Background

In 2018, the satisfaction level with the work of the Prosecutor’s Office, has decreased. It must also be highlighted that the satisfaction levels with the Prosecutor’s Office and central institutions are the lowest when compared to all other institutions (UNDP Public Pulse 2018). This suggests that loss of trust in the rule of law and governance has influenced the overall satisfaction levels with all other institutions. The European Commission has urged Kosovo to take concrete measures to maximise the independence, accountability, professionalism and efficiency of the judiciary.
The UNDP’s “Enhanced Access to Justice and RoL Reform in Kosovo” project aims to support the justice sector reform and improve the functioning of judiciary, and people’s access to justice, by strengthening the capacities of justice institutions to deliver on their objectives and priorities. To promote judicial transparency, and build citizens’ trust, the UNDP seeks to support KPC in developing the capacities of its public information office, and advance the implementation of its Communication Strategy, and Action Plan.  Increased capacities of the KPC public information staff to highlight and promote the results of the prosecutorial system through advanced media tools and communication strategies will contribute to increasing the citizens’ satisfaction levels and trust in the judiciary.

Objectives of Assignment
The overall objective of the consultant is to develop the capacities of Kosovo Prosecutorial Council’s public information staff and provide advisory support in updating and strengthening the implementation of the KPC Communication Strategy with the public.

Duties and Responsibilities

The consultant will be assigned the below tasks and responsibilities in cooperation with the Communication Team of the KPC:

  • Strengthen the implementation of the KPC’s Communication Strategy to increase citizens’ satisfaction levels and trust in the prosecutorial system;
  • Develop the capacities of the KPC public information staff to communicate effectively with the public, CSOs, media and stakeholders;
  • Provide advisory support for the KPC public information staff (including those of Basic Prosecution Offices) on modern public relations approaches and social media communications tools, visibility materials, infographics, information management, and outreach activities to showcase the prosecution achievements Kosovo wide;
  • Assist the KPC in policy development processes by interlinking strategic priorities and policies of KPC with good communication strategy;
  • Advice management in upgrading public communication approaches, press releases, media strategies to increase the public outreach level, accountability and transparency of prosecutorial staff;
  • Perform any other duties within the scope of work.

Expected Deliverables/ Outputs

  • KPC media tools (Website, Social Media platforms, infographics) updated
  • Updated Communication Strategy of the Prosecutorial System
  • Training Programme on Communication Strategy developed
  • KPC staff trained on the Communication Strategy
  • Identified strategic priorities for the communication and media relations of KPC
  • Final assignment progress report

Remuneration - Lump Sum Amount
The budget for the assignment will be presented as a lump sum.

Payment is made upon confirmation of deliverables by the Rule of Law Project Manager:
16% by the delivery, and approval of the first deliverable;
16% by the delivery, and approval of the second deliverable;
16% by the delivery, and approval of the third deliverable;
16% by the delivery, and approval of the fourth deliverable;
16% by the delivery, and approval of the fifth deliverable;
20% by the delivery, and approval of the final deliverable.

Recommended Presentation of Offer

  • Financial Proposal that indicates the all-inclusive fixed total contract price supported by a breakdown of costs per deliverables.

Criteria for Selection of the Best Offer
Combined Scoring method – where the qualifications and the interview scoring will be weighted a max. of 70%, and combined with the price offer which will be weighted a max of 30%;

Required Skills and Experience

Education:

  • Bachelor’s Degree in Public Relations/Communications, Social Sciences, or related field. Master’s Degree is an asset.

Experience:

  • Minimum of three (3) years of practical experience in strategic communications and public relations, preferably with the central level institutions and/or large international agencies; including minimum of three (3) years working in justice institutions.
  • Experience developing communication strategies for central institutions, development partners and donors, civil society, and other stakeholders;
  • Strong interpersonal skills are essential;
  • Experience in institutional capacities development projects, trainings, workshops and coaching;
  • Demonstrated excellent writing skills;
  • Demonstrated experience with modern communication and information management technologies, and media tools.

Language:

  • Excellent Albanian and English language skills (both written and oral). Good knowledge of Serbian will be an asset.
