Background

Local self-governments and their operation represent a very important segment of the overall fiscal system of the country. Therefore, the trends of public finances in the local self-governments have a significant effect on the overall fiscal sustainability, financial stability, as well as on the quality and prospects of economic development.

The Ministry of Finance of Montenegro and UNDP, with the support of the Ministry of Finance of the Slovak Republic, jointly implement the project "Strengthening Transparent and Accountable Public Finance Management in Montenegro". In the scope of the project component dealing with the Public finances at the local level, one of the planned project activities refers to development of Analysis with recommendations on how to improve collection of revenues at the local level through the provision of consultancy support. It is intended that this Analysis be devoted to elaborating on the issues of determining, controlling and collecting own revenues and shared revenues of municipalities in Montenegro. The completed Analysis would be followed with the presentation of its findings during a targeted workshop, which will be aimed at developing an Action plan for improving the process of identifying, controlling and collecting local revenues. Furthermore, within the same project, the plan is to organize several workshops and seminars that will be held with the objective of further education of employees in municipal services, analysis of comparative solutions and exchange of experience in the field of local self-governments financing.

Hence, in order to support the Ministry of Finance in improving the collection of revenues at the local level, UNDP Montenegro intends to hire a National Consultant with the task of drafting Analysis of issues in determining, controlling and collection of own revenues and shared revenues of local self-governments in Montenegro. The Consultant would also be tasked with the presentation of the Analysis at a designated workshop and preparing the Action plan for improving the process of identifying, controlling and collecting local revenue. The target group of the mentioned workshop will be municipal employees dealing with finances.

The Consultant will be engaged in the scope of the Project “Strengthening Transparent and Accountable Public Finance Management in Montenegro”, supported by the Ministry of Finance of the Slovak Republic, jointly implemented by the Ministry of Finance of Montenegro and UNDP.

Duties and Responsibilities

Objectives of the assignment: 

  1. Drafting of the Analysis of issues in determining, controlling and collection of own revenues and shared revenues of local self-governments in Montenegro
  2. Presentation of the Analysis and preparation of the Action plan for improving the process of identifying, controlling and collecting local revenues at the workshop with municipal employees.

Job content:
Under the supervision of the UNDP Project Manager, the National Consultant is expected to deliver the following services:

  • On the basis of research and interviews with the representatives of the Ministry of Finance, the Consultant is obliged to prepare the Analysis of issues in determining, controlling and collection of own revenues and shared revenues of local self-governments in Montenegro;
  • After the review and inputs from the Ministry of Finance of Montenegro, finalize and fine-tune the Analysis;
  • Present the Analysis at the workshop in order to obtain inputs for the preparation the Action plan for improving the process of identifying, controlling and collecting local revenues;
  • Assist the municipal employees working in the area of finances in preparing the Action plan for improving the process of identifying, controlling and collecting local revenues during the workshop.

The expected results:
Under the supervision of the UNDP hiring Manager, the National Consultant is expected to deliver the following results:

  • Analysis of issues in determining, controlling and collection of own revenues and shared revenues of local self-governments in Montenegro prepared and finalized;
  • The Analysis presented and inputs/suggestions for the preparation of the Action plan for improving the process of identifying, controlling and collecting local revenues provided at the workshop.

Timing and reporting:
The Consultant is expected to work home-based during the period from 25 April 2019 until 31 May 2019, as well as to attend one two-day workshop in the north of Montenegro devoted to the collection of revenues at the local level.
The Consultant shall report regularly to the UNDP Project Manager of the project “Strengthening Transparent and Accountable Public Finance Management in Montenegro”, supported by the Ministry of Finance of the Slovak Republic, and jointly implemented by the Ministry of Finance of Montenegro and UNDP.

Time duration and travel:
National Consultant will be engaged under Individual Contract, for the total of 12 consultancy days in the period from 25 April 2019 until 31 May 2019, pursuant to the agreed plan with UNDP. The Consultant will work in close cooperation with the representatives of the Ministry of Finance in the process of developing the Analysis. One travel in duration of two days is planned in the scope of the engagement for the purpose of attending the workshop on the collection of revenues at the local level, to be held in the end of May.

Required Skills and Experience

Education:

  • University degree education;

Experience:

  • Ten-year experience in determining, controlling and collection of revenues at the local level;
  • Detailed acquaintance with the Law on Local Self-Governments Financing and regulations governing the collection of local revenues;
  • Comprehensive experience in the work with the public administration authorities in Montenegro;
  • Experience in the work with the Ministry of Finance and other relevant national authorities in the area of public finance would be considered as an advantage;

Language:

  • Fluency in local language;
  • Excellent knowledge of written and spoken English language is an asset, but is not a requirement.

Other:

  • Proven ability to think strategically, express ideas clearly and concisely, work both independently and in a team, demonstrate self-confidence combined with sensitivity to gender and different cultures and traditions;

Criteria for selection:

Combined Scoring method will be used. When using this weighted scoring method, the award of the contract should be made to the inidividual consultant whose offer has been evaluated and determined as: (i) responsive, compliant, acceptable, and (ii) having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • Technical criteria weight - 70% (Background and education 10%; Relevant previous experience 20%; Substantial knowledge/Required competencies 30%; Required language 10%);
  • Financial criteria weight - 30%.
