Background

The development path of the Montenegro by 2030 will focus on the implementation of improved sustainable development policies of Montenegro that are setting up a comprehensive framework for national response to the sustainable development challenges of Montenegrin society. As a result, UNDP country office in Montenegro is focusing on projects that will contribute to these efforts.

The focus of these efforts is twofold:

  • securing prompt and quality finalization of reporting processes to the UN Framework Convention on Climate Change;
  • promote private sector investment in low-carbon and green businesses in Montenegro.

It is important to note that, after gaining independence in 2006, Montenegro became a party to the UN Framework Convention on Climate Change by succession and a non-Annex I Party to the UNFCCC. In September 2015 Montenegro developed and submitted National Climate Change Strategy by 2030 and submitted its Intended nationally determined contribution (INDC) to the UNFCCC Secretariat. The Government of Montenegro adopted 30% reduction as an internal target by 2030 (INDC), compared to 1990 level, and is now evaluating and implementing mitigation options to meet this goal.

All commitments laid down in strategic documents and sustainable development framework will have direct effect and consequences on the economy of the country. Projects focused on greening Montenegro economy are in initial phase of implementation. The project goal is to promote private sector investment in low-carbon and green businesses in Montenegro through addressing identified root causes of and barriers to investment in low-carbon economic growth.

The project strategy therefore is designed to:

  • Improving national policy and business support services for green start-ups and SMEs.
  • Improving Green business financing.
  • Raising awareness of green business practices and financing opportunities.

For this Terms of Reference and associated assignments, selected candidate will focus on supporting the project teams and relevant partners in:

  • Increasing awareness of entrepreneurs and the Montenegrin banking sector regarding green business practices and financing green business projects;
  • Increasing abilities of national partners in using available information and practices in order to disseminate relevant information and solicitate actions and positive behaviors. 
  • Setting up a database of experts capable of supporting further development of green jobs in Montenegro.

Under this activity selected candidate will closely work with project team and team from Cetinje Green Business Incubator, Investment development fund of Montenegro, Montenegro Chamber of commerce and other relevant partners.

Objective of the assignment

The main objective of this Consultancy is to support Green Business Incubator in establishing partnerships and formal business relations with stakeholders. To ensure its self-sustainability beyond period of the UNDP implemented project, this activity will provide technical assistance and advice on establishing formal partnerships with various stakeholder groups in Montenegro (e.g. IDF, Eco-Fund, faculties, Montenegro’s Chamber of Commerce and the private sector) and regional and international organizations with the goal of positioning and mainstreaming Incubator’s services, developing its networking, and building its capacities and human resource capabilities. During the final year of project implementation, guidelines with advice for replicating the Green Business Incubator’s lessons learned will be produced by the Municipality of Cetinje and the Green Business Incubator and disseminated via final project activities and via the Municipality of Cetinje’s and the Green Business Incubator’s webpage.

Duties and Responsibilities

Support Green Business Incubator in establishing partnerships and formal business relations with stakeholders and support development of the Incubator’s specific green business portfolio of services in the area of agricultural, tourism and energy industries.

The selected candidate would be responsible to:

  • Provide technical assistance and advice on establishing formal partnerships with various stakeholder groups in Montenegro (e.g. IDF, Eco-Fund, faculties, Montenegro’s Chamber of Commerce and the private sector) and regional and international organizations with the goal of positioning and mainstreaming Incubator’s services;
  • Support identification of specific green business portfolio of services to address the needs of agricultural, tourism and energy industries;
  • Maintain regular communication and provide advisory support to the project management and project board in their endeavors towards efficient administration; 
  • Ensure prompt coordination and implementation of activities by individual consultants supporting Business Incubator;
  • Assistance in identifying relevant sources of expertise for project/activity implementation;
  • Advice respective project manager on potential adjustments of actions and procedures in light of changing requirements, issues, risks and needs;
  • Provide relevant materials and updates for events and/or subjects in the media and keep target publics informed about Project visibility;
  • Support project manager in component implementation.

Time duration and travel:   The consultant will be engaged for the period of 230 days under Individual Contract. The planed tasks will be executed on part time basis during the period from 1 February 2019 to 31 December 2020. Assignment will be home based with field visits to Capital city of Cetinje.

Required Skills and Experience

Education:

  • Degree in Economic Science, Accounting, Financial planning, and management.
  • MSc as advanced degree in the area relevant for the published ToR.

Experience:

  • At least 5 years of working experience in the field of financial analysis, accounting or financial planning and reporting.
  • Experience with the use of various methods and techniques of system analysis.

Language:

  • Fluency in local language and intermediate level of the English is required.

Other:

  • Capability to work effectively under pressure and to take on a range of responsibilities;
  • Ability to work in a team, good decision-making skills, communication and writing skills.

Criteria for selection:

Combined Scoring method will be used. When using this weighted scoring method, the award of the contract should be made to the inidividual consultant whose offer has been evaluated and determined as: (i) responsive, compliant, acceptable, and (ii) having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • Technical criteria weight - 70% (Background and education 10%; Relevant previous experience 20%; Substantial knowledge/Required competencies 30%; Required language 10%);
  • Financial criteria weight - 30%.
