Background

UNDP Country Programme (2018-2022)

Myanmar has embarked on a major transition towards democracy, market style economy and peace. Myanmar has low middle-income status (LMIC) and is committed to lifting itself out of Least Developed Country (LDC) status in the near future.

The first UNDP Country Programme was delivered from 2013-2017. As a key development partner of the government of Myanmar, UNDP will implement a new UNDP Country Programme for the period 2018-2022, which will deliver on a large and relevant programme portfolio that is responsive to the main development challenges facing the country. The UNDP Country Office in Myanmar is a key interlocutor and advisor to government across it’s portfolio and aims to expand its programming at the region/state and township levels in order to ensure stronger people focused institutions at all levels of government as part of the effort to support Myanmar’s democratic transition, build and sustain peace, and promote more sustainable and inclusive development.

In the areas of democratic governance and peace, the new UNDP Country Programme Document is being implemented through by the Governance and Sustainable Peace Team, including the following projects:

  • Support to Effective and Responsive Institutions Project (SERIP)
  • Support to Accountability and the Rule of Law Project (SARLP)
  • Leadership, Effectiveness, Adaptability and Professionalism (LEAP) in Myanmar’s Civil Service Project

UNDP Myanmar’s Support to governance institutions in producing and maintaining accurate, comprehensive and harmonized data needed for decision-making and monitoring.

UNDP’s Support to Effective and Responsive Institutions Project (SERIP) aims to strengthen the effectiveness of state executive and legislative institutions in understanding the needs and aspirations of the population of Myanmar, in all its diversity but also growing inequalities, and in formulating, implementing and evaluating policies as well as in appropriating public resources in a way that provides effective, timely and equitable responses to these aspirations. Output 1 builds on the support provided by UNDP since 2015 in building technical capacities of the Central Statistics Organization for data production and dissemination, in organizing the nation-wide Myanmar Living Conditions Survey and in building Myanmar’s SDG indicator baseline. UNDP’s contribution to the statistics sector in Myanmar under this output is guided by the Strategic Development Objectives of the recently-adopted National Strategy for the Development of Statistics and will be coordinated with other partners’ support through the Sector Working Group on Statistics. UNDP will support the CSO in assuming to the fullest its role as the National Statistical Organization, which implies developing its leadership capacity, compliance with independence and credibility standards, effective coordination with line ministries and trust-based interface with data users, in and outside of government.

In this context, UNDP seeks to engage an International Statistical Advisor, through UNDP’s Framework Agreement, to work with, with parliament and key government departments at Union and Region and State levels for activities relating to capacity development in collecting/using/analyzing socio-economic data.
