Background

UNDP is a committed, impartial partner to government, civil society, community and academic organizations seeking to improve the transparency, accountability, and efficiency of Bangladeshi institutions. Bangladesh has made significant progress in promoting competent, effective institutions that respect fundamental human rights and the rule of law. UNDP-supported initiatives, including a National Human Rights Commission, an expansive Village Courts system, a Justice Sector Reform Network, and National Government Assessment Framework continue to improve the quality and scope of government services at the community level.

Community Recovery & Resilience Project (C2RP) has designed to support   targeted union Parishad to better protect and promote the rights of vulnerable groups and minorities in Bangladesh. It project works on enhancing the capacities of Union Parishad to engage in human rights advocacy and awareness raising. In addition, the project focus on increasing civic participation and engagement amongst communities by civic participation and engagement of communities to promote inter-community cohesion that counters the anti-Rohingya narratives in context of Cox’s Bazar, Bangladesh.

 

Duties and Responsibilities

The Consultant- Engineer will provide extensive technical support to implement renovation and infrastructures activities in different location of Ukhia and Teknaf Upazila of Cox’s Bazar District. The consultant needs to visit field on a regular basis to supervise the construction workers, to maintain measurement book (MB) and review the progress of construction, check the quality of the materials and complete site improvement works as per approved design and work schedule. S/he will record the daily construction works volume and prepare the progress report on daily and weekly basis.

Objectives of the assignment: 

Under the direct supervision of the Project Manager C2RP Project UNDP. The engineer will be responsible to deliver and accomplish the construction in compliance with the project’s goals and objectives. S/he will supervise the construction work, ensuring the overall quality, efficiency and effectiveness of Barrack/Shed and also timely delivery of infrastructures. S/he is furthermore accountable for providing technical assistance to construct the sheds and ensure the competition of the construction along with the materials specified in the BoQ and measurement.

Required Days

Provide overall technical assistance to UNDP’s C2RP project in planning and implementation of the construction work. Develop progress monitoring tools and reporting format.

It will require a total of 80 working days in 4 months:

  1. Develop worksheet and review the plan along with reporting tools -----10 days
  2. Ensure all the materials are in place to start construction work and these are as per BoQ, earth work completed-10 days
  3. Ensure preliminary foundation of the 5 unit of refurbishment and construction work -20 days
  4. Ensure to complete the main brick works, sanitary and electric work—20 days
  5. Complete color and finishing of the works –15
  6. Submit final report with taking full measurement of the construction and other work completed under the C2RP project- 5 days

To ensure effective quality control systems are in place and contractor confirm the compliance of the BoQ with keep quality of the construction work.

Review the progress and report back on weekly basis

 

Ensure all technical inputs and cost estimates related to the construction components are accurate, guide the contractor to ensure timely completion as per plan approved by the UNDP.

Ensure all the materials are in place on time with quality and maintain the document to track the quality and progress of the work.

Identify and manage risks and initiate corrective action where necessary, so that the sheds are built as per design and measurement.

Submit the draft and final report.

 

The consultant should produce all deliverables by the dates. C2RP of UNDP will take 2-7 working days to review the draft document and share feedback with the consultant.

Supervision and Performance Evaluation:

The National Consultant – Engineering will closely work with the District Facilitator of C2RP Project, UNDP Bangladesh. C2RP will provide all necessary logistic support, if required. The Consultant will work in collaboration with C2RP and under the direct supervision of Project Manager C2RP Project. The Consultant will directly report to Project Manager for coordination.

Duration of the Work and Duty Station

The duration of the assignment will be 80 working days over a period of 4 months expected to start from 1st April 2019. The duty station will be in the fields of Cox’s Bazar.

Travel and DSA:

No DSA will be paid at the duty station. If travel outside the duty station is required within the ‘scope of work’, such travel shall be incurred by the project and the individual contractor shall receive a per-diem not to exceed United Nations daily subsistence allowance rate.

Note: The individual consultant who does not meet the above eligibility criteria shall not be considered for further evaluation. Necessary documentation must be submitted to substantiate the above eligibility criteria.

Required Skills and Experience

Educational Qualification:

B.Sc / Diploma in Civil Engineering with 2-3 years of experience

Experiences:

  • At least 03 Experience in working in complex environments and large infrastructure and/or civil works, particularly in the field of construction technical project documentation development as well as construction supervision;
  • Experience to address and manage all aspects of monitoring of a construction (Law and knowledge of construction contracts, construction information technologies, and follow-up) and capacity to complete an assignment in a given timeframe;
  • Experience in managing and supervising medium to large-scale construction works in the public sector;
  • Knowledge of procurement, tendering and contracting processes and requirements;
  • Experience in technical design of high-rise structure is an asset;
  • Knowledge of the UN rules, procedures and regulations would be an asset.
  •  Working experience in UN or other international development organization is an asset.
  •  Background/familiarity with an emergency.

Price Proposal and Schedule of Payments

Consultant must send a financial proposal based on Lump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, travel costs, living allowance (if any work is to be done outside the IC´s duty station) and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs and as per below percentages-

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. Lodging, meals and transport cost for field visit related to this assignment will be paid by the project as per UN standard.

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.

Travel and DSA:

If unforeseen travel outside the duty station not required by the Terms of Reference is requested by UNDP, and upon prior agreement/approval, such travel shall be UNDP’s expenses and the individual contractor shall receive a per-diem not to exceed United Nations daily subsistence allowance rate in such other location(s).

Evaluation Method and Criteria:

Individual consultants will be evaluated based on the following methodology.

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as:

  1. Responsive/compliant/acceptable; and
  2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

Only candidates obtaining a minimum 70% mark in technical evaluation will be considered eligible for financial evaluation.

Technical Criteria for Evaluation (Maximum 70 points)

  • Criteria-01; Educational Qualification- Max Point 20
  • Criteria-02; Number of Years’ experience in working in complex environments and large infrastructure and/or civil works, particularly in the field of construction technical project documentation development as well as construction supervision. - Max Point 15
  • Criteria-03; Working experience in the area of preparation, implementation and monitoring of technical/ (re)construction projects; methodological and calculation skills- Max Point 15
  • Criteria-04; Experience of monitoring of the construction to complete work the construction and also to ensure the design and quality- Max 10
  • Criteria-05-Working experiences with UNDP or other international development agencies will be an added advantage- Max 10

Financial Evaluation (Total 30 marks)

All technical qualified proposals will be scored out 30 based on the formula provided below.

The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:

  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.
