Background

UNDP Afghanistan – LOTFA

UNDP has administered the Law and Order Trust Fund for Afghanistan (LOTFA) and supported the payment of salaries of Afghan National Police (ANP) personnel, the institutional development of the Ministry of Interior Affairs (MOIA) and police professionalization of the ANP since 2002. Based on consultations conducted in 2017, a growing view emerged that the scope of LOTFA should be expanded to include the entire justice chain (police, courts and corrections) and cover all institutions across the entire Rule of Law sector, with an increased focus on anti-corruption.  Accordingly, the LOTFA Steering Committee approved a new Trust Fund Terms of Reference (TOR) with four Thematic Windows: 1) Security; 2) Justice; 3) Anti-Corruption and 4) MOIA Payroll.

New project(s) are currently being designed and developed in alignment with the national strategies, plans and policies and with the Fund’s Strategic Framework. The new projects are intended to provide justice chain related advisory and institutional support to the Government of the Islamic Republic of Afghanistan.

Developing relevant projects under LOTFA which are relevant and impactful for the Ministry of Interior Affairs, the ANP and the community is of utmost importance given the changing security environment in Afghanistan.  LOTFA projects developed in the Security Window must contribute to the programmatic objectives of LOTFA, while being aligned with the MOIA Strategic Plan (MISP). At the same time, close coordination is required with other international stakeholders in Afghanistan to ensure police reform is realized in  an efficient and coherent manner. There are all requisite conditions for ensuring the UNDP is able to provide the highest quality of advice to the MOIA and ANP, as well as providing support through projects. 

Under the overall guidance of the Chief of the Rule of Law and Human Security Unit and in close coordination with the Project Management Specialist and relevant Project Manager(s) and under direct supervision of the Senior the Police Advisor, the consultant will be part of the LOTFA Police Advisory Team responsible for advising the Chief of the ROLHS Unit to establish the strategic direction of LOTFA’’s support under the Security Window, as well as providing timely technical advice to the ROLHS Unit and LOTFA project managers during the development and implementation of LOTFA Security Window projects.    

Current Status:

The design phase will lead to a succession of security sector focused projects that will require the consultant’s expertise: Community Oriented Policing Services (COPS), Afghanistan Public Safety and Security (APSS) and Afghanistan Police Recruitment & Development (APRD) projects address both the back and front-end policing to strengthen and enhance police service delivery to the community. The COPS Project will address building trust between the Police and the community. Working in close coordination with the Provincial HQs, the APSS Project will address urgent safety and security issues in Kabul city. Short, medium and long-term capacity building needs of the police service will be covered in the APRD Project.

Duties and Responsibilities

SCOPE OF WORK AND DELIVERABLES

Objectives of the assignment:

To support the aforementioned projects, the consultant will work closely with UNDP Afghanistan, the MOIA/ANP and other national and international partners.  More specifically, the consultant will advise on the design of the new LOTFA police support programme, including:

  • Providing technical advice on the development of new security window projects, in particular APRD and COPS;
  • Providing key inputs and being the primary resource person within the police advisory team on issues related to police recruitment, police training, career path development, community policing, integration of policewomen into the police force, and women’s access to police services;   
  • Advising on the development of essential infrastructure at Police headquarters and Police districts to support community oriented policing and women friendly work environment at these locations;
  • Advising on baseline assessments and feasibility studies related to the security window, especially with respect to areas covered by APRD, COPS and police recruitment, police training, career path development, community policing, integration of policewomen into the police force, and women’s access to police services;
  • Providing technical advice on the development of concept notes on new project areas, in particular those related to police recruitment, police training, career path development, community policing, integration of policewomen into the police force, and women’s access to police services;
  • Engage with MOIA, other MOIA partners and donors, including participating in meetings, coordination forums and making presentations as requested;
  • Provide advice to the Police Advisory Team and the ROLHS Unit as needed, especially on police recruitment, police training, career path development, community policing, integration of policewomen into the police force, and women’s access to police services;
  • Draft other documents as needed.                                            

Expected Outputs and Deliverables: The consultant will submit monthly progress report and any other documentation asrequired by the Chief, ROLHS Unit at the end of each month. Monthly progress reports will cover all achievements, issues and recommendations during the applicable month. The length and specify of the report should roughly correspond to the number of days worked in the applicable month.

Payment Modality: 

Payments shall be made on a monthly basis according to a monthly timesheet (UNDP procurement timesheet format for individual contractors) along the submission of a monthly progressive reports of his/her assignments. The monthly payment will vary depending on the number of days worked within the given month. The Senior Police Advisor and Programme Management Specialist, or his/her designate will review the progress and quality of assignment upon outputs prior to payment issuance.

Required Skills and Experience

REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS

Academic Qualifications:

  • Master's Degree, preferably in an area related to law, security sector reform, development or other relevant fields. A bachelor’s degree or professional qualification with an additional 15 years of relevant policing experience in senior command positions will be considered.  

Experience:

  • At least 10 years of relevant experience in programme/project development and implementation relating to police reform at the national or international level;

  • At least 5 years of advisory experience at the international level in developing or fragile states;

  • Excellent coordination and communications skills including the ability to convince, convey and advocate;

  • Experience with UN police teams is an advantage;

  • Experience with UN and/or police reform teams in Afghanistan is a distinct advantage, additional experience in other conflict regions is an advantage.

  • Extensive managerial experience, including experience leading multi-cultural teams.

Language:

  • Excellent written and oral English skills a necessary requirement.

PRICE PROPOSAL AND SCHEDULE OF PAYMENTS

The consultant shall submit a price proposal as below:

  • Daily Fee – The consultant shall propose a daily fee, which should be inclusive of his/her professional fee, local communication cost and insurance (inclusive of medical health and medical evacuation). The number of working days for which the daily fee shall be payable under the contract is maximum 100 working days.

EVALUATION METHOD AND CRITERIA

  • UNDP will provide accommodation free of charge to the Consultant for the duration of the stay in duty station. The consultant is NOT allowed to stay in a place of their choice other than the UNDSS approved places. UNDP will provide MOSS compliant accommodation in UN security clear Complex’s to the consultants.

  • Travel and Visa – All airfare and travel within Afghanistan will be covered by the project. Costs for 5 trips to and from the duty station, including visa on arrival charges, should be included in the consultant’s financial proposal and daily rate.

Payment schedule - Payments shall be done upon verification of completion of specific deliverables by the Senior Police Advisor and upon approval by the Chief of the ROLHS or Programme Management Specialist.

Individual Consultants will be evaluated based on the following methodology:

  • Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and

  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight 70%

* Financial Criteria weight 30%

Only candidates obtaining a minimum of 70% of the total technical points (49 points) would be considered for the Financial Evaluation.

Technical Proposal (40 marks)

  • Technical Approach & Methodology (40 marks) – This explains the understanding of the objectives of the assignment, approach to the services, methodology for carrying out the activities and obtaining the expected output, and the degree of detail of such output. The Applicant should also explain the methodologies proposed to adopt and highlight the compatibility of those methodologies with the proposed approach;

Qualification and Experience (30 marks) [evaluation of CVs for shortlisting]

  • General Qualification (10 marks);
  • Experience relevant to the assignment (20 marks).

Technical proposal:

  • Brief description of why the individual considers him/herself as the most suitable candidate for the assignment;
  • A methodology, on how they will approach and complete the assignment;
  • Personal CV indicating all experience from similar projects relevant to the assignment.

Incomplete application will not be considered, it will be disqualified automatically.
