Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Strategic Planning Unit (SPU) in UN Women HQ focuses on assisting UN Women and partners to achieve higher quality development results through an integrated approach that links strategic planning and Results-Based Management (RBM) with more effective and new ways of working.  The SPU is the custodian of RBM as well as field and HQ level strategic planning and results-based reporting in UN Women. The SPU provides quality assurance on strategic planning and results reporting exercises at the corporate and field levels. It takes a collaborative approach to strategic planning and programmatic learning, creating space for innovation and enabling UN Women and its partners to be more effective, knowledge and data-driven, and driving higher quality UN Women programming.  It is also charged with engagement on all planning inter-agency initiatives, including UNDAFs. SPU is also the leading unit as business owner for UN Women results management systems to support strategic planning and results-based monitoring and reporting processes as well as data aggregation and analysis to communicate on results with stakeholders. 

Under the direct supervision of the Programme Specialist - Results Management (primary) and the Corporate Planning and Reporting Specialist (secondary) with the overall guidance of the Chief in SPU, the Programme Analyst – Business Support will assist and support SPU’s work to ensure that IT systems of UN Women are fit for purpose to support the corporate strategic planning, results-based monitoring and reporting and communication on results at the field and HQ levels. The Programme Analyst will provide substantive support to UN Women personnel at the field and HQ levels on the use of relevant IT systems and  assist in appraisal and approval processes for planning and reporting-related documents. 

Duties and Responsibilities

Provide technical support on corporate system work related to strategic planning, results-based monitoring and reporting and communication on results in collaboration with HQ units and field offices of UN Women as well as key partners:

  • Coordinate and support IT systems and processes that support Strategic Planning Unit’s (SPUs) work on strategic planning, results-based monitoring and reporting and communication;
  • Consult with UN Women personnel at HQ and field levels as well as key UN/non-UN partners to define business needs for IT systems for strategic planning, monitoring, reporting and communication on results, ensuring that demands, issues and challenges faced by end users are properly communicated and addressed;
  • Draft specification of business cases and functional requirements for development of new and/or enhancement of existing IT systems based on key recommendations generated from consultation with end users, key partners and stakeholders;
  • Systematically document any changes and requests that are not captured in the requirements document;
  • Conduct User Acceptance Testing in collaboration with a group of end users at HQ and field levels;
  • Provide timely inputs, analysis and recommendations relate to SPU’s representation in IT-related governance processes and mechanisms;
  • Ensure solid change management processes are in place for the roll-out of new or changed IT systems under the scope of SPU work;
  • Collect and analyze feedback from users at HQ and field offices to assess the quality, relevance and usefulness of the IT systems that fall under the scope of SPU work;
  • Capture bugs and any technical issues in the issue tracker and follow up with the developers.

Provide technical support and guidance to the field offices and HQ units of UN Women to ensure timely and effective use of UN Women IT systems for strategic planning, monitoring and reporting processes:

  • Provide technical support and guidance to offices during the corporate planning, monitoring and reporting phases associated with Strategic Plan, Strategic Notes and AWPs on how to use any applicable systems;
  • Provide substantive support to end-users to ensure the effective use of IT results management systems of UN Women, such as through organizing webinars and in-person training, answering questions and preparing user guides;
  • Report technical/system issues to IST of UN Women, and monitor the status of these issues;
  • Provide administrative and coordination support to SPU in managing and assigning approval roles in IT systems of UN Women related to strategic planning, results-based monitoring and reporting, including playing super admin role in the current Results Management System (RMS) of UN Women at HQ level.

Provide technical input to the analysis of data from Strategic Plan, Strategic Notes, AWPs and Annual Reports from the field and HQ units to support appraisal and approval processes and overall knowledge management:

  • Review planning, monitoring and reporting documents to assess the overall quality and compliance to corporate requirements to support appraisal and approval processes, as needed;
  • Organize and coordinate review, appraisal and approval-related meetings and events with the field offices and HQ units as needed
  • Prepare analysis of performance and progress of field offices and HQ units against agreed on results and indicators;
  • Collect, aggregate and analyze data and draft recommendations for the overall programme and project quality improvement, especially form the field.

Provide technical support to the  integration of system uses in UN Women business processes and procedures in the areas of strategic planning, monitoring, reporting and knowledge management:

  • Provide inputs that ensure that results managements systems of UN Women are aligned with and support programming-related and operational policies, procedures, guidance and tools of UN Women under PPG framework.

Provide technical support to transparency efforts within UN Women under the framework of International Aid Transparency Initiative (IATI):

  • Support the data collection and quality control of UN Women data in IATI.

Provide other support as requested by the supervisors.

Required Skills and Experience

Education:

  • Advanced university degree (master’s degree or equivalent ) in development related disciplines, statistics, economics, information system, computer science, ICT, or public policy or other social science fields;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 2 years of experience working with web-based results tracking systems, online platform for project/programme management, or other types of online systems in the context of international development work at country, regional or HQ levels.
  • Knowledge and experience in programming and programme/project management;
  • Experience in working with development institutions (e.g. UN agencies, multilateral/bilateral development institutions, etc.) is an asset;
  • Experience in analyzing and summarizing quantitative and/or qualitative results data is an asset;
  • Experience in conducting consultations with end-users and/or key stakeholders for development and/or enhancement of IT systems would be an asset;
  • Experience in providing help desk support, including conducting training and preparing user guides, for end users of IT system would be an asset;
  • Experience in specification of business cases and functional requirements for IT system would be an asset. 

Languages:

  • Fluency in English, both oral and written, is required; 
  • Proficiency in other UN languages is an advantage.
