Background

National Human Rights Officer (NO-B)

Context
The National Human Rights Officer (NO-B) in Paraguay will promote the work of international human rights mechanisms and support national authorities in complying with their reporting obligations under the UPR and Treaty Bodies; will support the implementation of a national human rights action plan; will assist the UN country team in integrating human rights into programming; and will also assist in building the capacity of the UN country team, national authorities and civil society with regard to human rights instruments and standards.



 

Duties and Responsibilities

Description of functions
Under the coordination and supervision of the Regional Representative for South America of the United Nations High Commissioner for Human Rights and in consultation with the Resident Coordinator, the National Human Rights Officer’s main responsibilities and tasks are:

Provide advice and input to the Resident Coordinator on human rights issues.
Provide technical advice, evaluation and legal analysis on international human rights norms, mechanisms and recommendations, including the incorporation of the human rights-based approach into the UN Development Assistance Framework (UNDAF) within the 2030 Agenda and the Sustainable Development Goals (SDG). Contribute to promote and disseminate international standards and principles.
Contribute in the elaboration of thematic and analytical documents, as well as provide inputs to preparing documents and reports.
Contribute to the follow up of the human rights situation in the country.
Follow-up the recommendations issued by human rights mechanisms and procedures as well as treaty bodies in order to promote and provide advice aimed at their implementation.
Conduct human rights workshops and seminaries and provide assistance in capacity and training activities.
Support the promotional and technical cooperation activities with the Government authorities, including Legislative Branch and the Judiciary in order to promote the harmonization of the Paraguayan law and judicial decisions with the international human rights standards.
Support the planning and execution of workshops and preparation of public events, including those together with governmental institutions, as well as with the civil society.
Provide technical assistance to the National Human Rights Institution.
Participate and promote activities and programs aimed at improving the empowerment of civil society organizations and individuals
Other further activities assigned by the Regional Representative for South America.

Required Skills and Experience

QUALIFICATIONS:

Education:
Advanced university degree (Masters or equivalent) in law, political sciences, international relations, social sciences or any other discipline related to human rights.  A first level University degree in combination with qualifying experience may be accepted in lieu of the advanced University degree.  

Work Experience:
At least 2 years of progressively professional experience at national and/or international levels in the human rights field.  Candidates who have a first level University degree must have a minimum of 4 years of progressively responsible professional experience.

Experience with the application/review of international human rights standards, instruments and mechanisms and mainstreaming human rights in public policy and programs is an asset.


Prior experience with United Nations or other international organization will be an advantage.

Languages:
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency (written and spoken) in both Spanish and English is required.
