The National Forestry and Grassland Administration (NFGA) has requested GEF assistance through UNDP for the preparation of a project entitled: Strengthening the Protected Area Network for Migratory Bird Conservation along the East Asian-Australasian Flyway (EAAF) in China. As described in the project concept (PIF), this project aims to achieve a connected, resilient and ecologically effective wetland PA system across the EAAF in China that supports globally significant species of migratory shorebirds and provides ecosystem services that support resilience, livelihoods and economy.

Project Preparation Grants (PPGs) have been secured by UNDP to formulate the full-size project through situation analyses, identification and documentation of relevant baseline conditions, stakeholder consultations, identification of implementing partners and arrangements, consolidation of cofinancing opportunities, development of results frameworks having an integrated set of SMART (Specific, Measurable, Achievable, Relevant, Time-bound) indicators and targets that monitor outcomes and key outputs, realistic assessments of risks and their mitigation, gender mainstreaming and social inclusiveness, identification and selection of target sites and pilot demonstration initiatives, and coordination with other initiatives.

This is the Terms of Reference for the procurement of GEF Biodiversity Project Development Specialists (International Consultants) to lead the development of the project.

Duties and Responsibilities

Role

The National Protected Area Management and Capacity Development Expert will support the collation of inputs from the project’s five demonstration sites: Liaohe River Estuary National Nature Reserve (Liaoning), Yellow River Delta NNR (Shandong), Chongming Dongtan NNR (Shanghai), Zhanjing Mangrove Forest NNR (Guangdong), and Dashanbao Black-necked Crane NNR (Yunnan). The consultant will be part of a team preparing site-level inputs under the guidance of the National Protected Area Management Specialist. The consultant will have experience in protected area management and in capacity assessment and development.

Deliverables

  1. Preparatory Technical Studies and Reviews (Component A): Prepare inputs and support the required analyses/studies, as agreed with the PPG Team Leader and National Protected Area Management Specialist, including:
    1. Support the baseline/situational analysis for Component 2 of the full-size project (FSP) which will take place at five demonstration sites: Liaohe River Estuary National Nature Reserve (Liaoning), Yellow River Delta NNR (Shandong), Chongming Dongtan NNR (Shanghai), Zhanjing Mangrove Forest NNR (Guangdong), and Dashanbao Black-necked Crane NNR (Yunnan);
    2. Support the assessment of priorities for enhanced site-level protection, management and coordination at the five sites (including consideration of threat management from surrounding land uses and landscape) and key steps to evolve each site into a model protected area for migratory species;
    3. Support the identification of key training needs and required competencies for demonstration sites and conduct of baseline assessments of relevant management authorities at the five sites using the UNDP Capacity Assessment Scorecard (coordinating closely with lead national consultant conducting capacity assessments at national level);
    4. Support the definition of realistic project targets at each site in accordance with applicable GEF Core Indicators;
    5. Support the stakeholder analysis and consultations at project demonstration sites and ensure that they are complete and comprehensive;
    6. Support the completion of any additional studies that are determined to be needed for the preparation of the ProDoc and all other final outputs as guided by the PPG Team Leader and National Protected Area Management Specialist.
  2. Formulation of the ProDoc, CEO Endorsement Request and Mandatory and Project Specific Annexes (Component B): Prepare inputs and support the development of final PPG deliverables, as agreed with the PPG Team Leader and National Protected Area Management Specialist.
  3. Validation Workshop (Component C):
    1. Contribute to the validation workshop; and
    2. Support all necessary revisions that arise during the workshop, as appropriate.
  4. Final Deliverables

Inputs to the following:

  1. A detailed site profile for each of the five demonstration sites;
  2. Detailed recommendations on appropriate project interventions at each of the five demonstration sites, based on detailed site-level consultations including with local communities and baseline assessments;
  3. Completed capacity development scorecards for relevant management authorities at the five demonstration sites;
  4. Stakeholder Engagement Plan inputs for demonstration sites;
  5. Site-level inputs for GEF Core Indicators;
  6. Appropriate inputs to the final UNDP-GEF project document and GEF CEO ER based on guidance from the PPG Team Leader.

Required Skills and Experience

Qualifications

  • Master’s degree or higher in a relevant field, such as natural resources management, biodiversity conservation, protected area management;
  • Minimum 5 years of demonstrable experience in the technical area of biodiversity conservation with specific experience in protected area management; 
  • Prior experience in conducting capacity assessments and identifying capacity development needs;
  • Demonstrated understanding of political, legal and institutional context for protected areas in China;
  • Fluency in written and spoken English and excellent written skills.

Final selection criteria

  • Technical evaluation (including written test, interview, desk review of technical proposal, if any): 70%(includes 20% of Job Related Technical Expertise; 25% of Relevant working experience; 25% of Methodology &   Approach to Assignment)
  • Financial Evaluation: 30%
