Background

Project Integrated Social Welfare Information System (ISWIS), Phase II Continuation is part of the overall social reform process in Montenegro. The objective is to enhance further reform of social welfare sector by further development and optimisation of IS for more efficient and effective system of social protection and quality of service for poor and vulnerable. This project is more than a reform in information technology and its main goal is to advance/implement national social welfare reform, to enable more efficient and effective work processes in social protection sector - to support the entire business process and policymaking. ISWIS builds on Phase I (Social Card - SWIS) and expands the system from primary level (social welfare centres and MLSW) to secondary level i.e. residential institutions (Homes for elderly, Home for children without parental care Bijela, Centre Ljubovic, Komanski most, etc.) and develops IT, technical, organisational-institutional and human capacities of the sector. The project will review and revise the existing IS business processes for their improvement, develop new functionalities and provide multiyear maintenance contracts for (applicative software, servers and networks, hardware at remote locations) and ISO standardisation.

This very complex project has five key components: 1. Monitoring and further development of the IS functionalities in the social welfare centres (processing and referencing of the beneficiaries to use both residential and community based social services (daily care centres, shelters, fostering, etc., social cash transfers, procedural low, etc.); 2. Further development, optimisation of part of IS for the residential institutions along; 3. Further development of interoperability with external systems to support the work processes in areas of domestic violence, labour activation, etc.; 4. Capacity building – IT & telecommunication infrastructure and hardware and networks equipping, professional staff trainings, etc., 5. reporting and analytics for evidence-based policy planning.

Duties and Responsibilities

Under direct supervision of Social Card - ISWIS Programme Manager and in close cooperation with the line Ministry of Labour and Social Welfare and line other authorities, software developer contractor and ISWIS end-users, Software Analysts (SA), is primarily tasked to do detail analyses, to resolve complex issues relating to business requirements, to analyse, prepare, test and approve complex detailed technical specifications for ISWIS new functionalities, upgrades, optimisation, as per the Project Implementation Plan. SA studies and prepares the software application requirements/detailed specifications and he is basically the, interface' with the software developer contractor. He also does technical supervision and quality control for ISWIS modifications and changes in line with adjustments to legislative changes, end-users’ requests for optimization of ISWIS performance, etc. SA advises the Programme Manager and supports daily project management. S/he takes part in the official meetings, planning and design of the project implementation stages. S/he is also tasked to support the line Ministry in knowledge transfer for the project better sustainability prospects. In more details, the ToR includes the following deliverables:
 
1. Residential institutions and social services: 
Implementation of the Agreement with the Pension Fund – upgrade of case management module for charging directly payments from pension payments. ISWIS functionality for calculation and payment processing for services of placement in residential social institutions (home for elderly, home for children without parental care, facility for persons with mental and intellectual disabilities (Komanski most), etc.
Due date: May 30, 2019. - 10 working days

2. Functional requirements for the case management module - in alignment with the changes of the By-law on social welfare centers normative and minimum standards. 
Due date: June 30, 2019. - 10 working days

3. Design and implementation of E-archive, including ISWIS functionalities for office procedural tasks (log in and log out recording/filling) and beneficiaries lists generation from the work procedures and envelopes printing.
Due date: August 30, 2019. – 10 working days

4. Interoperability Framework: 

4.1. Automated revisions and web services for automated data exchange with Ministry of Education for cost-sharing of placement charges for the children with disabilities placed into Resource Centers of Ministry of Education.

4.2 Development of additional web services with Tax Revenue Authority for maternity leave.
Due date: October 30, 2019. - 15 working days

5. Maternity leave and other transfers:
To develop detailed technical specifications for the following complex cash transfers, to support their implementation, including analysis, testing, knowledge transfer, quality assurance and testing of calculation and payment to end beneficiaries.

5.1 Transfer: Salary compensation refund for maternity leave or parental leave.

5.2 E-portal Government - Business sector (employers) for on-line submission of requests for maternity leave payment – reengineering business procedure.

5.3 Transfer: Refund of salary compensation for half-full-time work.

5.4 Transfer: Assistance for the upbringing and education of children and youth with special educational needs (additional web services solution).

5.5 Support for implementation of new government Programme for Electric Energy Subventions.

6. Analysis for revision and upgrading of the work procedures in residential social institutions for beneficiaries' placement, both for social and health services,
Due date: February 28, 2020. - 15 working days

7. BI (Business Intelligence)
Improvement of BI system platform for reporting, quality assurance, including BI operational performance indicators and BI as a management tool, as well as ad hoc reporting:

7.1  BI for case management revisions

7.2 Defining and testing BI from the Unique Database for Domestic Violence

7.3 BI social welfare residential institutions

7.4 BI for labor activation (including interoperability)

8. To take part and provide advise in ISO standardisation process – implementation of Implementation of ISMS Information Security Management System for obtaining ISO 27001 for ISWIS.
Due date: April 30, 2020. – 5 working days

9. To take part in project promotion and deliver presentation in project closing event.
Due date: April 30, 2020. – 5 working days

Time duration and travel:  The SA is locally based consultant who will be engaged for the period: April 15, 2019– March 31, 2020, for total of 120 consultancy days. If requested, official local travel (Montenegro) costs will be reimbursed by UNDP.

Required Skills and Experience

Education:

  • Advanced university degree in Information Technology or Electric Engineering;

Experience:

  • Minimum five years of first-hand work experience in the field of information systems design and development, preferably in social welfare sector or similar scope sector;
  • Excellent, professional analytics skills. First-hand experience with generating reporting, statistic and in working out complex data sets analysis from the national level information systems/administrative database sources;
  • Solid knowledge of the relevant national legislation, preferably social welfare laws, procedural law, e-governance legislation and similar;
  • Relevant working experience in public sector in Montenegro is preferable;

Language:

  • Fluency in Montenegrin (or South-Slavic languages);
  • English language knowledge would be an asset, but it is not a requirement.

Criteria for selection:

Combined Scoring method will be used. When using this weighted scoring method, the award of the contract should be made to the inidividual consultant whose offer has been evaluated and determined as: (i) responsive, compliant, acceptable, and (ii) having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • Technical criteria weight - 70% (Background and education 10%; Relevant previous experience 20%; Substantial knowledge/Required competencies 30%; Required language 10%);
  • Financial criteria weight - 30%.
