The National Forestry and Grassland Administration (NFGA) has requested GEF assistance through UNDP for the preparation of a project entitled: Strengthening the Protected Area Network for Migratory Bird Conservation along the East Asian-Australasian Flyway (EAAF) in China. As described in the project concept (PIF), this project aims to achieve a connected, resilient and ecologically effective wetland PA system across the EAAF in China that supports globally significant species of migratory shorebirds and provides ecosystem services that support resilience, livelihoods and economy.

Project Preparation Grants (PPGs) have been secured by UNDP to formulate the full-size project through situation analyses, identification and documentation of relevant baseline conditions, stakeholder consultations, identification of implementing partners and arrangements, consolidation of cofinancing opportunities, development of results frameworks having an integrated set of SMART (Specific, Measurable, Achievable, Relevant, Time-bound) indicators and targets that monitor outcomes and key outputs, realistic assessments of risks and their mitigation, gender mainstreaming and social inclusiveness, identification and selection of target sites and pilot demonstration initiatives, and coordination with other initiatives.

This is the Terms of Reference for the procurement of GEF Biodiversity Project Development Specialists (International Consultants) to lead the development of the project.

Duties and Responsibilities

Role

The National Protected Area Financing and Partnerships Specialist will provide specialist advice on sustainable financing strategies for wetland protected area and migratory bird conservation in China, including diversification of financing and the establishment and strengthening of partnerships including with philanthropic donors and with the private sector. The consultant will be a specialist in protected area financing and in appropriate mechanisms and partnerships to broaden and enhance this financing including through engagement of the private sector.

Deliverables

  1. Preparatory Technical Studies and Reviews (Component A): Prepare inputs and support the required analyses/studies, as agreed with the PPG Team Leader, including:
    1. Prepare inputs for the baseline/situational analysis for the full-size project (FSP) regarding financial sustainability of the flyway protected area sub-system and partnerships (Component 1);
    2. Assess priorities for sustainable protected area financing and develop appropriate project interventions to diversify and enhance financing for wetland protected areas and migratory bird conservation;
    3. Scope opportunities for the engagement of philanthropic donors and the private sector in migratory bird conservation, including the establishment of a national donor alliance for migratory bird and wetland conservation, and develop appropriate project interventions and inputs for the establishment of required enabling conditions and partnership mechanisms;
    4. Support the stakeholder analysis and consultations and ensure that they are complete and comprehensive;
    5. Support the completion of any additional studies that are determined to be needed for the preparation of the ProDoc and all other final outputs as guided by the PPG Team Leader.
  2. Formulation of the ProDoc, CEO Endorsement Request and Mandatory and Project Specific Annexes (Component B): Prepare inputs and support the development of final PPG deliverables, as agreed with the PPG Team Leader.
  3. Validation Workshop (Component C):
    1. Contribute to the validation workshop; and
    2. Support all necessary revisions that arise during the workshop, as appropriate.
  4. Final Deliverables:
    1. A report on the detailed analysis of the baseline for financing of the wetland protected area system and partnerships, and recommended project interventions to diversify and enhance financing, including targeted interventions to increase private sector engagement and support for migratory bird conservation;
    2. A financial sustainability plan for wetland protected area network for migratory birds based on public, private sector and donor funds;
    3. Appropriate inputs to the final UNDP-GEF project document and GEF CEO ER based on guidance from the PPG Team Leader.

Required Skills and Experience

Qualifications

  • Master’s degree or higher in a relevant field, such as natural resources management, biodiversity conservation, environmental policy/planning, public sector management, international development;
  • Minimum 10 years of demonstrable experience in the technical area of protected area financing and partnerships, with specific experience in the engagement of private sector and philanthropic donors in conservation activities and partnerships;   
  • Demonstrated understanding of political, legal and institutional context for philanthropy and private sector engagement in biodiversity conservation in China;
  • Fluency in written and spoken English and excellent written skills.

Final selection criteria

  • Technical evaluation (including written test, interview, desk review of technical proposal, if any): 70%(includes 20% of Job Related Technical Expertise; 25% of Relevant working experience; 25% of Methodology &   Approach to Assignment)
  • Financial Evaluation: 30%
