Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Spotlight Programme is a joint initiative of the United Nations system and the European Union in partnership with the Government and civil society of Mozambique to contribute to the elimination of gender-based and sexual violence, harmful practices and obstacles to access to sexual and reproductive health rights. It will focus on consolidating gains by developing a more effective response to violence against women and girls and the promotion of sexual and reproductive health rights, through innovative approaches that strengthen an enabling legal and policy framework, effective and coordinated institutions, community mobilization and empowerment, increased and equitable access to holistic and integrated care services, access to and use of quality statistical data and strengthened and dynamic women's rights organizations.

Within the UN Women Mozambique Country Office under the supervision of the Programme Specialist, the incumbent analyzes overall trends in development and in policy making, together with constraints, opportunities, potential and challenges with a stronger emphasis in creating the conditions to prevent SGBV and early marriage at the individual, relationship, community/organizational and societal level, and strengthen demand for services with a survivor centric approach. The incumbent will be responsible for the overall implementation of the Spotlight Initiative Programme in Mozambique within the UN Women Framework; and (c) supports the Country Office d) contribute to the creation and dissemination of knowledge products through capturing of best practices, in support of UN Women advocacy. The Programme Officer will also take initiatives that contributes to the elimination of violence against women and girls and Harmful practices, that include interaction with national Government and Non-Government partners.

Reporting to Programme Specialist, the Programme Officer is responsible for the management and   implementation, monitoring and reporting of the SLI – UN Women component (Programme), working in close collaboration with UN Women Programme Officer in charge of EVAW/G and the SLI Programme Coordinator. S/he will ensure that national partners and stakeholders are involved at different stages of project implementation, timely advising the Senior Management Team on new developments and/or challenges. S/He will perform any other tasks and responsibilities as assigned by the Country Office.

Duties and Responsibilities

1.       Programme Management and Implementation

  • Prepare, in coordination with project officers, a detailed work plan as per the Project Documents and approved CO workplan;
  • Ensure timely and adequate implementation of activities according to programme approved schedule and the CO Annual Work Plan;
  • Leads selection of programme implementing partners in accordance with UN Women procedures;
  • Oversee, and coordinate the implementation of relevant programme activities with implementing partners and other UN Agencies al programme teams;
  • Closely coordinate with the UN Agencies, national institutions and donor on the implementation of the programme activities, including communication and visibility initiatives, the selection of implementing partners, and ensuring synergies as well as communication flow for the smooth running of the programme;
  • Ensure proper identification of and follow up with civil society, national institutions and consultants who will be involved in the implementation of activities under the relevant programme outcome areas;
  • Provide technical support and guidance to implementing partners and key stakeholders on specific issues related to the programme scope;
  • Hold consultations with the programme partners and other stakeholders in order to ensure timely information about the programme implementation;
  • Coordinate the organization of major advocacy campaign and events related with the programme

2.       Technical Support and Financial Management

  • Manage the projects’ financial resources in accordance with UN Women rules and regulations; Ensure management of financial resources including budgeting and respective revisions, and expenditure tracking and reporting;
  • Identify operational and financial issues and implement corrective measures
  • Monitor the allocation and disbursement of funds to implementing partners;
  • Ensure timely submission of implementing partners financial and narrative reports
  • Supervise the work of the programme
  • Liaises on a regular basis with the programme officer and SLI Programme Coordinator in order to ensure coordination, linkages, and synergies between all areas of work carried out by UN Women Albania Country Office as well as within the regional EVAW project;
  • Contribute to annual work planning and   budgeting processes of the Country Office;
  • Draft Terms of reference for consultants as needed, supervise and evaluate their performance in delivering required outputs;
  • Provide support on project related procurement/administration procedures;
  • Ensures programme files and support information collection and dissemination: ensure project documentation (filing) & communication is properly done, tracking system is in place for effective project closure;
  • Identify capacity building needs and provide support through technical assistance, mentoring, training and others as needed.
  • Associates and project officers in the field
  • Provide programmatic and technical support to the CO as deemed necessary; 

3.       Monitoring, reporting and knowledge management

  • Prepares the project performance monitoring plan
  • Prepare all periodic progress reports in compliance with UN Women and Donor requirements
  • Prepare all projects as per UN Women’s and donors’ requirements
  • Ensure partner reports timeliness and  compliance with UN Women and donors requirements
  • Undertake regular monitoring missions to ensure timely delivery and quality of results;
  • Provide inputs on EVAW programme Portfolio to UN Women quarterly and annual reports
  • Produces project updates to various stakeholders and donor as requested and provides inputs to programme related knowledge products

4.       Partnership Management

  • Maintains and expand strategic partnerships with stakeholders on national and local level and another partner’s programmes in EVAW Portfolio;
  • Liaises with governmental officials, civil society, academia, media, UN Agencies and the donors to meet their information needs, to enhance collaboration, resource mobilization and policy agenda setting in support for the project;
  • Maintain close communication with UN agencies, national authorities, development actors, civil society organizations and other key stakeholders (EU Delegation, Council of Europe, OSCE, Sweden etc) working on the SLI;
  • Seeks and ensures synergies with similar initiatives at country level;
  • Works with the specialist with information on project implementation and development of visibility products for the programme;
  • Coordinate with other UN Agencies and participate in UN technical team, results groups and other relevant working groups as well as in meetings and activities on behalf of UN Women, as needed;
  • Participate at meetings with stakeholders and project partners, at different events and initiatives;
  • Promote project results and advocate for the project in the media as guided by the CO and in line with UN Women’s guidelines and in relevant national seminars, meetings of work groups and panels;
  • Provide other team members with updated information and knowledge on the programme.

Required Skills and Experience

  • Master’s degree or equivalent in gender studies, human rights, management, social sciences or other related areas is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification would be an added advantage
  • At least 2 years of progressively responsible experience at the national or international level in managing complex and multi-component programme interventions with national partners, preferably related to thematic area;
  • Experience in coordinating, implementing, monitoring and evaluating development programmes and projects is an asset.
  • Fluency in English and Portuguese is required;
  • Working knowledge of another official UN language is an asset;
  • Knowledge of local languages is an asset.
