Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

One of the key areas of UN Women work in Ukraine is Women, Peace and Security (WPS). In partnership with the Office of the Deputy Prime Minister on European and Euro-Atlantic Integration, UN Women provides support to the national security sector institutions, including the Ministry of Interior, in implementation of the UN Security Council Resolution 1325 and the subsequent resolutions on Women, Peace and Security. UN Women supports the state institutions with the implementation of the Revised National Action Plan for Implementation of UNSCR 1325 on Women, Peace and Security for 2016-2020 (NAP 1325) (1) which represents the vision of the government for the gender-specific response to the conflict and its consequences. The NAP includes several areas of responsibility of the state institutions on mainstreaming gender into peace and security agenda, including: increasing women’s participation in peacebuilding processes and peacekeeping operations, conducting a gender assessment and providing gender-responsive services to people affected by conflict, combating conflict-related sexual violence, ensuring human rights and protection of women’s rights, among other priority actions.

The national security and defense sector is one of the priority national reforms under the Strategy for Sustainable Development “Ukraine 2020”. The Government implements the National Security Strategy (2015-2020), adopted 26 May 2015, which aims to achieve the national security priorities, the reforms envisaged by the Association Agreement between Ukraine and the EU and the Strategy for Sustainable Development “Ukraine 2020”. The Strategy includes the protection of human rights among its goals. On 20 May 2016, the President signed the Strategic Defense Bulletin, which serves as a roadmap for the reform, to change the policy, planning and resource management systems, and introduce a new division of authority, functions, duties and responsibilities in defense. The Government is committed to implementation of the Women, Peace and Security agenda as a part of the reform.

To ensure comprehensive gender mainstreaming, as well as to institutionalize the implementation of the Women, Peace and Security agenda in the law enforcement reform, the Ministry of Interior has adopted the Plan on Actions for the Implementation of the UNSCR1325 for 2017-2020 with respective monitoring and evaluation framework.

To support the Ministry of Interior to further integrate and implement the Women, Peace and Security agenda within its work  and the work of Border Guards, National Guards, Emergency Service and National Police the NAP 1325 and the NATO-Ukraine Partnership goal “Gender Perspectives”, UN Women will provide expert support through the two national consultants on gender equality for further institutionalization of WPS agenda in the Ministry and its coordinated bodies.  The national consultants on Gender equality and WPS will focus on two main areas: providing support with policy advice on coordination and implementation of the Ministry’s action plan and supporting with institutionalization of capacity building initiatives in the Ministry. The national consultant on Gender Equality and WPS with the focus on policy advice and coordination will be responsible for providing daily support to the Ministry of Interior with policy advice on the implementation of the Ministry’s 1325 Plan on Actions for the Implementation of the UNSCR1325 for 2017-2020 and with coordination of its implementation by departments of the Ministry, as well as Border Guards, National Guards, Emergency Service, National Police and the Migration Service.

Duties and Responsibilities

Under the overall guidance of the UN Women Representative and direct supervision by the Programme Specialist, the National consultant will provide day-to-day support to the Deputy Minister of Interior of Ukraine through technical advice and expertise in coordination of activities of the MoI Action Plan for the Implementation of the UNSCR1325 for 2017-2020. The assignment will include but not be limited to the following tasks developed in coordination with the Ministry of Interior (MOI) and UN Women:

  1. Under direct supervision of the Deputy Minister on European Integration of the Ministry of Interior develop a work plan for the provision of advisory services, including tasks, indicators for measuring progress, as well as timeline.
  2. Support the MOI departments responsible for implementation of the MOI Action Plan for the Implementation of UNSCR1325 and strengthen mechanisms for internal monitoring and reporting.
  3. Support the MOI to strengthen an internal coordination mechanism to support the MOI working groups, as well as maintaining sustainable coordination with the Office of the Deputy Prime Minister on European and Euro-Atlantic Integration on the implementation of NAP 1325 and Ukraine-NATO Partnership Goal on Gender Equality.
  4. Directly support the Ministry of Interior with the analysis and evaluation of the status of the reforms from the perspective of the integration of gender equality and the women, peace and security framework into all relevant policies.
  5. Support the development and/or revision of internal policies, guidelines and regulations to ensure they are in line with national commitments to CEDAW, UNSCR resolutions on women, peace and security, the SDGs (particularly SDG 16) and other international and regional frameworks.
  6. Support the management to ensure its policies and practices are in line with international standards regarding documenting and investigating incidents/allegations of sexual harassment, gender-based violence, sexual violence and/or any other human rights violations related to gender inequalities.
  7. Provide gender policy analysis to support the operational and security reforms planning process.
  8. Cooperate with UN Women implementing partners and contractors engaged for the conducting studies related to Masculinities, Gender Based Violence, Sexual harassment in public spaces and community security and provide inputs to the methodology, take part in working meetings, peer review the draft versions of the studies and collect and consolidate comments, inputs and recommendations on behalf to the Ministry to the latter. Provide inputs to policy documents and specific strategic recommendations;
  9. Cultivate relationships and liaise with all elements of the institution’s staff to facilitate integration of UNSCR 1325 and gender perspectives in their policy work and to promote awareness of the benefits of effective integration of a gender perspective into all areas of the security sector.
  10. Liaise, coordinate, maintain situational awareness, and gather information in consultation with civil society, Parliament and Governmental bodies working on WPS-related topics.
  11. Respond to internal and external requests for information and ensure its dissemination amongst the relevant stakeholders.

Inputs

  • UN Women and the Ministry of Interior of Ukraine will provide the Consultant with background materials related to the assignment
  • The Ministry of Interior will provide the consultant with the space and access to the internal institutional documents.
  • The consultant is expected to work using her/his own computer.

Performance evaluation:

  • Contractor’s performance will be evaluated against such criteria as: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered. The evaluation will be carried out and cleared by the hiring manager, which will also be the basis for payment on a month to month basis to the consultant.

Financial arrangements:  

  • Payment will be disbursed on monthly basis upon receipt of the deliverables (as per above matrix) and their certification by the Ministry of Interior and UN Women Programme Specialist that the services have been satisfactorily performed.

Required Skills and Experience

Qualifications Education:

  • Advanced (Masters) degree in social sciences, law, public policy/administration, economics, development studies, gender studies or similar.

Experience:

  • Minimum 3 years of relevant experience with a gender analysis, capacity building and technical support on gender equality and women’s rights issues to the government, parliament, civil society, and international organizations;
  • Previous experience with coordination of implementation of gender equality policies and women, peace and security agenda;
  • Proven experience with coordination and organization of multiple stakeholders’ activities and liaison with governmental and non-governmental stakeholders;
  • Previous professional experience with the United Nations would be considered an asset.

Languages and other skills: 

  • Ukrainian, English (knowledge of Russian is an asset);
  • Computer literacy and ability to effectively use office technology equipment, IT tools, ability to use Internet and email.

Evaluation of Applicants:

Applications will be evaluated based on the cumulative analysis taking into consideration the combination of their qualifications and financial proposal. A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. The award of the contract should be made to the individuals whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable.
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 49 points in the technical evaluation will be further considered and evaluated.
  • The total number of points allocated for the financial/price component is 30.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 50 points in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
  • Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 30
