Background

UNDP Global Mission Statement:

UNDP is on the ground in 166 countries, working with national counterparts to develop in-country solutions to national and global development challenges.

UNDP Afghanistan Mission Statement:

UNDP supports stabilization, state-building, governance and development priorities in Afghanistan. UNDP support, in partnership with the Government of the Islamic Republic of Afghanistan (GIROA), other UN agencies, the donor community and other development stakeholders, has contributed to institutional development designed to impact the daily lives of Afghan citizens. Over the years UNDP support has impacted milestone efforts, including the adoption of the Afghanistan Constitution, Presidential, Parliamentary and Provincial Council elections, and capacity-building for the legislative, judicial and executive arms of the State, including Ministries, Government agencies and commissions at the national and sub-national levels. Major demobilization, disarmament, rehabilitation and area-based livelihoods and reconstruction programmes have been implemented nationwide. UNDP Programmes in Afghanistan have benefited from the very active support of donors. UNDP Afghanistan is committed to the highest standards of transparency and accountability and works in close coordination with the United Nations Assistance Mission in Afghanistan (UNAMA) and the UN system to maximize the impact of its development efforts on the ground.

Based on consultations conducted between UNDP, the GIROA and donors during 2017, a growing view emerged that the scope of LOTFA should be expanded to include the entire justice chain (police, courts and prisons) and cover all institutions across the entire Rule of Law sector, with an increased focus on anti-corruption. Simultaneously, the LOTFA structure has been revised to bring it more in line with international standards and best practices on Trust Fund management and administration. LOTFA will most likely move before the end of 2018 under the structure of the Multi- Partner Trust Fund (MPTF) Modalities.

The new Trust Fund Terms of Reference (TOR) and Strategic Framework have been approved by the LOTFA Steering Committee. As the revised LOTFA TOR becomes effective, management arrangements for the Trust Fund are being finalized.

Organizational context of the position:

UNDP, through the Transitional Support to MOIA Project (TSM), is supporting the Ministry of Interior Affairs (MOIA) to design, build and operationalize a new Emergency Call Centre (ECC).  The ECC will be a critical interface between Afghan citizens and police, enabling the provision of security and rule of law and contributing to improved public trust and confidence in the Afghan National Police (ANP). The national consultant will be supporting the PERS Adviser (International Consultant), UNDP and MOIA technical and police operations teams to ensure timely implementation of the new ECC, key SOPs are developed, and staff are equipped with the necessary skills to operate, monitor and maintain the ECC.  The consultant will work in close coordination with UNDP’s Rule of Law & Human Security Unit, Ministry/ANP and international partners.

Duties and Responsibilities

SCOPE OF WORK AND DELIVERABLES

Objective of the assignment:

  • Assess operational and technical readiness of MOIA, Police Headquarters (PHQ) and Police Districts (PDs) to deploy, manage, operate and maintain the Emergency Call Centre in Kabul;

  • Ensure effective planning and coordination with MOIA, ANP, international partners, telecom providers, vendors and other stakeholders to ensure smooth deployment and operationalization of the ECC;

  • Design and implement advisory/mentorship sessions and training programmes to equip MOIA and ANP staff with requisite skills needed to deploy, operate and maintain the ECC;

  • Provide strategic guidance to the MOIA, UNDP and international stakeholders on the operationalization of the ECC.

Activities:

  • Work closely with UNDP and ANP technical teams in setting up and operationalization of the Emergency Call Centre (ECC) at PHQ and PD levels in Kabul;

  • In collaboration with ANP compile training programmes, curricula, SOPs for Police responders to emergency calls.

Activities:

The national consultant will support and assist the PERS Adviser (International consultant) in conducting the following activities:

  • Coordinate with MOIA, ANP counterparts and international partners, all Police Emergency response related activities at the Police Headquarters (PHQ) and Police District (PD) levels in Kabul;

  • Work closely with UNDP and ANP technical teams in setting up and operationalization of the Emergency Call Centre (ECC) at PHQ and PD levels in Kabul;

  • In collaboration with ANP compile training programmes, curricula, SOPs for Police responders to emergency calls;

  • Conduct training of Police responders in collaboration with ANP trainers in Kabul;

  • Work closely with ICT team to develop smooth coordination between technical and response mechanisms;

  • Training of ANP trainers;

  • Monitoring progress of the response teams;

  • Assist in the drawing up of daily, weekly, monthly ECC Reports;

  • Any other task assigned by the Project Manager/Police Advisory team related to the PERS.

EXPECTED DELIVERABLES

Deliverable 1: 5 working days; 20%

Draft inception Report, including an outline of the work plan, findings on MOIA/ANP technical and operational readiness; development of a comprehensive, integrated planning and monitoring document to track progress towards the launch of the ECC; recommendations to address key gaps and bottlenecks; and list of priority SOPs to be developed. 

Deliverable 2: 49 working days; 30%

Support the PERS Adviser (International Consultant) in development SOPs / guidance notes on key functions of the ECC, including a training plan outline and package of training modules/materials to rollout SOPs and deliver trainings

Deliverable 3: 29 working days; 25%

 Monthly progress reports on the status of MOIA/ANP readiness, trainings delivered, issues/bottlenecks and recommendations. The monthly progress reports should incorporate data and data analysis from the ECC system, as applicable. 

Deliverable 4: 5 working days; 25%

 End-of-assignment report, including final recommendations to the ROLHS unit on operationalization of the ECC and next steps. 

Payment Modality: 

Payments under the contract shall be delivery based and be made on receipt of the specific milestone reports indicated above and including a timesheet according to UNDP procurement formats for individual contractors. The draft of reports will be reviewed by the Senior Police Expert and approved by the TSM Project Manager. The payments will be paid upon the full completion and acceptance of contractual obligations whereupon the TSM Project Manager signs the certification of acceptance

Competencies

WORKING ARRANGEMENTS

Institutional Arrangements:

The National Consultant will work under the overall supervision of the TSM Project Manager and direct supervision of the Senior Police Expert and PERS Adviser (International Consultant) and technical direction of the Police Advisory team the ROLHS Unit and the TSM Project will provide office space, internet, and logistical and other support services including transport and security for UNDP national personnel. However, the consultant is expected to bring his/her own laptop and mobile phone and meet local communications costs (ROLHS Unit will provide a local pre-paid SIM card). Costs to arrange meetings, workshops, travel costs and DSA during field visits (if any), etc. shall be covered by the ROLHS Unit.

Duration of the Work:

The deliverables under this contract shall be completed within 4 months after the signing of the contract, including all preparation work and on-site visits. The target date for the start of the work will be 15 January 2018.

Duty Station

Work will be carried out in-country. The duty station for the contractor is Kabul, Afghanistan although some field visits outside Kabul may be necessary. The TSM Project will cover expenses of all official field missions within or outside the country. When in Kabul, the contractor will be based at MOIA/PERS Directorate and report regularly to the ROLHS Unit (UNOCA) during working hours, security conditions permitting. The contractor will follow the working hours and weekends applicable to UNDP CO staff. The contractor’s movement for meetings and consultations shall be coordinated by the ROLHS Unit and the TSM Project. The contractor is at all times required to observe UNDP security rules and regulations.

Required Skills and Experience

Required expertise and experience:      

  • Bachelor’s/Master’s Degree or equivalent in Law Enforcement, Security Studies, Public Administration, Social Sciences, Public Policy, Law or related field. Equivalent academic/educational qualifications may be considered in case the candidate is a retired Police officer not below the rank of Colonel in ANP who has undergone basic police training from any recognized National or International Police Academy.

  • At least 10 years of experience in policing/law enforcement agencies, with demonstrable experience in designing, operating and/or managing emergency response systems.

  • Hands-on experience in training and capacity building, preferably within the context of international development programmes.

  • Excellent coordination and communications skills with ability to convince, convey and advocate;

  • Previous experience with UN/ specialized agencies and/or international development organizations preferred.

  • Experience working in fragile or conflict-affected states. Experience and expertise in post-conflict reform of law and order institutions desirable;

  • Extensive managerial experience, including experience leading multi-cultural teams.

Language:

  • Excellent written and spoken Dari/Pashto;

  • Working knowledge of spoken and written English is a significant asset.

PRICE PROPOSAL AND SCHEDULE OF PAYMENTS

The contractor shall submit a price proposal as below:

  • Daily Fee – The consultant shall propose a daily fee, which should be inclusive of her/his professional fee, local communication costs and insurance (inclusive of medical health insurance and evacuation). The professional daily fee, all inclusive of the above elements, shall be paid upon submission of timesheet. The number of working days for which the daily fee shall be payable under the contract is 88 working days maximum

  • Payment schedule - Payments shall be done upon verification of completion of specific reports, deliverables and approval by the consultant’s supervisor.

EVALUATION METHOD AND CRITERIA

Individual Consultants will be evaluated based on the following methodology:

  • Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and

  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight 70%

* Financial Criteria weight 30%

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Technical Proposal (40 marks)

  • Technical Approach & Methodology (25 marks) – This explains the understanding of the objectives of the assignment, approach to the services, methodology for carrying out the activities and obtaining the expected output, and the degree of detail of such output. The Applicant should also explain the methodologies proposed to adopt and highlight the compatibility of those methodologies with the proposed approach;
  • Work Plan (15 marks) – The Applicant should propose the main activities of the assignment, their content and duration, phasing and interrelations, milestones (including interim approvals by the Client), and delivery dates. The proposed work plan should be consistent with the technical approach and methodology, showing understanding of the TOR and ability to translate them into a feasible working plan.

Technical proposal:

  • Brief description of why the individual considers him/herself as the most suitable candidate for the assignment;
  • A methodology, on how they will approach and complete the assignment and work plan as indicated above.
