Background

The maritime sector is rapidly increasing in the past years, as a source for further economic development and international cooperation. The Government of Albania has made progress in maintenance and infrastructure of port facilities in line with the Sector Strategy, priorities stipulated in the Government Program, the National Transport Plan, the National Strategy for Development and Integration and the Medium-Term Budget Plan.

Supporting data from INSTAT show that in 2017 compared to 2016, the volume of freight loading and unloading in Albanian ports has increasing by 7.1 %, the number of passengers travelling by sea line is increasing by 16.9%, the goods exported by sea represent 62.8 % of the total transport as well as goods imported by sea represent 48.6 %.

Maritime transport is primarily concerned with the transport of freight and passengers by sea. The sector is associated with many other activities such as ship agency, chartering and brokering, maritime labour and education, multimodal and intermodal transport and related services.

Cooperation on various services notably those linked to the capacity building in the public sector and better coordination of planning activities is needed for preparing the ground for better marine and maritime governance and services.

The “Enhancing the Development of Albanian Maritime Sector through Technical Assistance and Increased Partnership” project, aims to 
to enhance the integration of  
Albanian Maritime Standards in line with the EU requirements, by developing and implementing maritime transport policy framework, improve capacities in the field and encourage the development of a Maritime Clusters in Albania with the relevant stakeholders

Duties and Responsibilities

Objective of the assignment:

 The International consultant will provide an overall technical backstopping support to the Project Management Team of the “Enhancing the Development of Albanian Maritime Sector through Technical Assistance and Increased Partnership” project, and be responsible based on leading international experience, for providing quality control of, and substantive technical inputs into planning, implementation, monitoring and evaluation of project activities as follows.

Description of Responsibilities:

The main duty of the ITE are as follows:

 Provide technical advice to the national Project Coordinator, consultants and country office to ensure that the main projects outcomes are achieved:

(i)                   To improve the public governance of the maritime sector;

(ii)                 To raise institutional capacity and competence to implement policies, standards and regulations;

(iii)                Increase efforts on coordination and competitiveness between four ports and promoting the development of a maritime clusters in Albania with the relevant stakeholders;

(iv)                Improving environmental standards and implementation capabilities in the maritime sector.

  • Conduct a SWOT Analysis during the mission in Tirana, Albania to assess the main GAPs to be addressed throughout the project implementation.
  • Provide technical support in drafting of experts TORs and monitoring and providing technical feedback on the prepared experts reports.
  • Provide substantive inputs, review and improve drafts of the emerging Maritime Sector and GMD legislative and institutional planning framework.
  • Promote the establishing of partnerships between the Norwegian Maritime Authority and the Albanian Maritime Authority to strengthen the national capacities in policy implementation and policy making, serving as an advising body to the relevant ministry in charge of transport and environment sector.
  • Assist the Project Coordinator in preparation of Project Progress Reports: review drafts, provide input, improve the quality of the reports.
  • Provide technical guidance and advice in the detailed planning of project activities.
  • Participate in a dialog with all key national partners from the Ministry of Infrastructure and Energy, General Maritime Directorate that will serve as a technical support body; 
  • Other duties relevant to the assignment as required by the Project Coordinator.

Required Skills and Experience

Education

  • Advanced university degree in Marine Policy, Marine Management or related field.

Work Experience

  • 10 years of work experience in Marine Resource Management.
  • Knowledge on Maritime Governance related to acquis communitaire and IMO requirements.
  • Demonstrable experience in training and capacity building of stakeholders and institutions.
  • Previous experience with the Norwegian Maritime Authority and Maritime Institutions is an advantage.

Language

  • Excellent oral and written communication skills in English.

Evaluation procedure

UNDP applies a fair and transparent selection process that would consider both the technical qualification of Individual Consultants as well as their financial proposals. The contract will be awarded to the candidate whose offer:

  • Is deemed technically responsive / compliant / acceptable (only technically responsive applications / candidates will be considered for the financial evaluation)
  • And has obtained the highest combined technical and financial scores.

Technical Criteria - 70% of total evaluation – max points: 70

  • Criteria A: Work Experience – max points: 30
  • Criteria B: Prior working experience with Norwegian Maritime authorities on areas related to maritime governance– max points: 20
  • Criteria C: Educational background– max points: 20

Financial Criteria - 30% of total evaluation – max points: 30
