Project Description  

The UN SDG Action Campaign is a special inter-agency initiative of the UN Secretary-General administered by the United Nations Development Programme (UNDP). The UN SDG Action Campaign’s mission is to scale up, broaden and sustain the global movement of action for the SDGs.

The UN SDG Action Campaign’s strategy is based on three pillars:

Mobilize: activating the largest number of individuals and organizations to take action on SDGs through the Global Day to Act4SDGs, taking place on 25 September to mark the anniversary of the adoption of the Agenda 2030 for Sustainable Development. This area of work includes strategic partnerships with key constituencies such as Local Governments, civil society organizations, parliamentarians and youth groups.

Inspire: leveraging art, music, festivals, new media, technologies to increase the visibility of SDGs change-makers and attract new partners via the: (a) UN SDG Action Awards; (b) SDG Global Festival of Action; (c) creative SDG content, visuals, branding & exhibitions, and new media SDG programs for individuals and partners.

Connect: connecting people’s perceptions and actions on the SDGs with decision makers in SDG planning and review processes at all levels via the MYWorld Global Survey, whilst bringing peoples’ perceptions and actions to the High-Level Political Forum and the UN General Assembly in partnership with UNDP, UN DESA, and UN/DP Countries Teams.

The UN SDG Action Campaign serves as a hub to inspire people’s action on the Sustainable Development Goals, connect and amplify stakeholder efforts, showcase impact, share best practices, incubate and test out innovative efforts around SDG action and advocacy whilst encouraging and make available SDG accountability mechanisms, including citizen-generated data.

The UN SDG Action Campaign is seeking to recruit a Senior Advocacy Advisor reporting to the Global Director a.i. to contribute to the design and implementation of the advocacy strategy of the Campaign, including its resource mobilization targets. The need for this role will be initially for 7 months with the possibility of an extension.

Duties and Responsibilities

Support the development and implementation of the advocacy strategy of the UN SDG Action Campaign

  • Develop the Action Campaign overall advocacy narrative -including key inspiring and evidence-based messages tailored to the different stakeholders-for the Action Campaign strategy;
  • Design and roll out new advocacy initiatives to scale up, broaden or sustain the global movement of action for the SDGs;
  • Provide expert advice on strategic partnerships to further advance the positioning of the Action Campaign within the SDG broader movement;
  • Develop and implement strategic partnerships with key stakeholders to further expand ownership and visibility of the SDGs with priority constituencies -including the creative industry and the media;
  • Craft fundraising proposals and pitches to increase visibility, profile and funding of the Action Campaign and of the SDG and the 2030 Agenda;
  • Draft briefing documents, talking points for management and UN officials and partners as required;
  • Design tailored advocacy messages and packages for key stakeholders, including civil society, local authorities, academic institutions, parliamentarians and the creative industry.
  • Support the design and implementation of multi-stakeholder events at both regional and global level in cooperation with the team and partners.

Support the communications and knowledge products of the UN SDG Action Campaign

  • Develop effective communication approaches to support the Action Campaign’s advocacy efforts;
  • Coordinate the development of a media engagement and media partnerships strategy;
  • Draft an internal protocol for external communication;
  • Support the development of an Action Campaign communications strategy with narrative, messages, key channels and tools, implementation plan and internal protocol;
  • Oversee the content of the Action Campaign’s communications platforms, including website, social media and press materials.

Institutional Arrangement

The UN SDG Action Campaign is seeking a home-based Senior Advocacy Advisor to support the design and coordination of the Action Campaign’s advocacy strategy. The Senior Advocacy Advisor will work under the direct supervision of the Global Director a.i.

The incumbent will liaise regularly with the Global Campaign Center of the UN SDG Action Campaign in Bonn (Germany) and take part in team meetings/teleconferences with the Campaign team. The incumbent will also interact regularly with the Action Campaign partners.

Duration of the Work 

The duration of the assignment is from April 2019 to October 2019.

Duty Station

Home based – expected to liaise regularly with the Action Campaign team via Skype during working hours of Bonn, Germany. The consultant may be requested to travel to Bonn, Germany and/or New York, USA and/or other locations as required. Travel cost and DSA will be covered by the UN SDG Action Campaign

Required Skills and Experience

Education:

  • Master’s university degree (or equivalent) in political affairs, international relations, social sciences, communications or related fields.

Experience:

  • 7 years of relevant experience in developing and implementing successful advocacy and partnership strategies;
  • Strong track record in developing and implementing communications strategies and media partnerships;
  • Ability to creatively and innovatively forge advocacy approaches, linkages and pitches to key stakeholders;
  • Strong diplomatic skills, ability to effectively communicate with senior level officials;
  • Familiarity with the 2030 Agenda for Sustainable Development and the SDGs is required.

Language Requirements:

  • Excellent writing and oral communication skills in English is a must.

Criteria for Selection of the Best Offer

 

All applicants will be screened against the qualifications and the competencies set above. Candidates fully meeting the requirements will be further evaluated based on the criteria below.

Technical Criteria – 70 % of total evaluation– max. 70 points:

CV review: 70 points;

  • Relevant experience with developing and implementing successful advocacy strategies (20 points)
  • Strong track record in developing and implementing communications strategies and media partnerships (20 points)
  • Ability to creatively and innovatively forge approaches, linkages and pitches to key stakeholders (15 points)
  • Familiarity with the 2030 agenda (15 points)

Only those individual consultants who obtain at least 70% of points from the CV review will be considered for the financial proposal evaluation.

Financial Criteria – 30 % of total evaluation – max. 30 points.

  • Financial scores will be calculated using the formula [lowest offer / financial offer of the candidate x 30].
  • UNDP applies the “Best value for money approach” – the final selection will be based on the combination of the applicants’ qualification and financial proposal.

Payment Term:

  • Payments will be processed monthly upon submission of the monthly time-sheet and obtaining approval of the Global Director a.i. UN SDG Action Campaign.
