Background

Development losses caused by disasters as well as population and GDP exposure to hazards are continuously being increased in Bosnia and Herzegovina (hereafter BiH). The country is exposed to various hazards, with most common ones being earthquakes, floods, droughts, heatwaves, wildfires, landslides and man-made hazards with climate change forecasts predicting an acceleration of extreme weather phenomena. Disasters in BiH range from high-frequency small disasters to devastating events such as May 2014 floods that caused total of 2 billion EUR of losses and damages. During May 2014 floods country identified priority areas that need to be addressed to increase preparedness for large-scale disasters with one of the identified areas being management of humanitarian aid coming to the country.

Therefore, BiH launched Get Airports Ready for Disaster (GARD) initiative for Sarajevo Airport. GARD is a public-private partnership to prepare airports to better respond to disaster relief surge, build up local capacity by training local people, and enable local disaster relief agencies to better plan and coordinate relief efforts. The GARD initiative builds upon the joint expertise and inputs of two organizations. Deutsche Post DHL’s (DP-DHL) expertise in logistics management and past experience in international relief, combined with UNDP’s competencies in Disaster Risk Reduction and pre-existing partnerships with local governments has ensured that the investment in training is received well and it is sustained in the country through linkages with on-going programmes.

This position is specifically intended to support work that was already done through GARD workshop in BiH that was held in Sarajevo in September 2018 and finalize the Action Plan for Readiness for Disasters for the Sarajevo Airport.

Duties and Responsibilities

Under the direct supervision of the Project Manager, Expert for finalization of Action Plan for Airport Readiness for Disasters is to develop Action Plan for Readiness for Disasters for Sarajevo Airport (Action Plan).

The consultant will be expected to achieve following deliverable:

  • Develop Action Plan for Readiness for Disasters for Sarajevo Airport;

In detail, the consultant is expected to:

  • Get familiar with GARD acitivities already conducted in BiH, including review of existing GARD documentation and meetings with GARD oweners and co-owners (Ministry of Security, Airport Sarajevo and Ministry of Communications and Transport).
  • Deliver a workplan for the assignment that will include review of the GARD workshop deliverables, which are: the Airport Surge Capacity Assessment (ASCA) Report and PPT presentations listing actions for follow-up which will constitute the content of the Action Plan. In addition, the consultant will develop a list of other relevant domestic and international documents that will be reviewed (regulations, policies, studies, methodologies, etc.) including best practices, list of interviews/meetings to be conducted with relevant domestic and international stakeholders. Final workplan will be approved by UNDP. UNDP will provide translation of relevant documents existing in English.
  • Based on the agreed workplan the consultant is expected to meet relevant stakeholders and conduct compilation of information and analysis of collected information that will be used to develop a draft Action Plan. Action Plan should contain sections on Airport Operations, Cargo, Passengers Management and Facilities, in line with the GARD workshop deliverables as outlined above. Each of these sections should contain concrete action related to the improvements needed for better preparedness to disasters, including clearly stating the issue and priority level, solution, responsible party, partners to be involved and required resources (human, financial, equipment, etc.).
  • Draft Action plan will be reviewed by UNDP and GARD owners. Based on the received comments potential additional updating of Action Plan will be conducted.
  • Updated Action Plan will be presented to all relevant stakeholders on a joint meeting. Based on the received comments potential additional improvement of manuals will be conducted. Final manuals will be approved by GARD owners and UNDP.

All tasks will be done in close collaboration and support of local stakeholders and UNDP. Draft and final versions of Action Plan will be approved by relevant counterparts and UNDP, all of the recommendations/questions made by the relevant counterparts and UNDP have to be take into the account or explained. The duration of this task is estimated to be 20 working days within 2 months.

Deliverables/outputs

  • Delivery of draft Action Plan for Airport Readiness for Disasters - 15 days, by 30th April 2019, 70%;
  • Delivery of final Action Plan for Airport Readiness for Disasters - 5 days, 15th May 2019, 30%.

Required Skills and Experience

Academic Qualifications/Education:

  • Advanced university degree (Master’s degree or equivalent) in disaster risk management, aviation, security or development or other related fields.
  • BA in combination with 2 additional years of working experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 7 years of relevant working experience in the area of disaster risk management;
  • Strong understanding of disaster preparedness and management practices in BiH;
  • Experience and strong knowledge of humanitarian aid management;
  • Previous experience in development of action plans or results frameworks;
  • Knowledge of aviation/ airport management is an asset.

Languages Requirements:

  • Fluency in written and spoken B/H/S language is required for this assignment.

Only candidates obtaining a minimum of 49 point would be considered for the Financial Evaluation.

Technical criteria:

  • Rating based on Qualifications - Weight: 35%;
  • Rating based on Desk review: Experience and strong knowledge of humanitarian aid management; Proven knowledge and previous experience in development of action plans or results frameworks - Weight: 65%;

Financial criteria: Weight: 30%

EVALUATION

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • * Financial Criteria weight- 30%
