UNDP Afghanistan Mission Statement

UNDP focus is on helping Afghanistan develop solutions to the challenges of Environment, Livelihoods, Gender, Rule of Law, Governance and Health. UNDP has been working in Afghanistan since 1966 in close partnership with government, civil society and other national and international partners. UNDP advocates for change and connects the Afghan government, NGOs, civil society and other partners to the knowledge and resources they need to help the Afghan people build a better life.

UNDP Livelihoods and Resilience Unit

The focus of the livelihoods and resilience programme is on reducing poverty and creating mechanisms that help the country to cope with socioeconomic stresses resulting from protracted conflict, humanitarian crisis and limited human development.  Livelihood Improvement in Tajik- Afghan Cross- border Areas (LITACA II) is a three-year initiative funded by the Government of Japan and JICA. UNDP Afghanistan and UNDP Tajikistan are jointly working to improve living standards,  promote stability and security, access to rural infrastructure as well as economic development opportunities and cross border interactions and partnerships. 

DEVP (Developing Positive Partnerships and Perceptions)

Under the overall guidance of the Head of Livelihoods and Resilience Unit, and in close cooperation with the Communication Unit of UNDP Country Office, DEVP will carry out a six-month qualitative research project and produce two films highlighting LITACA II work and the overall work of the Livelihoods unit. DEVP is employing an ethnographic approach, based in the discipline of social anthropology. Ethnography is a qualitative research tool, the study of social interactions, behaviours, and perceptions, that occur within communities. The data collected will be presented in a report and will be used in order to create the documentary film on the life stories of selected beneficiaries.

Duties and Responsibilities

Overall objective of the consultancy

Under the guidance of the DEVP Consultant and the collaboration with two research assistants, the consultant will translate audio and video recordings and written reports into written and spoken English. This material is the product of the qualitative/ ethnographic research taking place over six months.

The purpose of the translations will be:

  • To allow the researcher to create research questions and topics throughout the six months:

  • To allow the researcher to thematically categorise the materials for the purpose of the research:

  • To allow the researcher to comprehend the beneficiaries perceptions and lives:

  • To allow the researcher to identify the film participants and the film narrative.

Scope of Work

The consultant will translate every month 10- 20 hours of audio interview material, 10 written reports of an average 3- 5 pages each and any further material that will be produced during fieldwork. The consultant will be in close contact with the DEVP consultant mainly through Skype meetings and emails. The consultant might need to translate material from English to Dari.  The consultant needs to understand and be sympathetic with the objectives of the research project. Expressions and the specific language participants use is of importance to gaining insights into their perceptions. The consultant should be aware of that and be happy to discuss these ideas with the DEVP consultant.

Duties and Responsibilities

  • Translation services, mainly translation of audio recordings of ethnographic interviews in Dari into written and/or spoken English;

  • Translation of documents, field notes, reports, presentations, studies and reports from Dari to accurate and high-quality English or vice versa;

  • Participate in meetings with DEVP researcher in order to discuss context of translation.

Expected Outputs and Deliverables; time frame and payment percentage

First deliverable – As soon as possible after signature of contract payment 10%:

  • Agree context of translations and terms.

Second deliverable- After 2 months - payment 40%

  • Translations and establishment of a functional and efficient workflow with DEVP consultant and research assistants.

Third deliverable -After 4 months – payment 10%

  • Translations and support DEVP consultant in creation of thematic categorisation of material.

Fourth and final deliverable - Upon completion of contract – 40% final payment

Final translations and fine tuning of thematic categorisations of material.

Required Skills and Experience

Academic Qualifications:

  • Certified English- Dari/ Dari- English translator.

Experience:

  • Not less than five years of relevant work experience, which might include service with government institutions or UNDP projects.

Language requirements:

  • Fluency in written and oral English.

The Livelihoods and Resilience (L&R) Unit will provide office space and internet facility, logistical and other support service.

Duration of the Work

The duration of the assignment is 6 months with maximum 132 working days.

Payment Modality:

Payment to the consultant will be made in four instalments (% of total) upon satisfactory completion of the following deliverables:

Initial deliverable- on signature of contract 10% against workplan and inception report

1st deliverable, 10%

2nd deliverable, 40%

3rd deliverable, 10%

4th final deliverable, 40%

PRICE PROPOSAL AND SCHEDULE OF PAYMENTS (Standard text - do not change)

The contractor shall submit a price proposal as below:

•  The total professional fee, shall be converted into a lump-sum contract and payments under the contract shall be made on submission and acceptance of deliverables under the contract in accordance with the schedule of payment linked with deliverables.

Evaluation Method and Criteria:

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and;
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight 70%

Financial Criteria weight 30%

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

  • Technical Criteria 70 points

Technical Proposal (30 marks)

  • Methodology (20 marks) – on how you will approach and complete the assignment.
  • A brief description of why the individual considers him/herself as the most suitable for the assignment (10 marks) .

Qualification and Experience (40 marks) [evaluation of CV, shortlisting]:

  • Relevant education (15 marks);
  • Experience relevant to the assignment (25 marks).
