Background

UNDP is a committed, impartial partner to government, civil society, community and academic organizations seeking to improve the transparency, accountability, and efficiency of Bangladeshi institutions. Bangladesh has made significant progress in promoting competent, effective institutions that respect fundamental human rights and the rule of law. Community Recovery & Resilience Project (C2RP) has designed to support the host community, law enforcement agencies, judiciary, relevant government agencies and targeted union Parishad to better protect and promote the rights of vulnerable groups and minorities of Ukhia and Teknaf Upazila of Cox’s Bazar. The assignment is an integral part of Social cohesion and Conflict prevention component of the Community Recovery & Resilience Project (C2RP) and aligned with these activities results at: Support local government public engagement platforms, including town hall meetings to engage community over social and development issues and for greater consensus.

Under this activity result, C2RP has taken initiative to support the UPs by conducting training to enhance their capacity and involve the local community members to engage them in the planning process project development and implementation. Union Parishad (UP) is regarded as one the oldest functioning local government institutions in Bangladesh. Because the physical proximity and common people's affiliation with this institution is very close and intimate. The Local Government (Union Parishad) Act 2009 added few new dimensions to the traditional functions of UPs as vital institutions for local governance and local development. These include Ward Shava, Ward meetings, Participatory budget and participatory planning. Chapter II (structure, function, power and operation) of the act elaborately dealt with the formation of Ward Shava, power, function and procedures of Ward Shava meetings.

It is expected that the ward shavas under the Union Parishad in selected areas of Cox’s Bazar district will be a potential actor to facilitate the process of involving the community people to take part in planning to reduce existing tensions and prevent the risk of conflicts in selected areas of Cox’s Bazar district.  

Duties and Responsibilities

The overall objective of this assignment is to ensure timely implementation of the project’s activities in the field. The Union Coordinator will be responsible for supporting Union Parishads in conducting and documenting Ward Shavas, compiling union plans and selecting priority projects within agreed deadlines.

Scope of works:

  • Develop a database incorporating name, address and contact details of the Ward Shava members, Ward Commissioner and the Woman member of the reserved seat of that particular ward, responsible community leaders and the UP elected representatives;
  • Collect required information and documents from the respective Union Parishad related to the 9 ward shavasa (Meeting minutes, previous decisions, previous allocated budget, expenditure and status of their schemes implementation) and prepare a summary document.
  • Assist Union Parishads in developing and implementing a simple plan of action leading to evidence based and quality union plans
  • Support with organizing community consultations in line with the agreed plan of action and methodology in all 9 wards
  • Assist the responsible Ward Commissioners to facilitate ward shavas meeting at Union Level and ensure documentation of the meetings;
  • Compile the 9 Ward Shava meeting outcomes in one document and support the UP Secretaries in analysis of the priorities selected by the ward shavas. Ensure that the priorities have been taken into account during the UP Planning and budgeting process.
  • Support the UP planners to ensure that they are developing the plan and budget using the proper tools and methods mentioned in the UP Acts 2009 and the relevant rules.
  • Mobilize different community groups including the civil society, C2RP target groups who participate    d in the previous trainings along with the community people to participate in the open budget sessions.
  • Ensure timely selection of priority projects within the budget envelops agreed. Ensure that the projects selected respond to the needs of communities identified during the consultations
  • Mobilise community monitoring groups and mechanisms, including youth and women, to monitor implementation of community projects.
  • Report to UNDP C2RP team on regular basis

Supervision:

The Union Coordinator will be a member of UNDP C2RP Field Team and will report to the C2RP Project Manager and all the payments would be based on the performance. Selected candidate should have their own laptops for documentations and reporting.

Duration of the Work and Duty Station

60 days from March to June 2019 over a period of three months. Duty station: Nila and Sabrang Unions Parishads of Teknaf Upazila, Cox’s Bazar.

Travel

All envisaged travel costs must be included in the financial proposal.

Communication and IT equipment:

The Consultant is expected to have own laptop and mobile phone.  Cost of communication should be included in the financial proposal.

Travel and DSA:

No DSA will be paid at the duty station. If unforeseen travel outside the duty station not required by the Terms of Reference is requested by UNDP, and upon prior agreement/approval, such travel shall be UNDP’s expenses and the individual contractor shall receive a per-diem not to exceed United Nations daily subsistence allowance rate in such other location(s).

Note: The individual consultant who does not meet the above eligibility criteria shall not be considered for further evaluation. Necessary documentation must be submitted to substantiate the above eligibility criteria.

Required Skills and Experience

Educational Qualification:

A minimum of bachelor’s degree in any relevant field.

Experiences:

  • Minimum 1 year of working experience in the area of community mobilization or any other community development work.

Additional Capacity:  

  • At least one year of experience in convening and coordinating community activities and events in Cox’s Bazar.
  • Working experience with local level government and non-government stakeholders would be an asset.
  • Fluency, written and spoken in English & Bangla Languages.
  • Ability to write reports in both languages.
  • Understanding of local language (Chittagonian) is a must.

Price Proposal and Schedule of Payments

Consultant must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, travel costs, living allowance (if any work is to be done outside the IC´s duty station) and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs and as per below percentages-

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. Lodging, meals and transport cost for field visit related to this assignment will be paid by the project as per UN standard.

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.

Evaluation Method and Criteria:

Individual consultants will be evaluated based on the following methodology.

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as:

  1. Responsive/compliant/acceptable; and
  2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

Only candidates obtaining a minimum 70% mark in technical evaluation will be considered eligible for financial evaluation.

Technical Criteria for Evaluation (Maximum 70 points)

  • Criteria-01; Educational Qualification- Max Point 10
  • Criteria-02; Relevant working experience in the area of capacity development, community mobilization, social cohesion- Max Point 15
  • Criteria-03; Experience in organizing workshop, conference and training and also collected data on social issues for analysis.etc.- Max Point 20
  • Criteria-04; Fluency, written and spoken in English and Bangla and Local Chittagonian language- Max 15
  • Criteria-0;Working experiences with UN agencies or other international development agencies- Max 10

Financial Evaluation (Total 30 marks)

All technical qualified proposals will be scored out 30 based on the formula provided below.

The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:

  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.
