Background

A fundamental government responsibility is providing information and services aimed at improving the social and economic welfare of its citizens. During the first phase of the Access to Information (A2I) Project, fundamental progress was made in improving access to public services through electronic means. However, it is critical to expand the breadth and width of such simplified services and improve the service delivery model to counter the impact of widespread outdated manual processes, resistance to change by civil service staff and a lack of transparency that still frustrates citizens in their attempts to avail of government information and services.

The objective of the 2nd phase of the project is to increase transparency, improve governance, and reduce the time, difficulty and costs of obtaining government services for under-served communities of Bangladesh. This is to be achieved by the following 4 components of the project:

Component 1: Strengthening existing e-services and launching a second generation of integrated, inter-operable e-government applications; (e-Service)

Component 2: Sensitizing government officials, training for service providers and expanding digital literacy among the general public; (Capacity and Awareness)

Component 3: Forging strong policy and strategy links to ensure implementation of needed legal and regulatory changes in support of the project; (Enabling Environment) and

Component 4: Promoting innovation in the delivery of e-services. (Innovation)

The project is funded by the Government of Bangladesh, UNDP and other development partners, and is implemented by ICT Division, Cabinet Division and UNDP.

Objectives:

‘Access to Information II’ is looking to recruit National Consultant- Educational Innovation and Implementation for 90 days over 4 months who will be responsible to assist in design, development and implementation of different educational innovations, national educational platforms and initiatives to integrate ICT in education in liaison with Government Organizations, NGOs, startup companies and relevant stakeholders. The person will also provide support to ensure the best use of ICT in education, e-learning, skill development, monitoring and supervision among national and international stakeholders. The person will assist in design, development and implementation of different educational innovations to integrate ICT in education in liaison with Government. S/He will be responsible for system upgrading and management of online monitoring dashboard and application to ensure effective monitoring and supervision of multimedia classroom.

Duties and Responsibilities

Assist in design, development and implementation of different educational innovations to integrate ICT in education in liaison with Government Organizations, NGOs, startup companies and relevant stakeholders

Assist in system development and implementation of a national e-learning platform for professional and skill development of the teachers, students, youths and relevant professionals.

Organize workshops on need analysis, mapping outline, content development and validation for different e-learning courses (online and blended) in liaison with different Government, Non-government and Private Training Institutions

Support in facilitation and management of different e-training courses

Assist in system development and implementation of an online platform for students to ensure 21st-century skills, 3Rs and 4Cs practiced by learners.

Assist in system upgrading and management of online monitoring dashboard and application to ensure effective monitoring and supervision of multimedia classrooms nationwide

Support in developing and maintaining strategic partnerships and sourcing fund for collaborative initiatives to ensure effective service delivery

Assist in communication, documentation and facilitation in consultation workshops on future educational components, leadership training for the head teachers, divisional and national teachers conference and other related initiatives

Support in management of social media, publications, success stories, innovation reports

Assist in communication, documentation and facilitation in consultation workshops on future educational components, leadership training for the head teachers, divisional and national teachers conference and other related initiatives

Assist in producing monthly and quarterly reports based on measurement indicators to the project management to visualize progress in quality education indicators.

Support in conducting impact studies to ensure effective service delivery

Supervision and Performance Evaluation.

The National Consultant- Educational Innovation and Implementation will be working with Policy Specialist (Educational Innovation) and Educational Technology Expert of Access to Information – II Project.

Expected outputs / deliverables:

The assignment will be for four months. Completed products under each area and activity will be as follows:

  • Design, development and implementation of different educational innovations to integrate ICT in education in liaison with Government Organizations, NGOs, startup companies and relevant stakeholders
  • System development and implementation of a national e-learning platform for professional and skill development of the teachers, students, youths and relevant professionals.

Activities/ Reports:

The National Consultant- Educational Innovation and Implementation will be working with Policy Specialist (Educational Innovation) and Educational Technology Expert of Access to Information – II Project. The incumbent will be paid in 4 installments, after completing each of the activities.

Required Skills and Experience

Academic Qualifications:

  • Minimum Bachelor’s Degree in Education/ Anthropology/ Psychology/ Social Science/ Development Studies/ Computer Science or any relevant disciplines.

Years of experience:

  • At least 2 years of practical work experience in local or international organization in the field of ICT in Education and/or Development
  • Experience in education in Bangladesh, pedagogy, andragogy, educational research, professional development, ICT4D activities or piloting innovative educational initiatives
  • Previous working experience with UNDP or any other development organization

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;
  • Technical Criteria weight; 70 marks.Only candidates obtaining a minimum 49% mark in technical evaluation will be considered eligible for financial evaluation.

The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:
