Background

In 2015, UNDP started procuring medicines and medicinal products on behalf of the Ministry of Health of Ukraine, as an emergency response and following a request of the government of Ukraine. This emergency temporary measure was designed to restore supply of medicines to Ukrainian citizens, which had been previously interrupted due to inefficiencies.

UNDP’s Health Procurement Project aims to strengthen the national health care procurement system and thereby improve the effectiveness of diagnosis and treatment for Ukrainian patients. In the short term, UNDP provides support to the Ministry of Health for cost-effective and timely procurement of life-saving medicines and medical products in Ukraine. In the long term, UNDP helps the Ministry of Health to develop its own operational and professional capacity to efficiently perform medicine procurement, based on international standards. UNDP will progressively hand over the procurement of medicines to the assigned agency under the Ministry of Health.

Additionally, to the health reform challenges, Ukraine continues to have a concentrated HIV epidemic among key populations at higher risk of HIV (including people who use drugs, sex workers, men who have sex with men, transgender people and prisoners). The HIV epidemic is characterized by a growing number of registered HIV cases in most regions of the country. The rapid assessment data of HIV service organizations report indicates growth of risk behavior (especially in the collective centers for internally displaced persons, losses of prevention networks and increased use of drugs (including injecting). UNDP Health Procurement Project contains a component related to HIV/TB response in Ukraine.

UNDP in Ukraine is seeking to hire a Communications and Graphics Support Consultant to support the communications team in the UNDP project Procurement Support Services to the Ministry of Health with communication on medicines procurement other health-related areas covered by the project.

MAIN OBJECTIVES OF THE ASSIGNMENT

Under the overall supervision of the Procurement Analyst/Team Leader and direct supervision Communication Associate, the contractor will undertake tasks mentioned in Section 3 in relation to the UNDP Health Procurement Project Communications.

3. DESCRIPTION OF RESPONSIBILITIES / SCOPE OF WORK

1) Help plan and design communications activities to promote health-related messages across multiple channels, to help achieve the objectives of the Health Procurement Project and the relevant SDGs targets for Ukraine:

  • Support design and elaboration of communication plans and advocacy campaigns in line with the UNDP Ukraine Health Procurement Project communications strategy, with the UNDP Ukraine communication strategy and with global UNDP communications practices.

2) Support the implementation of health communications plans and advocacy strategies:

  • Help draft, produce and oversee production of media- and public-oriented communication products (photo stories, videos, infographics, factsheets, newsletters, value proposition, etc.), in English and Ukrainian.
  • Negotiate placement of projects’ informational materials on relevant partners’ websites and media, social advertisement etc.
  • Support the organization and act as a facilitator of public events, media training, press conferences etc.

3) Maintaining an ad-hoc assistance on writing:

  • Assistance in drafting press-releases and articles, in Ukrainian and English.
  • Support with identifying and developing storylines for publications and substantive articles, in Ukrainian and English, including by attending relevant events, interviewing patients, doctors, health professionals, and compiling stories in formats suitable for publication on UNDP channels and other media.
  • Translate and adapt materials as might be required.

4) Regularly update the UNDP Ukraine website(s) and other UNDP Ukraine communications channels with latest relevant information related to the Health Procurement Project:

  • Support social media management, including promotion of social media page, translating Facebook posts to Ukrainian/Russian; identification of correct hashtags and partners, outreach to relevant groups etc.
  • Support Communication Associate within the update of the UNDP Ukraine website, including assistance regarding developing new text for an updated version of the Project’s page
  • Assistance with developing infographics, and visual products based on the data and/or information provided.

4. DELIVERABLES

The expected duration of the assignment is up to two months, with possible extension. The target date for the start of work is 1 April 2019. Due to routine nature of the given assignment, the Consultant would be required to regularly coordinate the list of short and medium-term plans/deliverables with Communication Associate and proceed with implementation.

The Intermediate and Final reports should be submitted in English. The title rights, copyrights and all other rights whatsoever nature in any material produced under the provisions of this TORs will be vested exclusively in UNDP.

 

MONITORING/REPORTING REQUIREMENTS

The Consultant will work under overall supervision of the Procurement Analyst/Team Leader and direct supervision of the Communications Associate. Work-performance monitoring meetings will be held with the Consultant on a regular basis. UNDP will be the final authority to control the quality and evaluate the work. No reports or documents should be published or distributed to third parties without approval of UNDP.

Required Skills and Experience

EXPERIENCE AND QUALIFICATIONS REQUIREMENTS

  • University degree (at least Bachelor) in PR and Communications, Journalism, Sociology, Graphic Design or other relevant area.
  • At least 1 year of relevant, experience in data visualization and graphic design; including the use of design software such as Adobe Creative Suits, Illustrator, In-Design, CorelDraw, etc;
  • At least 1 year of relevant experience in Communications, PR, Journalism which demonstrates advanced knowledge and experience of coordinating broad-based information.
  • Demonstrated skills with using multimedia and infographics to produce compelling and engaging contents suitable for multiple channels and audiences.
  • Experience with researching, collecting and synthesizing data into coherent narratives, print reports and data visualization materials.
  • Native Ukrainian/Russian, with outstanding command of written English.

  • Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;
  • Samples of previous work (as per experience and qualifications requirements).

FINANCIAL PROPOSAL

Lump sum contract

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in instalments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount and number of anticipated working days.

Travel costs

All travel arrangements will be handled according to UNDP rules and procedures if such travel is deemed

necessary.
