments of risks and their mitigation, gender mainstreaming and social inclusiveness, identification and selection of target sites and pilot demonstration initiatives, and coordination with other initiatives.

This is the Terms of Reference for the procurement of GEF Biodiversity Project Development Specialists (International Consultants) to lead the development of the project.

Duties and Responsibilities

Role

The National Biodiversity Conservation Specialist will be the lead national consultant support the PPG Team Leader in overseeing and guiding the PPG team. The consultant will be a specialist in biodiversity conservation in China, with knowledge in the field of migratory bird conservation and international flyway partnerships.

Deliverables

  1. Management of the PPG team:
    1. Support the PPG Team Leader with management of the PPG Team, ensuring coordination between individual national consultants.
  2. Preparatory Technical Studies and Reviews (Component A): Prepare inputs and support the required analyses/studies, as agreed with the PPG Team Leader, including:
    1. Prepare inputs for the baseline/situational analysis for the full-size project (FSP) for Components 1 and 3 that will operate at the national level and strengthen coordination along the East Asian Australasian Flyway (EAAF) in China and across the EAAF Partnership;
    2. Assess priorities to strengthen China’s migratory bird protected area network and develop appropriate project interventions to support Component 1 strengthening of national policy and legislation, mainstreaming of wetland needs across sectors, protected area sub-system planning and expansion, coordination within China and across the EAAF partnership; and Component 3 standardized monitoring of migratory birds, information management systems, and outreach and education;
    3. Provide inputs to the development of priorities for site-level management and protection under Component 2 being developed by the National Protected Area Management Consultant and the site-level team;
    4. Identify key training needs for relevant national institutions and conduct baseline assessments of national institutions using the UNDP Capacity Assessment Scorecard (coordinating closely with PPG team members working on capacity scorecards at demonstration sites);
    5. Support the stakeholder analysis and consultations and ensure that they are complete and comprehensive;
    6. Support the completion of any additional studies that are determined to be needed for the preparation of the ProDoc and all other final outputs as guided by the PPG Team Leader.
  3. Formulation of the ProDoc, CEO Endorsement Request and Mandatory and Project Specific Annexes (Component B): Prepare inputs and support the development of final PPG deliverables, as agreed with the PPG Team Leader.
  4. Validation Workshop (Component C):
    1. Contribute to the validation workshop; and
    2. Support all necessary revisions that arise during the workshop, as appropriate.
  5. Final Deliverables:
    1. A report on the detailed analysis of the baseline for migratory bird conservation in China including policy, legal, institutional and information systems analysis and recommended project interventions under Component 1 and Component 3;
    2. Completed capacity development scorecards for national institutions;
    3. Appropriate inputs to the final UNDP-GEF project document and GEF CEO ER based on guidance from the PPG Team Leader.

Required Skills and Experience

  • Master’s degree or higher in a relevant field, such as natural resources management, biodiversity conservation, environmental policy/planning;
  • Minimum 10 years of demonstrable experience in the technical area of biodiversity conservation with specific experience in the conservation of migratory birds and habitat protection along international migratory bird flyways; 
  • Demonstrated understanding of political, legal and institutional context for biodiversity conservation in China;
  • Demonstrated understanding of international agreements and partnerships related to migratory bird conservation;
  • Fluency in written and spoken English and excellent written skills.

Final selection criteria

  • Technical evaluation (including written test, interview, desk review of technical proposal, if any): 70%(includes 20% of Job Related Technical Expertise; 25% of Relevant working experience; 25% of Methodology &   Approach to Assignment)
  • Financial Evaluation: 30%
